CHAPTER 1: EXECUTIVE SUMMARY
1.1
Brief Description of Project
National Highway No.47 (NH-47) is a 620 Km long highway running from Salem to Kanyakumari
is an important artery passing through the States of Tamilnadu and Kerala and it passes
through important towns such as Salem, Coimbatore, Palakkad, Thrissur, Kochi, Alappuzha,
Kollam, Thiruvananthapuram, Nagerkoil and Kanyakumari. To provide better level of service
to the vehicular traffic, the existing 2 lane carriageway road has been proposed to be
widened to four lane dual carriage way including strengthening of the existing 2 lane
carriage way.
Ministry of Shipping, Road Transport & Highways, Government of India, through National
Highways Authority of India, have been contemplating to enhance the traffic capacity and
safety of goods and passenger traffic on selected, heavy traffic dense corridors in India, and
had identified one such stretch of road in Kerala State i.e., existing 2 lane highway of NH-47
between Walayar -Vadakkancherry Km. 182+250 to Km. 240+000, (approx. 54 Kms.) to 4
laning under NHDP Phase II. Project Location Map enclosed as Annexure 1.
Accordingly, NHAI invited Requests for Proposal (RFP) from short listing of Bidders in RFQ for
4 laning of above stretch of highway, on Design, Build, Finance, Operate and Transfer
(“DBFOT”) Toll Basis, M/s. KNR Constructions Ltd. submitted their bid on 30th June, 2010,
and become highest bidder.
National Authority of India (NHAI) has awarded the contract of four laning of existing road on
NH-47 between Km.182.250 to Km.240.000, approximately 54 Km, under North – South
Corridor (NHDP Phase-II), package KL2 on DBFOT (Toll) Basis in the State of Kerala, vide their
letter no NHAI/Tech/NS-2/NH-47/BOT/KL-2/2006/07 dated 03.08.2012 by issuing Letter of
Acceptance to the KNR Constructions Limited.
Consequent to the above, a Special Purpose Vehicle (SPV) was formed in the name of M/s.
KNR Walayar Tollways Private Ltd., for implementation/execution of the project, registered
under the companies act on 16th August 2012 and Concession Agreement dated 17th
September 2012 is signed between M/s KNR Walayar Tollways Private Ltd (KWTPL) the
Concessionaire. And M/s National Highways Authority of India (NHAI), the Employer.
NHAI Vide their letter No NHAI/Tech/NS-2/NH-47/BOT/KL-2/IE/2006/131 dated 21st May 2013
declared the appointed date as 18th May 2013 and was scheduled to be completed by 13th
Nov 2015 (Construction period of 910 days).
Further NHAI Vide their letter No NHAI/11033/154/CGM(fin)/2013 dated 17 th July 2013
declared the Financial closer for the project is achieved on 7th June 2013.
Subsequently, M/s. KWTPL, awarded Design and Execution of project to M/s. KNR
Constructions Ltd. (Herein after called as “KNRCL”, as EPC Contractor, to execute the
project under their Agreement dated: 28th November 2012 on Lum-sum Turnkey Basis.

Physical Progress – Structures
Work on Box Culverts, Bridges (Major and Minor), Flyover, Vehicular Underpasses and
Pedestrian Underpasses have been started. Many Box Culverts have been completed. The
quality of works has been found to be satisfactory.
All the Sub Structure at Flyover, Km. 203+900 have been completed, Girder Launching for 12
Spans and Slabs for 12 Spans have been completed out of 15 Spans, respectively.
2 Major Bridges at Km. 198+875 & 207+900, super structure has been completed and
miscellaneous works are in progress.

Out of 12 No’s of Minor Bridges 11 No’s have been completed, Bridge @ Km. 235+171 sub
structure is in progress.
Similarly 4 No’s of CUPs and 7 No’s of VUPs (i.e. including 3 No’s of VUP’s under Change of
Scope) have been started, out of those Four CUPs and 3 VUP’s have been completed. Other
all sub structures are in progress.
The cumulative progress of structural works till end of is as shown in the Table 1.4 below:

Equity Support from NHAI (Grant)
Concessionaire submitted request for release of Grant for Rs. 89,90,44,650/- vide letter No.
KWTPL/HO/NHAI/KL-2/2014/169, Dtd: 15.02.2014 with all required supporting documents.
NHAI examined, verified and recommended for release of Rs. 89,90,00,728/- and forwarded
to the Regional Office, Thiruvananthapuram for approval. The same is received.

Constraints
There are no factors seen as on date which can negatively influence the project completion.
However the delay in handing over of Balance Land, and any delay in approval Change of

Scope of Work of concessionaire
The scope of works involves – Four laning of Walayar Vadakkancherry section from Km
182.250 to Km 240.000 on NH-47 in the State of Kerala. The work shall, include the following:

Construction of the Project Highway on the Site set forth in Schedule-A and as
specified in Schedule-B together with provision of Project Facilities as specified in
Schedule-C, and in conformity with the Specifications and Standards set forth in
Schedule-D, all in the Concession agreement dated 17th September 2012;

Operation and maintenance of the Project Highway in accordance with the provisions
of this Agreement dated 17th September 2012; and
iii)
Performance and fulfilment of all other obligations of the Concessionaire in
accordance with the provisions of the Concession Agreement and matters incidental
thereto or necessary for the performance of any or all of the obligations of the
Concessionaire under Concession Agreement.

Pavement Composition
Pavement Design (revised) is completed and submitted to NHAI/IE vide letter no.

CHAPTER 3: PROJECT FINANCIALS
3.1
Total Project Cost (TPC) Breakup
Based on the available data it is learnt that NHAI under taken the feasibility study of the
project in the year 2004 and subsequently made various additions and deletions from the
original proposal and in the year 2010 the NHAI calculated the Total Project cost as Rs 682
crores. Due to various reasons award of the project was delayed and concession agreement
was signed on 17th September 2012 and appointed date (construction start date) is fixed on
18thn May 2013. Based on the current construction material rates and lenders interest rates
concessionaire assessed the TPC of project is Rs 900.51 crores accordingly Financial close was
achieved.
As per Financial Close and the Approved Financial model Total project cost of concessionaire
breakup is shown in Table 3.1, below:

Project Funding
As stated above the total project cost is estimated to be Rs.900.51 crores including Rs 790.5
crores towards Cost of construction, Interest during construction, SPV over heads and
Independent Engineer costs etc. The project cost is to be mobilised by loan from the Lender,
Sub-debt and Equity.
The entire project cost is envisaged to be funded in the pattern with a debt equity ratio of
1.25:1. There is a component of interest free equity support from NHAI amounting to
Rs.264.60 Cr to be used for implementation of the project. Concessionaire’s arrangement for
project Funding is given under Table 3.2.

As shown in Table 3.2 or successful completion of the project an amount of Rs 500 crores is
required in the form of loan (senior Debt). Based on the proposal given by Concessionaire the
consortium of Banks granted a loan of Rs 500 crores to the Project, lenders details and their
contribution is given under Table 3.3 below;

CHAPTER 4: PRE CONSTRUCTION ACTIVITIES
4.1
Land acquisition
As per clause 10.3.2 under Article 10 of the Concession agreement, the authority has to
handover 80% or more of land required for four laning of the project highway before or on
appointed date. Clause 10.3.1 requires Authority and Concessionaire to jointly inspect the
site and prepare a memorandum which includes an inventory of vacant and unencumbered
land, buildings, structures, road works, trees etc. It must also have an Annexure showing
parts of site where vacant access and right of way have not been handed over to the client.
A memorandum of inventory was signed on the 14 th March 2013 by the Authority,
Concessionaire and the EPC Representative mentioning that 92% of land is available and only
8% is to be handed over. As per Clause 10.3.2 of CA, at least 80% of the land shall be handed
over on or prior appointed date.
The details of land handed over till is as given under in Table 4.1:

4.2
Shifting of Utilities
As per the provisions of CA, 80% of Hindrance free land shall be handed over to the
concessionaire on appointed date.
4.2.1
Tree Cutting
The tree cutting has been already awarded by NHAI directly to third party agency, and tree
cutting is in progress. There are approximately 4365 trees to be cut in the project highway as
on date 4042 Nos were cut and there is a balance about 323 Nos to be cut and removed from
site, as confirmed after Joint Site Visit by IE & Concessionaire. Details of the same is
enclosed as Annexure 4.2
4.2.2
Utility Shifting- Electrical
Regarding electrical lines, Kerala State Electricity Board (KSEB) has furnished 9 Nos of
estimates for shifting electrical utilities in the divisions of Palakkad, Chitur and Alathur for an
amount of Rs. 4.156 Cr. Further PIU, NHAI vide their letter no NHAI/PD/Palakkad/KL-2/352

Dt 4 March 2013 entrusted the work of shifting of electrical lines is given to the
concessionaire at KSEB approved rates. Concessionaire entrusted the shifting of Electrical to
EPC Contractor under variation item. As per approved estimate NHAI paid Supervision
charges to KSEB. The shifting of electrical utilities has been started by the EPC contractor. As
on date out of 53.885 Kms, 32.750 Kms have been shifted. Status of the same is enclosed as
Annexure 4.3
4.2.3
Utility Shifting- Water supply lines
Similarly, towards shifting water supply utility lines 7 Nos estimates amounting Rs. 4.09 Cr.
have been furnished by Kerala Water Authority (KWA) covering Rural Water Supply schemes
(RWSS) in seven towns and 5 estimates belonging to 5 local Panchayat. The shifting of water
supply utility lines has been begun by the EPC Contractor. PD, PIU, NHAI entrusted the work
of shifting of water supply lines is given to the concessionaire at KWA approved rates.
Concessionaire entrusted the shifting of Electrical to EPC Contractor under variation item.
The shifting of Water Supply lines has been started by the EPC contractor. As on date out of
32.650 Kms, 22.100 Kms have been shifted. Status of the same is enclosed as Annexure 4.4

CHAPTER 6: MOBILIZATION
6.1
Project office & camp setup
The concessionaire and the EPC Contractor established their base camp at Km 187+500
(opposite to Walayar police station) with an additional camp at Km 231+735. Line Diagram
showing the locations of plants and camp set ups are enclosed as Annexure 6.1.
Status of functioning of all major plants is detailed in Table 6.1. Total list of plant and
machinery and Manpower mobilized at site is presented in Annexures 6.2 & 6.3 and
summary of Plants and Machinery Mobilised is given under Table 6.

For monitoring of day to day work and to have a better co-ordination between the
employer, Independent Engineer, EPC contractor and the designer SPV deployed a

CHAPTER 7: CONSTRUCTION ACTIVITIES
7.1
Construction Programme
The Concessionaire has submitted the work programme for completion of the project and the
same have been approved by IE vide letter No. IE/APL/KL-02/2013/123, Dt: 07.09.2013. The
project is scheduled for completion on November 14, 2015.
The month wise planned financial progress has been submitted along with the construction
programme. The progress achieved till end of March 2014 is 44.33 %.
7.2
Mobilisation of Resources
Mobilisation of machinery, materials and manpower is one of the major driving forces for
completing a huge project. Contractor has been proactive and has identified sources for all
major materials and submitted approval requests to the authority. Approval for source has
been obtained for Aggregates, Reinforcement Steel, Cement, Admixture, Spun Pipes, POTPTFE bearings, HDPE sheathing ducts, HT strands and Strip Seal expansion joints as on March
31, 2014.
EPC Contractor has also mobilised adequate equipment like excavators, soil compactors,
Asphalt compactors, Motor grader, Dozers, Cranes, Loader, kerb casting machine etc.
Adequate technical, skilled and unskilled manpower have been mobilised. There are two base
camps set up at Km. 187+500 and at Km. 231+735. The base camps are equipped with office
space, laboratory, staff quarters, labour camps etc.
It can be safely assumed that EPC contractor is fully equipped as on date to carry out the
works as planned in the work programme.
7.3
Bridges and Structures
The construction of Pipe & Box culverts, Major Bridges, Minor Bridges, Vehicular Underpass
and Passenger Underpass are in progress. The progress charts for Pipe culverts, Box Culverts,
Major Bridges, Minor Bridges, Vehicular Underpass, Cattle Underpass and Flyover have been
enclosed as Annexure 7.1.
7.4
Road Construction
Construction of Embankment, Subgrade and Granular Sub Base and bituminous works has
been started. The bar chart of various items of road works has been verified on ground and is
presented as Annexure 7.2.
7.5
Quality Control
The Concessionaire has set up a well-equipped laboratory at the site camp wherein all the
quality assurance tests are performed. List of lab equipment’s is enclosed as Annexure 7.3.
The summary of field and laboratory test results referred to as Quality Control Tests
conducted during the month is enclosed as Annexure 7.4.
7.6
Weather Report
Weather recorded at the project area during the month is enclosed as Annexure 7.5

As there is no uniform method available to access the physical progress of works
concessionaire followed weightage basis physical progress. The progress achieved in each
item of work has been given in Annexure-8.2.

CHAPTER 9: CHANGE OF SCOPE
9.1
Concessionaire’s proposal
Concessionaire while designing the project fairly assed the change of scope required for safe
operation of Project Highway. Concessionaires vide their letter no. KWTPL/KL-2/NH47/2013/228 Dt 21.10.2013 submitted the Change of Scope covering all engineering aspects
of contract schedules and required as per site condition and proposed list of Change of scope
required as under. Net Value of Change of Scope recommended is Rs. 66.84 Cr. Later the
amount was modified to Rs. 49,99,15,347/- vide Concessionaire letter No. KWTPL/KL-2/NH47/2014/306A, Dt: 11.01.2014.
From NHAI, HQ, received in principle approval for Rs. 21.73 Cr. Vide letter No.
NHAI/HQ/TECH/KL/W-V/COS/2013/66, Dt. 07.03.2014.
COS for another 5 items is pending and justification from NHAI, PIU, Palakkad has been
submitted to NHAI, HQ, New Delhi, vide letter No. NHAI/HQ/TECH/KL/W-V/COS/2013/54, Dt.
27.02.2014.
CHAPTER 10: QUALITY CONTROL




As per provisions of contract all works shall be executed according to MORTH Specifications
Rev 4 and IRC SP-84 Manual of specifications and standards for Four laning works
EPC contactor established Full-fledged laboratories at KM 187.500 with all testing equipment
for soil, aggregate, cement, bitumen, concrete etc. The lab equipment are calibrated time to
time.
All construction Materials and construction activities layer wise are tested in the presence of
PMC and minimum 10% of quality control is done in the presence of IE.
Summary of quality control testing conducted by the EPC contractor under supervision of
concessionaire and IE are given in Annexure 10
CHAPTER 11: ROAD SAFETY, TRAFFIC MANAGEMENT & ACCIDENT DATA
11.1
Road Safety
Road safety has been given due importance for safe movement of traffic. Special safety
team is created to monitor round the clock regular patrolling is carried out by safety team
for safe movement of traffic.
11.2
Traffic Management
In order to regulate the traffic and safety of road user additional cautionary sign boards,
barricading, safety cones and safety ribbons reflective tapes have been placed at all
vulnerable places and traffic diverted locations. Existing highway is maintained for traffic
worthiness.
11.3
Accident Record
Road accident record pertaining to project highway is collected regularly from site by safety
team and Police stations. The record of accidents during the month is enclosed as
Annexure11.
