Establishment of Frame Agreement for Supply and Delivery of Baby Diapers, Adult Diapers and

Responses to Bidders’ Queries
1. Is there any fixed order quantity for each item?
Answer: This is an ITB for the establishment of a Frame Agreement (FA). Aim for the FA is to fix
price for a certain period (for 2 year, extendable for another year) but without a commitment for
the purchase of a fixed quantity.
UNHCR provides estimates for annual requirements in the tender documents only for information
and request information on production/delivery capacity of companies (see Annex B) by asking
for the expected delivery time of certain quantities.
The potential winner is expected to maintain fixed unit price for 2 years, plus an additional 1 year.
The order will be issued in the form of Purchase Order for certain quantities which depends on
the operational needs and budget availability.
2. What will be the frequency of the orders?
Answer: Please refer to reply against the question 1. The frequency of order will depend on the
operational needs and budget availability at the time of the order.
3. In Annex A, Packing Requirement field, it is mentioned that the “delivery shall be in Euro
palletized/Shrink wrapped” What shall be the height of the pallets?
Answer: There is no specific requirement on this. However, the awarded supplier would be
required to be compliant with all packaging requirements as stated in Annex A.
4. In Annex A, Packing Requirement field, it is indicated that, required text should be printed on
two sides of each packing unit. Does this mean carton should be originally printed or labeling
is acceptable?
Answer: Please refer to Annex A document. It is indicated that the text should be printed on the
two sides of the packaging unit. This means, the cartoon boxes should be originally printed.
5. There is no indication on the size of the carton boxes. Is all sizes are allowed? Is there any
requirement for the quantity in each box?
Answer: There is no specific requirement on this. However, the cartoon boxes should include only
one type and size of item.
6. What is the quantity breakdown of baby diapers 2-5 kg NB / 3-6 kg Mini / 5-9 kg MIDI / 9-14
kg MAXI?

of certain quantities. The quantity breakdown of the baby diapers per sizes will depend on the
operational needs at the time of the order.
7. What is the quantity breakdown of Adult diapers S / M / L / XL?
Answer: Please refer to reply against the question 1. UNHCR provides estimates for annual

production/delivery capacity of companies (see Annex B) by asking for the expected delivery time
of certain quantities. The quantity breakdown of the adult diapers per sizes will depend on the
operational needs at the time of the order.
8. Is one carton shall contain one specific product or it shall be packed as a kit consist of different
products?
Answer: One carton box shall contain one specific type and size of product. The items are not
required to be packed as KIT or mixed.
9. If it needs to be packed as a kit, what shall be the content of a carton/kit?
Answer: Not Applicable
10. Can you provide a photo of the content/carton?
Answer: Unfortunately, we do not have the picture of the required content/cartoon.
However, please refer to Annex A document. The awarded bidder is required the provide items in
a cartoon box and each box shall have the UNHCR Logo, PO number, content of the box printed
on the box.
11. In order to give efficient quotation we require quantities.
Answer: Please refer to reply against the question 1.
12. It is on the tender document that suppliers must be registered locally in Turkey. Does this
mean the origin of goods must be also Turkey ?
Answer: No, only suppliers are required to be registered locally in Turkey.
13. What is the time required to complete the delivery?
Answer: Please refer to reply against the question 1.
