participatory mechanisms

Background :
 2011 – 2013 ; Expert group commissioned to
analyze how regulatory burdens are affecting
urban planning and spatial development :
• Case study involving public experts and
stakeholders ;
• Process modelling of characteristic procedures ;
• Inventory of 1600 trigger events leading to
particular authorization procedures.

Key issues :
 What makes planning
uncertain ?
• Unnecessary administrative burdens and complex
regulatory frameworks
• Isolated administrative procedures / absence of
integrated decision processes ;
• Limited access to public data ;
• Separate access spots for guide-lines.

Preparatory process :
 2013 – 2014; The facilitation unit for urban
planning and environment sets up a working
group to collect all preliminary works into an
integrated solution :
• Participation of experts from implicated ministerial
Departments at all levels of progress,
• Stakeholders‘ involvement (Ordre des architectes et
ingénieurs-conseils) and other consultants.

Thinking process :
 Ease and facilitate the identification of
authorization procedures for every possible
spatial planning or construction demand by :
• developing an innovative guided questionnaire
based on legal and regulatory requirements,
• linking this questionnaire to the geospatial
database from the national geoportal to provide an
automatic validation of impacted criteria.

Thinking process :
 Ease and facilitate the identification of
authorization procedures for every possible
spatial planning or construction demand by :
• including the experience of participating experts
and relying on their knowledge while testing,
• providing a free roadmap indicating which
particular authorization is required,
• leading the user to the competent authority.

• an efficient E-Government initiative reducing
administrative burdens and facilitating access to
national legislation for urban planning and spatial
