The TIP identifies priorities for all transportation modes including national, state, regional and local roadways; transit, aviation, bike and pedestrian facilities, and programs such as RideShare, Vanpool and Safe-Routes-to-School. The TIP is updated annually to show new projects proposed by local and state governments, regional transportation providers and the public. The TIP document provides a general description of projects and programs, their funding source(s), sponsor and schedule. The TIP is essentially a financial document that shows a funding schedule. Thus, in some cases, projects listed in the TIP may already have been built and funding may be needed to pay for previous construction or the funding may be in place but there may be a lag before the physical project is initiated or completed. In the case of projects using federal funds, the funds are “obligated” at the start of the project; the funds needed are set aside for the project when it is obligated even though it may take months or more to actually start construction. Thus a project could be shown as completed or “closed” in the TIP because funds are obligated to it, regardless of whether construction has yet occurred. FAST Act The Fixing America’s Surface Transportation Act (FAST) guarantees funding for highways, highway safety and public transportation. Federal legislation sets forth the parameters for TIP development. The TIP includes project priorities and a financial plan which documents the financial resources available to implement the program. The FAST Act is a five-year bill signed into law on December 4, 2015. The PAG TIP assumes that the policies and funding levels of the FAST Act will continue beyond the expiration of the act on September 30, 2020. Overview The goal of the TIP process is to make optimum use o of available funds and resources to serve transportation on needs and implement the long long-range range transportation plan known as the Regional Transportation Plan or RTP in the PAG region. The TIP is developed cooperatively by all of the jurisdictions within Pima County (see the lis listing ting of the TIP Subcommittee membership on the previous page page) through a process facilitated by the Pima Association of Governments (PAG), the metropolitan planning organization (MPO) for Pima County. PAG’s TIP Subcommittee is the standing technical commi committee ttee responsible for development of the TIP. As the TIP is developed,, needed adjustments to existing projects are made and new proposed projects are prioritized based on established criteria. While new projects were submitted this year for available RTA (Regional Transportation Authority) categorical funding, regional policy limited the inclusion of new non non-RTA projects due to limited funding availability. This underscores the regional commitment to completing projects already in the TIP and maintaining the TIP as a fiscally constrained document. Funding for RTA projects is tied to the voter voter-approved approved RTA plan; the RTA projects are shown in the TIP document to meet federal metropolitan planning, air quality and other requirements. The RTA is listed as a jurisdiction, even though it does not construct projects. projects The new RTA projects, combined with the projects that were carried forward from the 2016201 2020 TIP, make up the draft project list for the 201 2017-2021 TIP. The draft TIP is analyzed for equity (Title VI) and air quality impacts and submitted for public review. After the public has had an opportunity to comment on the draft TIP TIP, further adjustmentss are made as necessary. A formal public comment period occurs before the TIP is sent to the PAG Regional Council for adoption. Contents of the 2017-2021 TIP The TIP lists the individual projects and programs identified for funding in the region between fiscal years (FY) 2017 and (FY) 20 2021. Projects range from construction projects to studies that identify future needs as well as potential projects or programs to create travel alternatives that will help relieve congestion on the transportation network. The map located in the center of this document outlines proposed TIP improvements. improvements They are coded by funding year. Some projects that may appear as a single project on the map may be listed as several projects in the TIP because of how the different elements incorporated into the project or the phas phasing of the project construction occur. occur Since the TIP is a funding document, some of the projects may already be built and are shown in order to repay loans that were used to complete the project earlier. Further, TIP funds may be b used to pay for pre-construction truction activities and the actual project may be years away from being completed. What’s New in the 2017-2021 TIP The 2017-2021 TIP updates the funding allocations for regional projects and programs outlined in the 2016 – 2020 TIP. The following table outlines projects and programs that are new to the TIP document.. These projects have been added to the TIP either through amendment of the existing TIP or as part of the programming process of the 2017-2021 201 TIP, in the months since the previous TIP was adopted in May 2015. Most often, this is because the project is complete. However, this designation can also be for federal projects that have obligated their federal funds, even if construction is ongoing or even has yet to begin. • “Reserve” is for projects that do not have regional funds in the current TIP, but they are still a priority for their sponsoring jurisdiction. These projects will continue to seek available funding in future TIP programming cycles. • “Dropped” is for projects that never received any regional funds and are no longer a priority for their sponsoring jurisdiction.
