Smarter Balanced Consortium
• State-led consortium developing a nextgeneration assessment system aligned to the
Common Core State Standards (CCSS).
• Member states serve as governing or
advisory states.
• Governing states have a vote in policy decisions.
• Advisory states may participate in work groups and
provide guidance for the development of the assessment
system.

• Four-year grant from a U.S. Department of
Education Race to the Top (RttT) Assessment
Program.
– Smarter Balanced assessments will be fully
operational and available for state use beginning in
the 2014-15 school year.
• Second RttT Assessment Program – the
Partnership for Assessment of Readiness for
College and Careers (PARCC).

WV Next Generation (NxG) CSOs
• Common Core State Standards adopted by
WVBE in May 2010.
• NxG CSOs for Mathematics and English
Language Arts aligned to the CCSS.
• Office of Instruction developed crosswalks of
the Next Generation CSOs numbers to the
CCSS numbers.
• Full implementation in grades 3-12 for 20142015.

SCIENTIFIC SAMPLE PILOT TEST

When is the testing window for
the Scientific Sample Pilot Test?
• February 20-May 10, 2013
• Each scientifically selected school will be
assigned a two-week window within the larger
testing window.
• Each school will need to complete the testing of
its students in the designated grade(s).
• The number of students who can test at one
time will depend on the number of computers
available to them as well as the school’s network
and bandwidth capabilities.

answering questions.

Dynamic Learning Maps (DLM)
Alternate Assessment Consortium
• Developing a computer-based assessment for
students with significant cognitive disabilities
for whom, even with accommodations, general
state assessments are not appropriate.
• Led by the Center for Educational Testing and
Evaluation (CETE) with the University of Kansas
(KU).

• Office of Special Education Programs, United
States Department of Education, funded two
General Supervision Enhancement Grants in
2010 to support the development of alternate
assessments linked to the Common Core
Standards (CCSS).
• DLM and the National Center and State
Collaborative (NCSC) at the University of
Minnesota were awarded five-year grants.

Essential Elements
• Specific statements of the content and skills that are
linked to CCSS grade level specific expectations for
students with significant disabilities.
• Bridge for students with significant cognitive
disabilities to achieve grade differentiated expectations
and provide challenge and rigor appropriate for these
students.
• Statements are not downward extension to pre-K, are
not general essence statements, and are not
statements of functional skills.
