APY Land Management runs a vibrant and extensive program of biodiversity and cultural conservation across the APY Lands in north-western South Australia. Covering more than 10 million hectares and ten Indigenous communities, the program focuses on supporting Anangu to reach their aspirations for the protection of their Lands. Work towards these aims includes: cultural site protection, cultural information transfer and storage, protection of sites of environmental significance, threatened species monitoring and protection, and landscape-health management such as fire management and weed control. The program currently employs 11 coordinators with a range of technical and field experience, 10 permanent rangers and upwards of 175 casual rangers. APY Land Management is looking for someone with a strong governance record, particularly relating to finances and grant management to lead its team. The position is responsible for all general administrative, staffing, and financial matters connected with the operations of the Land Management team. The position has the driving role in Land Management program design, Occupational Health and Safety, and on-ground works implementation. The Program Manager supports the achievement of the objectives of Anangu, as directed by the APY Board and Senior Traditional Owners, ensures collaboration and coordination with other APY departments and other service providers on the APY Lands, and, meets contract obligations and third-party agreements with stakeholders. This leadership position also involves extensive community-based work. People skills are key to the success of this role, including supporting staff and communicating and listening in a cross cultural workplace. The successful candidate will have strong project management and interpersonal skills, a strong understanding of financial, grant and contract management, a keen interest in the people and ecology of central Australia and the ability to live and operate in remote locations. This is an exciting opportunity to support and develop a Land Management program in Central Australia, and to live and work in an extraordinary cultural and environmental landscape. Key Responsibilities Land Management undertakes a varied range of project activities and as a result the role of the Program Manager is broad. The key responsibilities are: Project management and program development Oversee the development of an effective Land Management program design, with particular focus on: o Balance between Anangu community requirements, Traditional Ecological Knowledge and western land management practices. o Sustainable work practices in the remote conditions of the APY Lands. o Providing a high level of personal and professional support for staff. o Taking advantage of available funding, research and partnership opportunities. Develop and implement policies and procedures required for the effective running of the Land Management program and ensure that the program adheres to all APY policies and procedures, including the APY Code of Conduct. Ensure a safe working environment for all Land Management activities including; adherence by staff to all Occupational Health and Safety policies and procedures, identification and monitoring of suitable risk-management strategies, organisation of staff training in Occupational Health and Safety. Oversee the preparation, implementation and reporting of annual project plans and budgets. Co-ordinate effective responses to the infrastructure, plant and equipment needs of the program. Staff Management and Support Oversee and provide day-to-day management of project staff, including: Engaging, mentoring and supporting staff and community members in all aspects of the Land Management business. Developing and implementing employment agreement contracts, position descriptions, recruitment, performance monitoring and career development of Land Management staff. Anangu and Partner Organisation Engagement Develop and maintain effective working relationships with Traditional Owners and ensure that members and interested Aboriginal community organisations are kept fully informed regarding the activities of the Land Management team. Develop partnerships and networks consistent with the objectives of APY, including representing the organisation at project level with government and non-government agencies, individuals and commercial interests. Grant and Contract Management Maintain strong relationships with program funders. Monitor compliance with third party contracts for projects including adherence to expenditure and reporting requirements of funding bodies. Financial Management Manage the annual Land Management budget, including budget preparation, weekly, monthly and quarterly financial monitoring and preparing monthly financial and narrative report for the APY Executive Board. Other related tasks as agreed. Working Relationships Works collaboratively with staff throughout Land Management and APY. Develops and maintains good working relationships with Anangu Traditional Owners across the APY Lands. Develops and maintains professional working relationships with government and non-government agencies, individuals and commercial interests relevant to the functions of the position. Special Conditions APY is a ‘dry’ area where alcohol is prohibited. It is expected that this requirement is strictly adhered to by all staff of APY, their family members and visitors. Extensive travel across the APY Lands, for work purposes, for which a fully serviced 4WD vehicle is provided. Some out of hours work will be required. Overnight stays in communities and bush camping will be required. Meet APY Lands permit conditions and undergo a National Police Clearance. Selection Criteria Essential Relevant tertiary qualifications in Indigenous cultural, Natural Resource Management or related fields. At least seven years’ professional experience in planning, implementation and co-ordination of onground land management programs. An understanding and appreciation of contemporary Aboriginal issues, especially in relation to cultural and socio-economic challenges and responsibilities for remote central Australian Anangu. Ability to effectively set and address priorities, with a strong, but flexible approach. The ability to provide and maintain program direction across a large area, while integrating the often contrasting needs of various groups. Previous experience in financial management, including development and monitoring of multi-million dollar budgets and grant management, without requiring of high levels of additional support. A demonstrated ability to effectively manage human resources, including day-to-day support, performance management and staff development, and contribute to a work environment that encourages teamwork, work recognition and job satisfaction. Excellent interpersonal skills and the ability to communicate effectively with Aboriginal people and a broad range of other parties to a high standard, verbally, visually and in writing. Proven ability to manage and diplomatically resolve difficult situations. Knowledge of, or interest in, western scientific ecological principles relating to the conservation management of arid ecological systems. Knowledge and previous practical application of all relevant Occupation Health and Safety legislation. Advanced computer skills (Microsoft Office). Current Australian manual driver’s licence. Desirable Pitjantjatjara or Yankunytjatjara language skills or willingness to learn a new language. Experience in community-based work. Experience in delivery of natural resource management plans. Enthusiasm to inspire and mentor staff and engage community members. Salary and Conditions An attractive salary package from $103,000 commensurate with experience will be negotiated. This includes salary from $90.000, District Allowance at $2,820 (non-dependent rate) or $4,560 (dependent rate), Superannuation at the Government-set minimum, and six weeks Annual Leave with 17.5% leave loading. Public Benevolent Institution salary packaging is also available. Additionally, one domestic return airfare is offered after every year of service. Two weeks’ Study Leave is provided to further professional development. Semi-furnished accommodation is provided at heavily subsidised rent ($45 - $60 per week depending on house size) and includes phone connection, power, gas and water. A generous relocation allowance is provided. A bilingual qualification Language Allowance is also available for applicants able to speak both English and any one of Pitjantjatjara, Yankunytjatjara or Ngaanyatjarra languages. A two week intensive Pitjantjatjara Language Course available for all new staff. Health This role involves working in a harsh environment, where comprehensive medical care is not always available. The successful applicant must therefore be able-bodied and would be well advised to carefully consider their general health status prior to commencement.
