Applied Energy Group – DR, EE and DG Assumptions for MTEP 19 – Study Kick off Planning Advisory Committee January 15, 2017 1 Overview 2 Objective • Inform stakeholders on AEG – DR, EE and DG refresh Key Takeaways • This refresh follows 2014-15 for the most part • Stakeholder workshop – Feb 24, 2017 Acronyms - Applied Energy Group (AEG); Demand Response (DR); Energy Efficiency (EE); Distributed Generation (DG) Business Needs • • Ongoing • Order 1000 and MTEP Protocols require non-transmission alternatives • MISO MTEP Futures development requires projections and capital costs for DR and EE Emerging Business Needs • 3 DG is becoming prominent as a result of emerging state policies, and downward cost pressure for rooftop based solar Acronyms - MISO Transmission Expansion Plan (MTEP) Demand Response (DR); Energy Efficiency (EE); Distributed Generation (DG) Background • This is a refresh of a MISO 2014-15 Demand Response and Energy Efficiency study • Applied Energy Group conducted 2014-15 study; and has been retained for this analysis • Stakeholder comments indicate there is a need to have better EE/DR info and modeling • A gap in data requirements and data reported by Load Serving Entities still exists and will continue for the foreseeable future • Recognize EE/DR programs are state programs 4 • Not intended for MISO to analyze specific EE/DR programs • Only gather data on capacity/energy savings from programs Project Deliverables • A 20 year forecast for Demand Response/Energy Efficiency/Distributed Generation (DR/EE/DG), and their associated costs to install in MISO and the Eastern Interconnection • EGEAS resource models to represent specific types of DR/EE/DG programs • Deliverables will feed: 5 • MTEP 19 Futures development (stakeholder comment period built in) • SUFG Independent Load Forecast (stakeholder comment period built in) – pending outcome of stakeholder input Acronyms - Electric Generation Expansion Analysis System (EGEAS); Demand Response (DR); Energy Efficiency (EE); Distributed Generation (DG); State Utility Forecasting Group (SUFG) MISO Value Based Planning DR/EE/DG forecast • 6 Objective of value based planning is to develop the most robust plan under a variety of scenarios – not the least-cost plan under a single scenario • The “best” transmission plan may be different in each policy-based future scenario • The transmission plan that is the best-fit (most robust) against all these scenarios should offer the most future value in supporting the future resource mix Illustrative Process Flow 7 What’s new this time? • For MISO region, AEG will start with secondary data collection instead of a survey of utilities. • Secondary data sources are all public information sources which can be obtained through public record searches and are not confidential. Examples of secondary sources include EIA Form 861, publically posted integrated resource plans, etc. • This allows AEG to use complete, consistent secondary data sources • Takes the pressure off of LSEs to develop the required data, but they will have the opportunity to review and confirm or make adjustments • Allows AEG to freely share the data among MISO and stakeholders • Increased transparency into the estimates • Active engagement with various stakeholders from the beginning • Changes to programs • Separate out utility-incentivized distributed generation from customer-driven distributed generation • Separate out demand response into utility-driven demand response programs and wholesale DR programs run at the ISO/RTO level. • Consider adding a new program that combines solar PV and battery storage, both utilitysponsored and customer-driven. • Changes to market characterization 8 • Create a separate segment for multifamily customers in the residential sector Project Schedule • Duration – Jan – Dec 2017 • Quarterly stakeholder workshops (at a min) • 9 Detailed Project schedule will be presented at workshop Monthly Project Status www.misoenergy.org > Planning > Monthly Transmission Planning Reports 10 Next Steps • 11 Details to be discussed by AEG at stakeholder workshop on Feb 24 Rao Konidena [email protected] 651 632 8401
