Important Notice!
View account information and eligible expenses at the
website listed on the back of your card.
For your protection, immediately:
• Sign the signature panel on the reverse side of the card.
• Call the Card Services activation number at 1-800-832-3409.
• The activation code is the last four digits of the primary account holder’s Social Security number.
Request a Personal Identification Number (PIN)
You have the option of signing for your purchase or using
a PIN. Your pre-assigned PIN is the last four digits of
your card number. To change your pre-assigned PIN,
call 1-888-999-0121. If you choose not to use a PIN, you
will simply sign for your purchases. If you have already
selected a PIN, please disregard the message about the
PIN being the last four digits of the new card.
Please note: Although a PIN can be used when making
purchases with your TexFlex debit card, you will not be
able to withdraw cash from an ATM.
By signing, activating and using this card, you accept the terms of the Benefits Card Cardholder Agreement.

How does the TexFlex debit card work?
The card can be used by participants of a TexFlex
flexible spending account (FSA) health care
account or a commuter spending account (CSA).
It lets you conveniently pay for eligible health care,
parking and transit expenses.

What if I don’t have my card when payment
is due?
You can pay out of pocket and submit a paper
claim for eligible health care or parking expenses.
If you are enrolled in the CSA transit account,
Internal Revenue Service (IRS) rules do not allow
you to file a paper claim for transit expenses. You
can only use the TexFlex debit card for eligible
transit expenses.

What is my PIN number?

How do I request additional debit cards?
Call 1-844-884-2364 to request additional debit
cards for your account. They will be mailed 3-5
days from the date of your request.
Do I need to save my receipts?
If you are enrolled in the FSA health care account,
it’s important to save ALL your receipts for health
care expenses regardless of the method of payment, as proof that your purchase adheres to
IRS requirements.

What happens if I can’t provide the requested
information?
Based on IRS regulations, if you are unable to
provide information validating that the requested
health care expense was eligible, your card may
be suspended or you may be asked to repay the
unsubstantiated amount. In some cases, the issue
may be forwarded to ERS for further action.

Why can’t I use my TexFlex debit card for the
dependent care account?
IRS rules require that expenses from your TexFlex
dependent care account be incurred and services
received before funds can be reimbursed to you. The
debit card cannot confirm that either of these two
criteria have been met, therefore, your card cannot be
used for the dependent care account.

I don’t want to use the TexFlex debit card. What should I do?
If you are only enrolled in the FSA health care account
or CSA parking account, and don’t want to use the
debit card, do not activate the card and destroy it.
However, if you are enrolled in the CSA transit
account, you can only use the debit card to pay for
transit expenses.

How do I know if you need my receipts?
If you are enrolled in a TexFlex health care
account you would receive a Card Swipe Validation Request asking you to submit either an itemized
receipt or an Explanation of Benefits (EOB) showing
the expense was valid.
If you are enrolled in CSA, you would not be
asked to provide receipts for parking or transit
expenses.
