Automated Number Plate Recognition Barrier System – Penryn Campus
The new Automated Number Plate Recognition (ANPR) barrier system is now fully
operational.
Here are some general user instructions as well as category-specific information
and contact details if you have other questions.
The main entrance barrier is located on the spine road between The Exchange
and The Academy for Innovation & Research. You will notice three lanes: an ‘in’
lane, an ‘out’ lane and a ‘flex’ lane that can change according to traffic flow needs
and is wider to allow for some of the larger delivery vehicles. Traffic lights and
road markings will indicate lanes which are available for use.
The barriers will be in operation continuously, even when parking charges do not
apply (i.e. between 8pm on Fridays and 8am on Mondays).
When arriving at the Campus…the barrier will rise automatically for everybody
on entry regardless of permit type or whether or not you are a permit holder,
visitor, contractor, event delegate, etc.
Before returning to your vehicle…all drivers who need to pay for car parking
(i.e. those who do not hold a permit) will need to visit a Pay Station when ready
to leave but before returning to their vehicle. Please remember your vehicle
registration and follow the touch screen instructions to pay the appropriate
tariff. Pay Stations accept coins as well as credit and debit cards.
Pay Stations are located at convenient points across the Campus as follows:





The Academy for Innovation & Research Visitors’ Car Park;
The Exchange (outside, Reception side);
Behind The Design Centre;
Behind the Environment and Sustainability Institute;
A fifth pay station will be introduced shortly in the car parks located
nearest to Tremough Barton.
On leaving the Campus…when the appropriate tariff has been paid, the barriers
will rise automatically on exit. The exit points have also been fitted with an
intercom which is operational 24/7 should you require support at the barriers for
any reason.
Standard Permit Holders (inc. ‘Environmentally Friendly Vehicle’ permits)
For students and staff who hold parking permits, your vehicle registration
numbers have been entered into our database so that barriers will rise
automatically on exit. If you have multiple vehicles against your permit, the first
vehicle to enter the car park in one charging period will be given free exit. In the
unlikely event of a system fault or if a permit holder is driving a different vehicle
i.e. hire car, permit holders will be able to scan their student / staff ID cards at

the point of exit. All standard permit holders will be required to park beyond the
barrier.
Electric Vehicle and Car Sharers Permits (‘Green’ Permits)
To acknowledge the green credentials of these permits and as part of our
commitment to encouraging more sustainable methods of transport, holders of
Green permits can park in any of the car parks at Penryn Campus with the
exception of the Glasney Village Residents’ Long Stay Car Park and reserved
visitor spaces. The Multi Use Games Area (MUGA) car park will continue to be
available (shared with residential guests):



If you decide to park in the MUGA car park, please note that display of your
current paper permit will be necessary for the remainder of this permit year
(ending 30 September 2013);
If your car sharers pod decides to park beyond the main barriers you will need
a
permit
swipe
card
to
exit.

will be issued per car sharer group.
Green Permits for car sharers are limited. Once the annual limit has been
reached you will be advised to join an existing car share group, or use
alternative modes of sustainable transport.
Business User Day Permits (BUDs)
The BUD enables any member of staff on essential business to purchase a oneday permit and park in the main car parks (at Penryn Campus). It can
accommodate both planned and unplanned business needs.
The
first
time
you
purchase
a
BUD
you
will
need
to
email
[email protected] (a minimum of 24 hours notice is essential) so
you can be registered on the ANPR system. Once you’ve registered all your
details there will be no need to do anything else for subsequent trips – unless you
have a change of vehicle.
Sports Centre User Permits
Certain levels of Sports Centre membership and kinds of payment method include
a Sports Centre user permit as part of that membership. It is recommended that
all Sports Centre members visit a Pay Station with their vehicle registration
number before returning to their vehicle to confirm that the agreed discounted
period has not expired. If the agreed discounted period has expired, the Pay
Station will deduct the approved discount and display the amount that you are
required to pay in order to exit the Campus.

Motorbikes
Motorbikes should use the left hand entry lane and left hand exit lane and park in
the authorised parking bays. The barriers are fitted with both an induction loop
and safety sensors to ensure that they remain raised whilst there is any
movement beneath them.
Should the barriers not rise (induction loops are activated by volume of metal in
vehicle) then please press the intercom or swipe your access card.
Glasney Village Residents Long Stay Car Park (GLS)
This student-only car park will also be controlled via an ANPR barrier. Permits will
be issued to students following application (on a first come, first served basis)
and a different tariff will operate in this area. The main campus barrier will rise
automatically for both entry and exit for these permit holders parking in the
approved area.
The secondary barrier into the GLS parking area will only rise for those approved
permit holders. All users will need to visit a Pay Station before exiting to enter
their vehicle registration number. The appropriate tariff will then be displayed.
Visitors’ Parking
Reception will continue to manage car parking permits for visitors to the Campus.
Car parking for visitors should continue to be booked in the same way.
Should a department wish to cover the cost of their visitors’ stays, an
arrangement will be in place that allows Main Reception to validate visitors’
registration plates to allow them free exit from the car park. Departments will be
charged retrospectively for this service by invoice. Although we understand that
it is not always possible to secure this information ahead of time, please email
vehicle registration details to [email protected] at least 48 hours
in advance wherever possible. When it has not been possible to make advance
arrangements, please inform your visitors that when they are checking in with
Reception, they will need to confirm their registration for exit validation.
Visitors are not required to display a permit.
Where parking is directly chargeable to the visitor, they will need to visit a Pay
Station on foot before exit and input their vehicle registration for the appropriate
tariff to be displayed.
Event Parking
For events where the institution or organisation wishes to absorb the cost of car
parking on behalf of delegates, one of the following two processes should be
followed:

Vehicle registrations can then be processed in advance, enabling the barriers to
rise automatically on exit.
(2) It is also possible to manage event parking using event codes, which can be
issued to delegates in advance. On leaving the event and returning to their
vehicles, guests must visit a Pay Station to enter their vehicle registrations. A
tariff will be displayed as well an event code button. Delegates should then press
this event code button and enter the relevant event code. The zero or
discounted tariff will then be displayed. The code can either be issued ahead of
time in delegate packs or offered at registration. To obtain your event code,

Disabled Parking
The registration numbers of those drivers who hold mobility permits will be
entered into our database in advance to enable entry and exit.
For disabled visitors, parking is chargeable and they will need to visit a Pay
Station to pay the appropriate tariff before returning to their vehicle.
Deliveries/Loading/Unloading
For drivers making deliveries, there will be unrestricted access in either direction
through the barriers for one hour. On occasion, complex deliveries may take
longer and drivers should press the intercom to exit the Campus instead.
Contractors
Contractors’ vehicle registration details can be entered into our database for the
duration of their works contract and should be included as part of the notification
and/or permit raising request to Reception and/or Campus Patrol.
Where it isn’t possible to gather vehicle registration information in advance,
contractors will need to provide Reception staff with their details when signing in.

These permits will continue to be valid at Penryn Campus. Details have been
entered into our database in advance.
Future Plans
Phase 2 of this ANPR barrier project will include a pay on arrival option as well as
a pay throughout the day option to make it even easier to manage. Top-up
options will also be available in case a meeting overruns or your stay just lasts
longer than you originally anticipated.
We are also looking into mobile apps to enable event organisers to check their
guests in remotely and validate their parking.

Newpark Solutions provides our data hosting service. All information is hosted
securely at the Peer1 data centre in Portsmouth and is used solely for the
purposes in which it was provided. If you wish to opt out of the new ANPR

offer permits in these instances.
