Contingency Plan: 3 different workshops were held in Baghdad, Erbil and 
Dohuk to gather feedback from education partners and coordinate the
response for the 10 scenarios elaborated by OCHA. Education has been
included in the Phase 1 Response (meeting the life-saving needs of the
affected children through education interventions)

IHPF: 1st round of the defence conducted by Education CC has been
redirected by the Advisory Board to reach out to education partners
bilaterally to submit proposals in response with education in emergency
intervention to the current displacement in Anbar and, when the time comes,
in Ninew plain. Pre identified partners have been invited bilaterally by the
Education CC, after consultation with the Strategic Review Team, to submit
a new proposal.

Reporting for
OCHA bimonthly and

Currently, there are 2 main tools of reporting within the Education Cluster:


OCHA bi-monthly: All education partners are contacted every bi-monthly
by the relevant sub-nation Cluster focal points, (reporting education
activities the 1-15th, 16-30th every month). This reporting is to report on
education activities with IDPs, host community and returnees. The inputs
given by the partners, are sent by the Education CCs. OCHA extracts the
“achievement” section to update the JCC (KRI) and the JCMC (South/ 
Central). This reporting mechanism is meant to brief local authorities,
whom request to be updated by every cluster on the progression of
activities.

Refugee Dashboard: All education partners are contacted by the
Education CCs on a monthly basis (the first week of every month to report 
on previous month’s activities) to capture education related activities
targeting refugees. This is reported regionally through UNHCR.

Activity Info can be updated by partners until the 5th of the following
month (i.e. reporting related to April can be uploaded until the 5th of
May)



Cluster: INEE contextualization has to undergo one more workshop review in 
Baghdad, then the English version will come back to Erbil for consolidation
and inclusion of other inputs and MoE policies.
- Baghdad review workshop, last week in April, second week of May
consolidation of feedback from all review workshops. Once the
consolidation process of all inputs is completed the English document will
be translated to Kurdish and Arabic and printed.

be shared with all the education partners to capture life skills activities in Iraq.

IRC: Currently works in 29 refugee schools in KRI – school principals are
frustrated by lack of coordination from different education partners. Partners
are asked to improve coordination in the field.

Al Mortaqa: started a program in Erbil and Suleymanya targeting IDPs and
refugees, both in and out of camps. School aged children enrolled in formal
schools are supported through preparation for the final exams courses and
school material distributions.
An MRM education training is going to be organized during the first week of 
May. Given the technical nature of the training, it will involve only education
partner organizations.

ToR of the AE taskforce have been drafted, circulated and approved.
Scenarios to be presented to the MoE – KRI will be defined by the end of
next week.
A mapping exercise related to AE will also be conducted, in order to widen
the concept of alternative/non formal education.
UNICEF will appoint a consultant, but timeframe not clearly defined yet.

IRC, SCI, UNICEF and UNESCO are currently undergoing discussions
regarding refugee teacher incentives for 2016/2017 scholastic year.

DEBAGA camp:
- 3,000 IDPs are accommodated in the camp since October 2015
- 2,500 "new arrivals" (1,400 children)
- During the last ICCG Erbil meeting held last week (21st April), OCHA
raised the issue of whether or not these newly displaced children will be
allowed to sit for final exams.
- Situation in Dibaga is very fluid: new IDPs are arriving in the camp on a
daily basis, while others leave (600 IDPs already left the camp)

IRC and RI to keep sharing updates and
minutes of the AE taskforce. This pilot
project in KRI may be later expanded to
the entire country.


teachers need support.

Activity Info refresher can be conducted bilaterally for agencies that need it
in Erbil; covered by Kuda for partner that expressed interest in the Erbil
Cluster meeting.
Activity Info training (and other cluster reporting mechanism refresher) twill
be provided to Dohuk, Sulmaniyah and Kirkuk by the Global Education
Cluster IM. The AI database is divided between IDPs and refugees, reporting
on education indicators are the same for both and concern "access" and
"quality
