PIR STIGMA ACTION FUNDING GRANT - GUIDELINES
1.
MURRAY PHN
Murray PHN services an expansive area of Victoria from Mildura to Woodend and eastward to Wodonga
including Albury (NSW). The region incorporates approximately 100,000 square km’s with a population of
more than 563,000 people.
Working closely with health services and stakeholders across the region, Murray PHN will identify ways to
improve health outcomes. The work of Murray PHN will include funding health services to address
identified needs, identifying ways to improve service coordination, especially for those at risk of chronic
illness, system fragmentation, and to support innovation and quality improvement for health services.
The work and partnerships of Murray PHN will take into account the national health priorities, identified by the
Australian Government. These include mental health, aged care, health workforce, population health,
Aboriginal and Torres Strait Islander health and eHealth. Taking these as broad areas of priority, our focus is to
collaborate across the region to identify leading relevant responses and innovations.
2.
PARTNERS IN RECOVERY (PIR)
Partners in Recovery (PIR) is a key initiative of the Australian Government’s national mental health reform
plan. PIR aims to improve the systemic response to people with severe and persistent mental illness with
complex service needs. PIR in the Loddon Mallee Murray region is a partnership program led by Murray
PHN. Further information about the initiative is available at http://www.pir.net.au/.

THE LODDON MALLEE MURRAY PIR REGION
The Loddon Mallee Murray (LMM) PIR region includes the
towns of Bendigo, Swan Hill, Donald, Deniliquin, Echuca,
Heathcote and Castlemaine as shown in the adjacent map.
4.
LMM PIR STIGMA ACTION FUNDING GRANTS
LMM PIR Stigma Action Funding Grants will deliver activities
to reduce stigma of severe and persistent mental illness
across the LMM PIR region.
Grants will be offered within a budgetary range of $2,000 to
$5,000 for each project. All projects must be delivered by
partnerships comprising at least two partners, one of which
must take the role of lead agency.
PIR Stigma Action Funding Grant projects must be completed
and all respective grant funding fully expended by 30th June
2016.
Grants will not be given for the purpose of public awareness
campaigns, but rather are intended to resource targeted activities to address stigma at a local level.
5.
WHY STIGMA ACTION FUNDING GRANTS
Studies suggest that many citizens in Western countries hold stigmatising attitudes about mental illness.
Moreover, stigmatising views about mental illness are not limited to the general public, as research has
shown that professionals from most mental health disciplines also subscribe to stereotypes about mental
illness.
Stigma can affect people through mechanisms of direct discrimination, such as a refusal to give someone
a job; structural discrimination, such as the availability of fewer resources for research and treatment; or
social psychological processes that involve the stigmatised person. The stigma of mental illness impacts
on individuals living with mental illness as well as their family and friends. Mental health consumers and
carers have confirmed stigma as a key issue.
Evidence shows that local responses to de-stigmatising mental illness are a key aspect of successful
action to tackle stigma.

INVITATION TO APPLY
Murray PHN invites applications from suitable applicants able to:
(a)
undertake PIR Stigma Action projects aimed at reducing stigma of severe and persistent mental
illness in the LMM PIR region; and
(b)
demonstrate a commitment and ability to work in collaboration with Murray PHN to seek
improvements in quality, value, efficiency and productivity in connection with PIR Stigma Action
projects.
Applicants should read these Guidelines carefully and submit their applications by completing the
Application Form. Grants will not be given for the purpose of public awareness campaigns, but rather are
intended to resource targeted activities to address stigma at a local level.
7.
CONDITIONS OF PARTICIPATION
7.1
Project Report
If successful with your PIR Stigma Action Funding Grant application, you must provide, on completion of
the project, a brief report and appropriate photographic image illustrating the essence and outcomes of the
project.
7.2
Promotional Activities
Murray PHN also invites you to participate in appropriate promotional activities related to your PIR Stigma
Action Funding Grant project.
It is also a requirement that all PIR Stigma Action Funding Grant recipients promote appropriate resources
from SANE Australia and LMM PIR at any events or activities related to the delivery of the PIR Stigma
Action Grants projects. This will include the promotion of materials regarding Stigma of mental illness.
These resources will be provided at no cost to PIR Stigma Action Funding Grant recipients. Murray PHN
will supply suitable logos for use in any promotional activities.
7.3
Evidence Base
Murray PHN is collaborating with SANE Australia to address Stigma of serious mental illness. SANE
Australia have prepared a document ‘A Life without Stigma’ (SANE Australia, 2013). It is the responsibility
of all applicants to familiarize themselves with this document, and to align project proposals with the
evidence-base for what works in reducing stigma, as set out in this document (see in particular pages 2325).
8.
HOW TO APPLY
Applicants are invited to complete the PIR Stigma Action Funding Grant Application Form set out in this
document and email completed applications to [email protected]
Applicants must comply with the requirements set out this document and ensure applications are complete
and provide all information required.
If successful, an agreed funding amount will be confirmed with applicants who should then email a tax
invoice for the agreed amount to [email protected] for processing.
Applications should be submitted at least 5 weeks prior to any event.

EVALUATION
Murray PHN will assess applications against responses to the evaluation criteria set out in the PIR Stigma
Action Funding Grant Application Form.

CLOSING TIME
PIR Stigma Action Funding Grant are offered on an ongoing basis until all available funds for these
projects are taken up, with a completion date for all projects no later than 30 June 2016.
