Kuopio is committed to working towards becoming carbon neutral by 2050. Climate targets and the disruptive energy technologies challenge the current energy system. Rationale: The low-carbon energy plan of the Savilahti area -project finds possibilities to use renewable and cost-effective energy solutions to reduce greenhouse gas emissions at district level. Achievements: The Savilahti-project is Kuopio’s most important development project of urban environments in the next years. Public and private sector actors have been estimated to invest about 1,5 billion euros in the construction projects targeted in the area. The Savilahti-project conducted by the City of Kuopio aims at developing an up-to-date, comfortable and healthy area for residential, educational and working purposes for as many as 34 000 persons by year 2030 (19 000 today). The main target of the low-carbon energy plan of the Savilahti area –project (SaVE) is to survey the current state of energy efficiency and possibilities to use new low-carbon energy technologies. The main solutions using renewable and cost effective energy solutions in Savilahti are: Solar energy: local potential to produce 30 % of the Savilahti’s electric power need. Geothermal energy: In new buildings 50 % of the heat is possible to produce by using geothermal energy. District cooling: Kuopion Energia (energy company owned by the City of Kuopio) plans to build district cooling network between 30 m deep Neulalahti bay and Kuopio University Hospital. District heating: Kuopion Energia (energy company owned by the City of Kuopio) district heating network covers most of the Savilahti area. It’s also possible to use low-temperature heating network. Relation to the Conference theme: The studies promote sustainable development and healthy environments in cities. Conclusions: The main result of the project will be a scheduled roadmap, which will be finalized in January-February 2017. It identifies the main components for the energy-efficient and low-carbon planning in the area. The results can be applied in similar projects elsewhere.
