History of CMRS and CMRP
Comprehensive Materiel Response Strategy (CMRS)
- In 2011, SecDef directed DLA and TRANSCOM to
develop a strategy to position materiel and distribution
capabilities globally to project and sustain the elements of
natural power.
Comprehensive Materiel Response Plan (CMRP)
- CMRS directs the development of a plan to operationalize
the CMRS
- CMRP is signed by the CJCS on 10 May 2012

CMRS Review Guidance
Stakeholder participants are asked to consider future
operations through the lens of the Materiel Response
from the perspective of their organization missions and
requirements in addressing the analysis questions and
assessing the viability of the Strategy.

DoD closer to achieving the strategic goals of agile and flexible solutions; shared
capabilities and common materiel; effective and efficient sourcing; and optimized
positioning of materiel in support of global military operations.

Strategic Review Recap
• CMRS review conducted Nov 2015-Feb 2016
• Working group established and applied review criteria
• Closely examined CMRS LOEs, existing efforts to
address, and associated applicability to CMRS goals
• Identified two areas that merit further exploration
CMRS Strategic Review led to the development of two COAs to address next steps for
CMRS and CMRP.

Asset Visibility (AV) Working Group
• Section 326 of the National Defense
Authorization Act (NDAA) for FY 2014
established a formal requirement for the DoD to
develop a comprehensive strategy for improving
asset tracking (AT) and in-transit visibility (ITV).

Network Convergence (IGC)
• DoD system of record for In-transit Visibility (ITV)
and Asset Visibility (AV).

Global Pre-positioned Materiel
Management
Campaign Plan for Global Distribution 9033 (CPGD 9033)
• The GAO audit of the FY14 Congressional Report
is nearing completion. The exit conference took
place on 19 January and reported that all twelve
elements required by NDAA 2008 section 352 were
identified as addressed.
• Facilitate the Global Distribution Network by
synchronizing planning with Theater Campaign
Plans, Theater Posture Plans, Theater Distribution
Plans, and Service/Agency Campaign Support
Plans.
• DoDD will be the “strategic policy” for the
department
• Provides agile, scalable, and resilient distribution
from point of origin to point of employment.
• DoDI 3110.06 War Reserve Materiel Policy” and
the implementation plan will provide the procedures
or “how” regarding PWRM

Supply Chain / Distribution Initiative
Distribution Working Group (DWG)
• DoD has experienced areas of weakness in its
supply chain management of materiel distribution
as evidenced by the its appearance on the GAO
High-Risk Series list since 2005.
• DWG was established to develop a corrective
action plan based off the GAO report
Current Focus:
• Corrective Action Plan 4 LOE:
– Policy, Governance, Data Availability, Metrics and
Performance
Joint Deployment and Distribution
Enterprise (JDDE)
• An integrated system providing prospective joint
force commanders with the ability to rapidly and
effectively move and sustain joint forces in support
of major combat operations or other joint
operations.
• JDDE is enabled by linking the Materiel Distribution
function and processes to elements of both
Inventory Management (IM) and Asset Visibility
(AV).
– Two areas that were also on GAO’s High-Risk Series
for DoD.
• OPR Co-Chair’s are TRANSCOM and OSD
• In January 2014, the USD for Policy signed the
DoD Campaign Plan for Global Distribution (CPGD) 9033. CP-GD 9033 will allow USTRANSCOM
to synchronize world-wide distribution planning to
establish a more effective and efficient Global
Distribution Network (GDN).

Defense Logistics Management Standards (DLMS)
• DoD Directive, 8190.01E, Defense Logistics Management Standards (DLMS), January 9, 2015: DoD
standard for electronic data interchange among the Automated Information Systems (AIS) that comprise
assigned business processes of the global supply chain management system.
• USD AT&L Acquisition, Technology and Logistics Functional Business Strategy Document: Requires
DoD to achieve full DLMS compliance by 2019.
• Jan 2016, 79% of all transactions were completed in DLMS.
• 16.4 million DLMS processed in April 2006 and approximately 59 million DLMS processed in January
2016.
Current Focus:
• Greater fidelity to the data capturing system information for those still sending legacy (smaller volume of
transactions).
