Comprehensive Materiel Response Plan (CMRP) - CMRS directs the development of a plan to operationalize the CMRS - CMRP is signed by the CJCS on 10 May 2012 UNCLASSIFIED 3 UNCLASSIFIED CMRS Review Guidance Stakeholder participants are asked to consider future operations through the lens of the Materiel Response from the perspective of their organization missions and requirements in addressing the analysis questions and assessing the viability of the Strategy. Stakeholder participants: • • • • • Joint Staff OSD L&MR DLA TRANSCOM Services The CMRS provides the foundational construct for Materiel Response in support of the national military strategic priorities, long-term posture efforts, and integration of regional materiel requirements. UNCLASSIFIED 4 UNCLASSIFIED CMRS Review Criteria Determine level of CMRS applicability to the current and future complex environment. Viable Feasible Ideas in the CMRS are executable given leader support and adequate funding. UNCLASSIFIED Acceptable Risk associated with the CMRS is perceived as tolerable; required policies and aid to fix an existing Materiel Response issue. Adequate Principles and required capabilities are sufficient to guide Joint Force development and integration of Materiel Response. Advantageous Following the principles and realizing the required capabilities, the CMRS will provide a reasonable expectation of providing the Joint Force with an operational advantage and optimize JLEnt Materiel Response Capability 5 Global Materiel Synchronization Existing working groups Materiel studies, analysis, plans, and lessons learned Strategic Guidance CMRS LOE Asset Visibility AVWG,IUID, IGC/ITV and GCSS-J Theater Planning CP-GD, JOPES, and Theater Campaign Plan Supply Chain / Distribution DWG, JDDE and Global Prepositioned Materiel Infrastructure ERIMP and SIMP Interagency / Multinational Partners MNWG and LogCAG Compliance DLMS and FIAR 6 UNCLASSIFIED CMRS Review Initiatives Initiatives Initiatives OPR OPR J4 POC J4 POC Asset Visibility Asset Visibility GCSS-J GCSS-J IGC/ITV IGC/ITV IUID IUID Theater Campaign Plan Theater Campaign Plan Global Pre-positioned Materiel management Global Pre-positioned Materiel management CP-GD CP-GD JOPES/APEX JOPES/APEX Inventory Management Inventory Management Materiel distribution performance/DWG Materiel distribution performance/DWG JDDE JDDE ERIMP/SIMP ERIMP/SIMP DLMS compliancy DLMS compliancy Comprehensive Material Response Plan OSD OSD OSD OSD TRANSCOM/OSD TRANSCOM/OSD OSD OSD OSD OSD OSD OSD TRANSCOM TRANSCOM OSD OSD OSD/DLA OSD/DLA OSD OSD TRANSCOM TRANSCOM TRANSCOM TRANSCOM DLA DLA OSD JS J4 KBLD JS J4 KBLD JS J4 KBLD JS J4 KBLD JS J4 KBLD JS J4 KBLD JS J4 MMSD JS J4 SD JS J4 SRD JS J4 SRD JS J4 MMSD JS J4 SD JS J4 SRD JS J4 SRD JS J4 SRD JS J4 SRD JS J4 DD JS J4 DD JS J4 DD JS J4 DD JS J4 DD JS J4 DD JS J4 ED JS J4 ED JS J4 MMSD JS J4 SD JS J4 CAD Improvements in materiel positioning and joint distribution capabilities have moved the DoD closer to achieving the strategic goals of agile and flexible solutions; shared capabilities and common materiel; effective and efficient sourcing; and optimized positioning of materiel in support of global military operations. UNCLASSIFIED 7 UNCLASSIFIED Areas That Merit Further Exploration • Industry practices that are acceptable and potentially applicable to the DoD • Collaboration and integration / synchronization with Interagency and Multinational Partners UNCLASSIFIED 8 UNCLASSIFIED Strategic Review Recap • CMRS review conducted Nov 2015-Feb 2016 • Working group established and applied review criteria • Closely examined CMRS LOEs, existing efforts to address, and associated applicability to CMRS goals • Identified two areas that merit further exploration CMRS Strategic Review led to the development of two COAs to address next steps for CMRS and CMRP. UNCLASSIFIED 9 UNCLASSIFIED Proposed COAs UNCLASSIFIED 10 UNCLASSIFIED CMRS COA 1 • Maintain CMRS. Consider updating CMRS following change of Administration • J4 and OSD L&MR will continue to synchronize all materiel response efforts, inclusive of JLEnt and Industry • Integrate CMRS LOEs into the on-going JCL campaign design • Discontinue the CMRP Capabilities Working Group • Archive CMRP Facilitate the preservation and enhancement of the global supply network by synchronizing global materiel response planning. UNCLASSIFIED 11 UNCLASSIFIED CMRS COA 2 • Archive CMRP and CMRS • Maintain J4 membership in the existing working groups • Discontinue the CMRP Capabilities Working Group • Initiatives identified in the CMRS are being addressed by other organizations and agencies Efforts during the past 3 years to achieve CMRS goals have resulted in an improved materiel response capability across the full range of military activities in the context of leveraging worldwide supply and distribution networks. UNCLASSIFIED 12 UNCLASSIFIED Recommend COA 1 • Co-Chairs (J4 CAD and OSD L&MR) and CMRP Working Group agree on recommendation • 5 of the CMRS LOEs are listed in the JCL Concept Required Capabilities and will be included in the JCL campaign design. 1 CMRS LOE (Compliance) is not specifically addressed, however, it is mandated by law • Efforts over the past three years have resulted in an improved materiel response capability • Synchronization across the full range of military activities and working group resulted in the leveraging of worldwide supply and distribution networks UNCLASSIFIED 13 UNCLASSIFIED QUESTIONS? UNCLASSIFIED 14 UNCLASSIFIED BACK UP UNCLASSIFIED 15 Asset Visibility Initiative Asset Visibility (AV) Working Group • Section 326 of the National Defense Authorization Act (NDAA) for FY 2014 established a formal requirement for the DoD to develop a comprehensive strategy for improving asset tracking (AT) and in-transit visibility (ITV). TRANSCOM Integrated Data Environment/Global Transportation Network Convergence (IGC) • DoD system of record for In-transit Visibility (ITV) and Asset Visibility (AV). • Strategy for Improving DoD Asset Visibility, Aug 2015. • Provides over 8,500 customers end-to-end visibility in the DoD logistics pipeline. • Vision: DoD Components work collaboratively to providing accurate, reliable, and timely data to enhance visibility of assets throughout their lifecycle. • COCOMS, Joint Staff and Services rely upon IGC to provide timely and accurate information on the location, movement, status, and identity of units, personnel, equipment, and supplies.
