Water Reduction Plan
ALTERNATIVE COMPLIANCE PLAN APPLICATION PROCESS
(Outdoor Water Use Only)
Qualifying Criteria
The following provides the qualifying criteria for a variance as specified in the City of
Anaheim Municipal Code, Chapter 10.18, Section 10.18.110:
Large Landscape Area Compliance Option
Upon approval of the Anaheim Public Utilities General Manager, any person or entity with a
Large Landscape Area may deviate from the non-watering days by meeting the following
requirements:
1. Install and maintain throughout the duration of the plan Eligible Weather-Based
Irrigation Controllers within the Large Landscape Area;
2. Reduce overall water use by an amount equal to the current water conservation standard
for the City adopted by the State Water Resources Control Board; and
3. Must use recycled water if it is available from the Department.
Once the General Manager or designee approves the Alternative Plan, the person or entity with
such a plan shall strictly comply with its provisions.
Large Landscape Area
Large Landscape Area means an area of vegetation at least three (3) acres in size supporting a
business necessity or public benefit uses, including without limitation, parks, golf courses,
schools, and cemeteries.
Request for Participation in the Alternative Compliance Plan
In order to request approval to participate in the Alternative Compliance Plan and deviate
from non-watering days, the following documentation must be submitted by the Applicant:
1. Request Letter
Request Letter should include the following:




The property address where the Alternative Compliance Plan is being requested
Square footage of landscaped area including percentage of turf. (Separate measurements
for greens and tees & fairways and roughs, if applicable).
Submit documentation of methodology utilized in taking landscape measurements (GPS,
GIS or equivalent).
List of water meters to be included in the Alternative Compliance Plan (meters can be
aggregated by site).





List of Weather-Based Irrigation Controllers (WBICs), include number of stations, make
and model number and whether or not you are using the weather-based capabilities of the
controller. (This is not required for sports fields)
Submit a description of actions to be taken in order to achieve the required reduction in
overall monthly water usage.
State clearly that you are requesting a variance from the non-watering days and that you
understand that this Alternative Compliance Plan requires the amount of reduction in
overall water usage as required by the State Water Resources Control Board.

2. Supporting Documentation
Supporting documentation (such as photographs, maps, drawings, or other pertinent
information) must be attached to the Request Letter, if applicable.

Determination of Request
Approval Authority
The Department’s General Manager or designee will exercise approval authority and act upon
any completed Request Letter. The applicant requesting to participate in the Alternative
Compliance Plan will be promptly notified in writing of any action taken. The decision of the
General Manager is final. Unless specified otherwise at the time a request is approved, the
Alternative Compliance Plan applies to the subject property during the term of the applicable
Water Reduction Plan.
Required Findings for Alternative Compliance Plan
A request to participate in the Alternative Compliance Plan will be denied unless the General
Manger finds that the request is for a site that meets the definition of Large Landscape Area as
defined in the City of Anaheim Municipal Code, Chapter 10.18, Section 10.18.110 and that site
is irrigated by an approved weather-based irrigation controller. The findings may be based on the
information provided in the request, supporting documents, or such additional information as
may be requested, and on water use information for the property as shown by the records of the
Department.
Monitoring Reduction in Water Usage
Accounts will be monitored on a monthly basis.



The first time that the amount of reduction in water usage is not met, a written warning will
be issued.
For a second violation, the customer will be notified to take corrective measures to meet the
requirements of the Alternative Plan.
If the violation is not corrected for the third month, the applicant will be removed from the
Alternative Compliance Plan. Upon removal from the Alternative Compliance Plan, the
customer is restricted to the watering schedule of the current conservation phase being
implemented.
Requests will be processed within 30 days of receipt, unless processing time is dependent on
receipt of data and/or recommendations from outside the Department. Customers will be
notified of the determination in writing.
