OFFSHORE PLATFORM ESCAPE, MUSTERING AND EVACUATION
Object:
The object of this procedure is to establish the principles and requirements for
escape, mustering and evacuation on Total South Pars offshore installations to
comply with TotalFinaElf General Specification GS SAF 351. This document
has been prepared in compliance with the Production HSE Management Plan,
the guidelines in the HSE Manual.

PURPOSE
This procedure is to make all personnel aware of the actions they must take on hearing or on
activation of any local audible and visual alarm on SPD3 and SPD4 hydrocarbon producing
Installations. This Procedure provides advice on when personal safety equipment should be
fitted to ensure that personnel react quickly, then muster and vacate the hazardous area in a
safe manner. Platform specific information will be identified on each ‘Station Bill’ which will be
part of individual Emergency Procedures.
2.0
SCOPE AND LIMITATIONS
2.1
Scope
This Procedure is specifically applicable to South Pars SPD3 and SPD4.
This Procedure includes, by order of chronology, the following steps:
To protect personnel from the effects of Hydrogen Sulfide (H2S) gas releases.
To minimise exposure and to maintain the safety of personnel escaping the effects of
any hazardous event.
To specify Muster Station locations on the installation.
To specify escape route locations and evacuation procedures.
To facilitate rescue of personnel in distress or injured.
This shall be achieved:
For all persons in the installation.
In a timely manner.
Under safe conditions, for all possible weather conditions.
2.2
Limitations
This Procedure does not cover Mobile Offshore Drilling Units, helicopters, supply boats or
speed boats for transporting personnel or equipment, all of which should have their own ER
procedures.
All such temporary vessels will be expected to comply with this Procedure whenever
connected to a either installation.
3.0
RESPONSIBILITIES
At all times there will be a Production Supervisor who will be responsible for the overall safety
of the installation. Another person will be specified as his Deputy and will assume the role of
Production Supervisor should the former become incapacitated. These names will be clearly
displayed on each Installation notice board.
3.1

Production Supervisor
Ensures that all personnel working on the Installation are aware of, and comply with
this Safe Operating Procedure.
Ensures that all personnel (including vistors) receive adequate training and regular
exercises (PR-PRD-SAF-204 HSE Training and PR-PRD-SAF-225 Emergency Drills
and Excercises).
Ensures that the means are provided to allow personnel to comply with this
procedure.

Ensures that an up to date ‘Station Bill’ is maintained on each Installation for which
they are responsible.
Ensures that all persons attend a Safety Induction brief on their first visit. (PR-PRDSAF-205 Offshore Safety Induction).
Ensures that a log of all Safety Inductions given is maintained.
Ensures that any vessel listed in 2.2 which is connected to a fixed Installation for
which they are responsible complies with this Procedure.
Ensures that all safety equipment is inspected and maintained in accordance with
manufacturers recommendations.
Ensures this Procedure is reviewed and amended in accordance with GS-SAF-351
during times of non-routine operations.
Deputy Production Supervisor
Will be qualified to assume the duties of the Production Supervisor should he be
incapacitated in any way.
May take control of drills or emergencies under supervision of the Production
Supervisor.
Offshore HSE Authority
Ensures that the requirements of this SOP are communicated to the workforce
through the Site Safety Induction.
Ensures that this Procedure is reviewed and updated periodically in accordance with
TFE Procedures.
Ensures that training is available to enable compliance with this Procedure.
All Personnel
Are responsible for their own safety and the safeguarding of the equipment and
Company assets used to perform their duty.
Must ensure they understand fully and apply this procedure correctly.
Are responsible for reading their personal leaflet and the Station Bill after attending a
Safety Induction on each Installation.
Must report any anomaly related with the application of this document to his direct
supervisor.
Must wear all appropriate Personal Protective Equipment (PPE) at all times.
Must attend the training required to comply with this Procedure.
Communication
4.1
Alarms
The means of alerting personnel must be clearly identified on the Installation Station Bills, and
covered at each Installation Safety Induction briefing.
Alarms are as follows:
Platform General Alarm
H2S Alarm
Man overboard
Prepare to Abandon Platform Alarm

Other communication means
A telephone with contact to the shore, VHF radio and a PA speaker with microphone shall be
available at each muster station.
Four VHF radios shall be permanently available on each installation e.g. one for the
Production Supervisor, one for the HSE Authority, one at the flare bridge tripod muster station
and one at the lifeboat muster station.
Moreover, all radio users shall receive approved training.
Note: whilst presence of the Sattahip accomodation boat in the field, one additional VHF radio
must be available at all times for the boat.
In addition to the above, one thuraya (inside shelter) and one cellar phone set (inside technical
room) are available on each installation.
4.3
Station & Emergency Procedures Bills
Emergency Procedures Bill should be displayed at all Muster Points, the Temporary Safe
Refuge, and at other strategic locations on each Installation. Emergency Procedures Bills
should include the following common information in a clear and unambiguous format:
- Platform general information
- Platform alarms e.g. alarm system lights and sirens.
- Specific information regarding emergency procedures to be followed in case of
general platform alarm, gas escape / H2S threat, man overboard, abandon platform
alarm.
- Emergency contact numbers including muster station telephone numbers, onshore
emergency number and emergency radio contact.
Included on each Production Station Bill should be the following common information:
- Platform alarms e.g. alarm system lights and sirens.
- duties of Emergency Response personnel.
4.4
Offshore personal leaflet
All personnel onboard any of the offshore installation shall be given on arrival an information
leaflet which includes the following common information:

Instructions on what to do in case of an emergency.
Information regarding platform alarms.
Simple schematic layout of the Installation.
Location of the technical room.
Location of the operator shelter.
Location of muster stations.
Location of the lifeboat e.g. TEMPSC.
Location of liferafts.
Location of scramble nets.
Location of escape ropes.
Location of telephones.
Location of lifejackets.
Location of tertiary abandonment points.
Location of SCBAs.
Location of cascade systems.
List of emergency contact numbers.

MUSTERING
5.1
Definition
Mustering is:
-

to ensure all personnel move to a safe location away from the hazard.
to ensure all personnel are accounted for.
to identify the name of any missing persons.
to provide information on the emergency situation.
to prepare for abandonment if necessary.
Muster Stations
On each installation, there are two muster stations e.g. the lifeboat muster station and the
flare bridge tripod muster station.
Furthermore and when the accomodation boat is connected onto one of the installations,
another muster station, which is located on the top deck of the boat equipped with a cascade
system composed of 46 tapping points, is to be taken into consideration as well.
On both platforms, there will be the following at each platform Muster Station:
- Station & Emergency Procedures Bills.
- A telephone which is able to contact directly the onshore CCR.
- A VHF radio.
- 15 lifejackets stored in a cabinet designed for this purpose.
- A cascade system with independent accumulators (one hour capacity for 12 people)
connected to the rig with 12 tapping points.
- 15 30’ SCBA sets.
- At the flare bridge tripod, a shelter protecting the Muster Station from the affects of
radiation from both the sun and the flare.
However, depending on the incident and chosen means of evacuation, it may be deemed
safer to muster in the Temporary Safe Refuge (shelter). This will be decided by the Production
Supervisor.
5.3
Aids to Mustering
Escape route and safety signs are to be fitted to provide direction to the designated Muster
Stations and Emergency Exits to ensure that mustering is carried out in a safe and controlled
manner. Only designated escape routes should be used.
A clear route for escape must be available at all times. A suitable alternative route must be
made available before any Escape Route is blocked, made or inaccessible for operational
reasons.
To assist personnel when looking for the safest escape route and designated Muster Station,
windsocks will be provided at strategic locations. On hearing the Alarm personnel should use
the windsocks as an aid to determine the wind direction. In general, if standing down wind of
the a release, then they should make their way cross wind to the designated Muster Station.
Personal toxic detectors should be used as an aid to determine when to wear the protective
mask and when they are clear of a toxic release, but should not be used to determine when
escape masks should be removed.

Muster Checker
Whenever an Installation is manned, each Muster Point must have an assigned Muster
Checker. The Muster Checker should be someone who is part of the permanent crew, familiar
with the Installation, and has received the appropriate training. The Platform Muster Checker
is the Offshore HSE Authority.
5.5
Emergency Drills and Excercises
It is the responsibility of the Production Supervisor to ensure that weekly drills are carried out
in accordance with PR-PRD-SAF-225 Safe Operating Procedure - Offshore Emergency Drills
and Exercises. The Platform HSE Authority has the duty to help him in the implementation of
this compulsory requirement.

Evacuation
Once the decision to Evacuate has been taken all personnel will follow the instructions of the
Muster Checker at their respective Muster Station.
6.1
Primary evacuation mean
For SPD3 and SPD4 the PRIMARY evacuation mean is by the stand-by boat whenever it is
moored and connected to the installation.
6.2
Secondary evacuation mean
The secondary mean will be taken if the primary is, for any reason, not available.
The secondary evacuation mean will be located on the platform mid-way along the flare
bridge in order to get access to the bridge escape platform.
However, in case of the stand-by boat is inaccessible, the alternative evacuation mean will be
the lifeboat / TEMPSC.
6.3
Tertiary evacuation mean
The tertiary evacuation mean is evacuation by scramble nets or escape ropes directly onto a a
liferaft.
All personnel should be trained on how to launch these liferafts.
The location of all scramble nets, escape ropes and life rafts will be clearly shown on the
Offsore Personal Leaflet.
All personnel should be trained on how to launch these craft.

Overall evacuation strategy
7.1
Personnel accomodated onto the rig
In case of any alarm sounding, permanent production personnel have to act as follows:
- Don your Parat mask and muster in the Technical Room on the lower deck.
- When in the Technical Room immediately report yourself present to the Production
Supervisor.

- Don a 10-minute escape set.
- The Production Supervisor. will check all production personnel are present, and
ensure the ESD has activated.
- If necessary, the ESD will be manually activated by the Production Supervisor.
- The Production Supervisor will report the number of persons in the Technical Room
to Radio Operator on the Rig.
- The Rig Radio Operator will confirm number of persons in the Technical Room
matches the T-card board.
- The Production Supervisor will assess the situation and initiate search and rescue if
required.
- The search and rescue team will be led by an experienced member of the crew
designated by the Production Supervisor.
- The Production Supervisor will order collection of sufficient 30’ SCBAs from the
lifeboat muster station.
- On the instructions of the Production Supervisor, all Production personnel will make
their way together, back to the rig via the shortest route wearing 30’ SCBA sets.
- When back on the rig, report to the designated muster station.
- Obey the instructions of the lifeboat commander.
- Be aware that if the process is blowing down, the flare will be noisy.
For non-permanent personnel accomodated onto the rig, they must:
- Don Parat masks immediately and / or locate a 10’ breather set. Don 10’ breather
set.
- Make their work site safe e.g. switch off any potential ignition sources, close cylinder
valves etc…
- Make their way via the shortest route to their designated muster station onto the rig.
- Report to the designated rig muster station.
- Obey the instructions of the lifeboat commander.
- Be aware that if the process is blowing down, the flare will be noisy.
IF the rig is not accessible, personnel accomodated onto the rig will follow the instructions of
the Production Supervisor
7.2 Personnel accomodated onto Nico Sattahip stand-by boat
Persons who do not muster on the rig must act as follows on hearing any alarm:
- Don Parat masks immediately and/or locate a 10-minute breather set. Don 10’
breather set.
- Make their work site safe e.g. switch off any potential ignition sources, close cylinder
valves etc…
- Make their way via the shortest route to the platform lower deck.
- Use the buddy system to ensure no one is left behind. Do not run.
- Put a lifejacket on and transfer immediately to the standby boat along the gangway.
- Check onto the vessel by using the T card system.
- Muster onto the boat top deck and connect breather set onto the air cascade system
manifold.
- Obey the instructions of the H2S Supervisor who will be on the boat.
IF the stand-by boat is not accessible, personnel accomodated onto the stand-by boat will act
as follows:
- Don Parat masks immediately and/or locate a 10-minute breather set.
- Don 10 minute breather sets and make their way via the shortest route to the
muster station half-way along the bridge.
- Use the buddy system to ensure no one is left behind. Do not run.
- Upon arrival at the muster station, fit a lifejacket.
- Change from 10’ breather sets to 30’ SCBA sets as soon as possible.

- A member of the Platform crew will be at the Muster Station to act as Muster
Checker.
- The Muster Checker will report the number of personnel mustered half way along
the bridge to the H2S Supervisor on the boat, by radio. (Channel 15)
- On the instructions of the Muster Checker, connect to the cascade system at the
muster station.
- The H2S Supervisor on the boat will check the T-card board and report any missing
personnel to the Muster Checker by radio. (Channel 15)
- The Production Supervisor will assess the situation and initiate search if required.
- The search and rescue team will be led by an experienced member of the crew
designated by the Production Supervisor.
- The Production Supervisor will give the abandonment decision.
- All persons mustered on the flare-bridge will make their way to the emergency
escape platform below the bridge and await the arrival of a rescue craft.
- If for any reason it is not possible to use the emergency escape platform below the
bridge, or on the instructions of the Muster Checker, evacuation will be by life raft,
which will be boarded by scramble nets and/or escape ropes.
- Obey the instructions of the Muster Checker.
- Be aware that if the process is blowing down, the flare will be noisy.
IF the stand-by boat and flare bridge are inaccesible, personnel accomodated onto the standby boat will act as follows:
- Don Parat masks immediately and/or locate a 10’ breather set.
- Don 10’ breather set, and make your way via the shortest route to the
platform lifeboat muster station on the west side of the platform.
- Use the buddy system to ensure no one is left behind. Do not run.
- Upon arrival at the muster station, fit a lifejacket.
- Change from 10’ sets to 30’ SCBA sets stored at the lifeboat muster
station.
- The Muster Checker will carry out a head count and report the number at the Muster
Point to the H2S Authority on the standby boat by radio (Channel 15)
- On the instructions of the Muster Checker, connect to the cascade system at the life
boat station.
- The H2S supervisor on the boat will check the T-card board and advise the Muster
Checker and Production Supervisor of any missing persons.
- The Production Supervisor will assess the situation and initiate appropriate search
and rescue.
- The search and rescue team will be led by an experienced member of the crew
designated by the Production Supervisor.
- All persons will adjust their 30’ SCBA sets and enter the lifeboat / TEMPSC when
ordered.
- Secure themselves in the lifeboat.
- The Muster Checker / coxswain will launch the lifeboat and communicate through
VHF Channel 15.
- Obey the instructions of the Muster Checker.
- Be aware that if the process is blowing down, the flare will be noisy.

Terminology and Definitions
Escape, Evacuation and Rescue (EER)
General term to describe the range of possible actions including escape, muster, refuge,
evacuation, escape to the sea and rescue/recovery (ISO).
Embarkation area
Place from which personnel leave the installation during evacuation e.g.:
- a helideck and associated waiting area
- or a Totally Enclosed Motor Propelled Survival Craft (TEMPSC) muster station (ISO).
Emergency response (ER)
Actions taken by personnel on or off the installation to control and/or mitigate a hazardous
event (ISO).
Emergency response team
Personnel who have designated duties in an emergency (ISO).
Emergency station
Place where emergency response personnel go to undertake their emergency duties (ISO).
Escape
Act of personnel moving away from a hazardous event to a place where its effects are
reduced or removed (ISO).
Escape route
Route from an area of an installation leading to a muster area, a Temporary Refuge (TR),
an embarkation area and/or means to escape (ISO).
Evacuation
Planned method of leaving the installation in an emergency (ISO).
Leaving the Muster Stations to a new place of Safety. Evacuation will be required if the
personnel are potentially in danger at the respective Muster Stations. Evacuation will only be
directed by the Crisis Management Team.
Evacuation route
Those escape routes which lead from the muster areas and/or the Temporary Refuge(s)
(TR) to the place(s) used for evacuation from the installation.
Life jacket
Device worn by personnel which has sufficient buoyancy and stability to turn the body of an
unconscious person and keep the person's mouth clear of the water (ISO).
Mobile offshore unit
Mobile platform, including drilling ships, equipped for drilling for subsea hydrocarbon
deposits, and mobile platform for other purposes than production and storage of
hydrocarbon deposits (ISO).
Muster
Muster is defined as personnel gathering in designated Muster Stations to allow all
personnel to be accounted for. Mustering is required when an incident has, or has the
potential to, spread outside the immediate vicinity (fire zone) affecting a large number of
personnel.

Muster area
Designated area where personnel report when required to do so (ISO).
PAGA
Abbreviation for Public Address and General Alarm system.
Primary method (for evacuation)
Preferred method of leaving the installation in an emergency (ISO).
Rescue
Process by which those who, in an emergency situation, have been injured, and/or have
been blocked in the escape ways, and/or have evacuated the installation by unusual means,
are retrieved to a place where medical assistance is available (COMPANY from ISO).
Secondary method (for evacuation)
Method for evacuation which can be carried-out in a fully controlled manner, under the
direction of the person in charge, and independently of external support (ISO).
Survival suit
Protective suit made of waterproof materials which reduces the body heat-loss of a person
wearing it in cold water (ISO).
TEMPSC (Totally Enclosed Motor Propelled Survival Craft)
Craft capable of sustaining the lives of persons in distress from the time of abandoning the
installation (ISO).
Tertiary method (for escape and evacuation)
Method for escape and evacuate to the sea which relies considerably on the individual's own
action (ISO).
TR (Temporary Refuge)
Place provided where personnel can take refuge for a pre-determined period whilst
investigations, emergency response and evacuation pre-planning are undertaken.
Vacate
immediately leaving the vicinity of the hazard or incident within a unit. This is required when
an incident only has the potential to affect personnel in the immediate vicinity and is
contained.
