Agenda Item No 7 Report to Active Aberdeen Partnership Board Subject SPORT AND PHYSICAL ACTIVITY STRATEGY REVIEW Report of Jo Hall - Sport and Physical Activity Strategy and Partnership Manager [email protected] Date Tuesday September 15th 2015 1 Background 1.1 In 2009 the council and partners agreed a six year sport and physical activity strategy. There is now a need for a new strategy to build upon the important contribution which sport and physical activity makes to the city. 1.2 The previous strategy set out to involve all sports providers in the city in the pursuit of a single unified set of strategic objectives with performance indicators. In practice, this has proved difficult to achieve given the absence of baseline data, an action plan for delivery and changes locally to the landscape of sport and physical activity. All partners agree that lessons can be learnt from this. However, it is recognised that there is a need to retain an overview of sport and physical activity in the city and for the various partners to work strategically together to achieve this. 1.3 One of the challenges of the future strategy will be to utilise the city’s resources effectively so that we can to continue to ensure that opportunities for participation are accessible to all and that individuals and organisations are able to fulfil their potential. Collaborative working across the network of key stakeholders in the city will also be imperative to maximise resources and increase opportunities in the city. 1.4 It is envisaged that the new strategy will deliver: 2 i. a vision and direction for more efficient and effective joint work whilst reducing the inherent fragmentation within the sport and physical activity sector within the city; ii. an evidence based justification for the deployment of resources across the city; iii. Increased participation levels and improved performance within the city Underpinning Strategic Principles for consideration The following should be considered as the key areas that underpin the framework of the strategy; i. The development of sport and physical activity can be undertaken through partnerships in order to ensure that best use is made of limited resources (staffing, funding and facilities/equipment). ii. Sport is worthy of development in its own right for enjoyment and as part of local quality of life, but equally sport and physical activity benefits society in a variety of ways and assists in meeting wider social outcomes. This includes improving health and reducing health inequalities, developing local communities, enhancing education, supporting crime prevention and developing key skills which are transferable into employment. 3 iii. Organisations involved in the development of sport and physical activity in the city should ensure that planning for sport and physical activity is based upon strategic need, consultation and research. iv. Organisations involved in the development of sport and physical activity in the city should aim to provide opportunities and facilities that are accessible, affordable and of high quality. v. Partners should aim to increase and support the numbers of coaches, officials, volunteers and leaders. vi. There should be efforts made to maximise sport and physical activity opportunities for all people and groups as defined with protected characteristics. vii. Safeguarding and protecting young people and vulnerable adults should be a key component of planning for sport and physical activity in the City. How will the Strategic Framework be developed? 3.1 The Strategic Framework will be developed during the period October 2015 – March 2016 and progress will be reported through the Active Aberdeen Partnership who will act as the Project Board. 3.2 It is envisaged that the following activity will need to take place as part of the process: Stage 1: Establish sub group of the Active Aberdeen Partnership and agree terms of reference Stage 2 Desktop research into national/local strategies and partner priorities Stage 3 Establish and agree vision and scope Stage 4 Develop consultation framework/ questions, carry out and review (in-depth interviews with representative sample of partners/online consultation with all partners and stakeholders) Stage 5 Develop key strategic issues paper for discussion by Active Aberdeen Partnership to be approved by Sports Partnership and used to conduct wider consultation. Stage 6 Workshops to take place (Community Planning Partnership, partners, stakeholders, elected members), Online consultations with citizens, Consultation at network days/conferences and sports governing bodies. (Potential for consultation to be carried out in conjunction with the leisure asset review) Stage 7 Draft Strategy to be developed and presented to Active Aberdeen Partnership Stage 8: Finalise Strategy and develop action plan. 4 Resource Required 4.1 The development of the strategy will require a designated lead manager in order to lead the coordination and delivery of the strategy and associated action plan and support from all partners within the city.
