The EN 16034 product standard "Windows, doors and
gates – with fire resistance and/or smoke control
characteristics" has been released by the European
Commission. The product standard has been
harmonised with its publication in the Official Journal of
the European Union dated 10 July and comes into force
with effect from 1 December 2015. Starting from this
date, manufacturers can deal with the above-mentioned
products as harmonised fire-resistant/smoke-resistant
assemblies with the CE mark all over Europe. During the
three-year long phase of co-existence, products may be
marketed and distributed with the CE mark or the
national marking. After 1 December 2018, only the CE
mark will be permissible.
The time has come: With the publication in the European
Official Journal on 10 July, the EN 16034 product standard,
"Windows, doors and gates – with fire-resistant and/or
smoke-resistant characteristics" has been harmonised and
comes into force on 1 December; starting from this date, it is
possible to provide the CE mark to these products. The
phase of co-existence has been fixed at three years. For
architects, manufacturers and fabricators, this means that
the European classes and verifications can now be
requested in tenders according to the new European product
standard. The basis for the preparation of the declaration of
performance and the CE mark is formed by the classification
reports under the responsibility of a notified product

certification body (Notifizierte Produktzertifizierungsstelle,
NPZ).
Thus, the product certification body assumes an important
role and it must have comprehensive skills and experience.
The reason is that the area of application of the products
and the utility of the verifications are already specified at the
time of planning the test specimens or compiling all
verifications for the EXAP and classification report.
The CE mark based on a classification report in accordance
with EN 13501-2 then replaces the "General approvals
issued by supervisory building authorities" for fire-resistant
assemblies or the "General test certificate issued by
supervisory building authorities" for smoke-control
assemblies. The parameters of the product and the
permissible range of variants of the system are described in
the classification report, including the extended range of
applications in the so-called EXAP report. The use of other
test reports, the transferability of sizes and the substitution
of fittings, materials and construction details are specified in
this report. The substitution of fittings and accessories is
particularly important. The information in the CE mark
according to EN 16034 must be supplemented if the product
is used as an external door (EN 14351-1), internal door
(prEN 14351-2), automatic door (EN 16361) or as a gate
(EN 13241-1).
The approval procedure, too, basically changes, since now
the notified product certification body (NPZ) acts as
technical "supervision" for tests, classifications and
surveillances, and must be accredited and notified for EN
16034. For this purpose, comprehensive skill and
experience are necessary, because the specifications and
statements must be credible even in the case of damage or
enquiries by the market surveillance authorities. After
successful testing and evaluation of the product and the first
surveillance of the factory production control (FPC) of the
manufacturer, the notified product certification body can
issue the "Certificate for confirming constancy of
performance", which is the basis for the declaration of
performance and the CE mark. ift Rosenheim has already

been accredited for EN 16034 and it can issue all necessary
certificates for the manufacturer after the product standard
comes into force.
