M2RES - From Marginal to renewable energy sources sites
Project M2RES was co-financed by South East European programme 2207-2013.The main objective of
the project was to encourage the use of potential brownfield sites for the development and
implementation of sustainable projects in the field of renewable energy and the efficient use of energy.
The project aimed at re-qualifying marginal areas through investments programmes that focus on the
installation of renewable energy sources (photovoltaics, wind, biomass, geothermal, biogas etc.). To
achieve its main objective, the project made country and regional level surveys on the marginal terrains
and collected data and information on potentials and also on best practices. Based on these an
‘Operational Guide on Developing RES on Marginal Terrains’ was published.
In the second stage of the project, M2RES selected more than 40 marginal terrains for piloting. After a
basic analysis, several sites (generally three per country) were selected for a more detailed feasibility
study and, at the final stage, a detailed investment plan was made for one marginal site per country.
These were developed in consultation with the relevant authorities. Extensive communication and
dissemination activities were implemented during the whole project period. Stakeholder meetings,
trainings and study tours were organised; and, at the final stage of the project, separate workshops on
political, institutional and financial sustainability were held.
Specific objectives of the project M2RES were local planning tools, methods for regional planning and
management, promoting of implementation of national policies, improving conditions for foreign and
private investment and promoting implementation of European policies and EU funds management.
