Temporary Parking Restriction on Groby Road This item was discussed during the December Traffic Meeting but the Commission could not take any formal action due to the lack of quorum. From a total of eight (8) properties, five (5) residents are in favor of keeping the restrictions. The other three (3) did not respond one way or the other. Public Works invited all residents on the south side of Groby from Old Bonhomme Rd. to Tulane Avenue to attend this meeting. We are presenting this information to the traffic commission for their review and subsequent recommendation to the City Council, which may thereafter take the appropriate action. 2. Request to remove parking restriction in the south side of Forsyth Blvd – from Asbury to Del Lin This item was discussed during the December Traffic Meeting but the Commission could not take any formal action due to the lack of quorum. All residents on the south side of the 7200 and 7300 blocks of Forsyth were notified by Public Works on November 2009 to provide them an opportunity for input. Forsyth residents in the 7200 and 7300 blocks expressed their preference personally at the December meeting, also through telephone calls and emails. Of the 183 letters sent, four residents sent emails, one resident made a phone call and three residents attended the meeting. The results are as follows: Residents in favor of removing the restriction: 4 Residents against of removing the restriction: 4 We are presenting this information to the traffic commission for their review and subsequent recommendation to the City Council, which may thereafter take the appropriate action. Traffic Commission Agenda – January 13, 2010, Page 1 On the same subject regarding parking restrictions along Forsyth Blvd, Mrs. Carolyn Dolan resident of the 7000 block of Forsyth blvd, is requesting that for the rush hour restrictions in front of Our Lady of Lourdes Church to stay instead of being removed as the restrictions along the rest of the block. According to Mrs. Dolan the rush hour restrictions serve a few purposes for the Church. For example, 1) with cars prohibited from 7-9am, it is likely that there will be no parked cars for 10 am and later funerals, allowing for hearse and mourner parking, and 2) rush hour restrictions prevent long-term parking (days and, sometimes, weeks on end), which keeps the curb parking free for Church visitors. The options considered are as follows: 1- Install a “No Parking – Service Vehicles Only” sign in front of the church, supported by the City’s Municipal Code, “ It is unlawful for the operator of any vehicle other than a service car to stand or park in an officially designated service car stop, except that the operator of any passenger vehicle may temporarily stop in any such stop or stand for the purpose of and while actually engaged in loading or unloading of passengers”. 2- Move the “No parking sign here to corner” sign from its current location, to a point 250 ft from Asbury, (per mandated by the Municipal Code). And allow the funeral vehicles to park whenever necessary without issuing parking ticket violation. 3- To keep the rush hours parking restrictions in front of Our Lady of Lourdes Church. 3. Parking Meters change in hours of operation and hourly rates along Loop area. Public Works staff has evaluated various paid parking options for the Loop Business District and the city in general. In summary, there is the potential to generate additional revenue by 1) increasing the current hourly meter rate, 2) increasing the meter hours of operation, and 3) adding additional paid parking spaces. The results of the evaluation were discussed among the City Manager and Council and the recommendations are as follows: A. To extend the hours of operation for the parking meters from 9am to 6pm to 9am until 8pm Mon. thru Sat B. To increase the meter rates from $0.50/hour to $0.75/hour It is the Public Works recommendation to approve this proposal to extend two hours the parking meters operation, to increase in $0.25 the meters fee rates (from $0.50/hr to $0.75/hr). 4. Request to install a four-way stop sign at the intersection of Washington Ave and Kingsland Ave. Please find attached request dated December 9, 2009 submitted by Susan Shender, resident at 6640 Washington Ave, requesting to install stop signs on Kingsland Ave at Washington Ave. This request will make the existing 2-way stop intersection into a 4-way stop intersection. A request to make Kingsland and Washington a 4-way stop intersection was discussed at the traffic commission meeting held in October, 2006 and in June, 2008. The recommendation provided by the commission was to improve visibility and add additional signage to the existing stop signs because at the time, the intersection did not meet the warrants for a 4-way stop intersection. Traffic Commission Agenda – January 13, 2010, Page 2 However, the UCPD informed that there were five accidents reported within 12 months in this intersection, and that this intersection would benefit from a 4-way stop sign. If the accidents could have been prevented by additional stop signs, it is the Public Works recommendation to approve the installation of stops signs on Kingsland Ave at Washington Ave. 5. Request to prohibit parking across from a private driveway on Partridge at Willow Tree Ln. Please find attached traffic request dated November 21, 2009 from Ms. Beverlye Johnson, resident at 7100 Willow Tree Ln., requesting to prohibit parking across from her property’s driveway adjacent to Partridge Ave. Request to prohibit parking According to the Municipal Code, it is unlawful for the operator of a vehicle to stop, stand or park such vehicle across from a private or public driveway on a street or alley less than twenty-one (21) feet in width. Partridge Ave is 29 ft wide; therefore this parking restriction will not be warranted by the Code. Currently there are no parking restrictions on Partridge except for Street Cleaning parking restrictions on Mondays. It is the Public Works recommendation to deny this request to prohibit parking on the east side of Partridge Ave between Willow Tree Lane and Raymond Avenue. 6.
