RH20 3JF Tel: 07776771921 Email: [email protected] Website: www.washingtonparish.org.uk Washington Parish Council Open Spaces (Recreation, Allotments, Footpaths and Conservation) Committee MINUTES of the Committee Meeting held on Monday 20th July 2015 at Washington Village Hall PRESENT: Cllrs Whyberd, Milner-Gulland, Newman, and Doré ALSO: Gina Condie (Clerk to Washington Parish Council) MEMBERS OF THE PUBLIC: 0 ABSENT: Cllr Thomas & Muddle. David Horwood. Cllr Whyberd opened the meeting at 19.05 1. Apologies for absence Apologies were received from Cllr Thomas (Norfolk), Dan Muddle (work commitments) and David Horwood (holiday preparations). 2. Declarations of interest and Dispensations None were received. 3. Approval of the Minutes of the last Open Spaces (Recreation, Allotments and Open Spaces), The Minutes of the Committee Meeting of the 15th June 2015 were AGREED as a correct record and duly signed by the Chairman. 4. Public Question Time No members of the public were present. 5. Allotments To consider the request that the willow tree adjacent to allotment 13 be removed - email received from Mike Turley requesting that the willow tree be removed. A tree survey was carried out on the trees around the recreation ground in 2014 by Andrew Gale and remedial action took place. This survey did not include the allotment area. Cllr Milner-Gulland informed the Committee that there had been previous discussion on this tree. The Committee RECOMMENDED that a tree survey is carried out by Andrew Gale, who carried out the last survey in 2014. This survey should also include the trees in the allotment area and therefore the willow tree would be included in this survey. The Committee would reconsider Mr Turley’s requested after this survey has taken place. The clerk informed the Committee that plot 9 holder (Sue Turley) has sent notice that she will not be renewing her Tenancy Agreement in September. The clerk has emailed the person at the top of the list but as yet had had no response. The clerk also informed the Committee that a letter had been sent to the holder of plot 7 regarding lack of cultivation and the tenancy agreement. Page |1 Draft V1.1 Chairman's Initials The clerk informed the Committee that she had contacted Southern Water to ask if there were any more free water butts available but the answer was no. Cllr Newman suggested that the butts cost approx. £20 at ‘Screwfix’ should any allotment holder be interested. 6. Recreation Ground and Parish Property To consider the request to padlock the tennis net box - email received and circulated on the 6th July with regards to an incident where a child was ‘stuck’ in the box. Cllr Newman updated the Committee on this incident and stressed that it could have been serious. A discussion took place around either adding a combination padlock to the box or removing the box. Cllr Newman suggested a proposal that that the box could be put on the inside of the MUGA but this would require work to the netting in order to accommodate this box. Cllr Whyberd said that this proposal would be considered, but as an interim measure air holes would be drilled into the box. Grounds Maintenance The present contractor, Danny Flynn carried out a grass mowing and a hedge cut before the Washington Village Day and this produced a good effect. Village Hall Nothing reported. Youth Shelter Clerk noted that this requires weeding and suggested that the Parish handyman is asked to complete this task. MUGA Cllr Whyberd provided a brief update on The Annual Inspection Report on the MUGA and children’s play area. Cllr Whyberd commented that there was nothing in the report of high risk. The Parish handyman will be asked to carry out any minor repairs. Children’s Play Area Mr David Horwood was due to provide a report on the results of the consultation on replacement play equipment but sent his apologies. He emailed the Committee with the results. The Chairman suggested that Committee members study Mr Horwood’s consultation/recommendations and discuss proposals at the next OSRA meeting on 17th August. Cllr Newman requested that the Committee also considers ‘inflatable rugby posts’ in their recommendations. The Committee expressed their gratitude to Mr Horwood for all his efforts. Bus Shelters Clerk noted that a meeting has been set up with Cllr Heeley, Britt & Beglan with regards to the ‘missing’ bus shelter. Cllr Britt at the Full Council Meeting on the 6th July 2015 commented that the bus shelter opposite the Washington Cottages required weeding. The clerk will ask that the Parish handyman is asked to complete this task. Parish Notice Boards Nothing to report. 7. Conservation issues Cllr Milner-Gulland provided the Committee with an update on the survey carried out on the Triangle site by Kate Ryland. After discussion it was agreed that there should be some degree of management of this site and that the Committee should RECOMMEND to the Full Council that a meeting should take place on site with Kate Ryland, OSRA Committee Members, a representative from South Downs National Park and WSCC in order to proceed. The Chairman suggested that he and Cllr Milner-Gulland should meet to consider the best way forward in this matter and to put a proposal before the Council at its next meeting. 9. Any other Open Space, Recreation & Allotment and Footpaths & Conservation issues that may arise OR items for the next Agenda None were raised.
