2007-2009 - The Lisbon Treaty and its ratification
Bond and Concord produced a position paper. Key Asks:
Poverty eradication and coherence obligation in the Lisbon Treaty
Strong commissioner for development with authority and responsibility over
development budget
Single dedicated service for development within the European Commission
Development expertise within the new EEAS and EU Delegations

December 2009 – The Lisbon Treaty comes into force
New High Representative
New EU President
Proposal for the establishment of the European External Action Service
(EEAS) March 2010, relevant points for development:
The EEAS would have control of country allocations, country and
regional strategic papers and national and regional indicative
programmes for the Development Cooperation Instrument (DCI), the
European Development Fund (EDF), the European Instrument for
Democracy and Human Rights (EIDHR) and the European
Neighbourhood and Partnership Instrument (ENPI), while the European
Commission would be responsible for implementation of the
programmes.
The paper also said that for the DCI and the EDF any proposals ... shall
be prepared by the relevant services in the EEAS and in the
Commission under the direct supervision and guidance of the
Commissioner responsible for Development Policy and then jointly
submitted with the High Representative for decision by the
Commission.

The Parliament has legislative power over some aspects of the
establishment of the EEAS and as a result of pressure from civil society
was able to win important modifications to the initial proposal including
to ensure that:
The European Commission will handle the development budget
The Commissioner of Development will be responsible for all levels of
the programming cycle of development financing instruments.
