JOB PROFILE Position #: Various TITLE: DIRECTOR, RURAL AND REMOTE, INTEGRATED SERVICE DELIVERY MINISTRY: SOCIAL DEVELOPMENT AND SOCIAL INNOVATION SUPERVISOR TITLE: EXECUTIVE DIRECTOR CLASSIFICATION: BUSINESS LEADERSHIP WORK UNIT: SERVICES TO ADULTS WITH DEVELOPMENTAL DISABILITIES SUPERVISOR POSITION #: 00094334 PROGRAM Services to Adults with Developmental Disabilities (STADD) was established in January 2012 to respond to recommendations made by the Deputy Ministers’ review of Community Living British Columbia. The Ministry of Social Development and Social Innovation has responsibility for STADD in conjunction with an Interministerial Steering Committee comprised of senior representatives of the ministries and organizations whose services significantly impact the lives of individuals with developmental disabilities. The overarching mandate is the development of an integrated service delivery model that reflects a onegovernment approach to better support individuals with developmental disabilities throughout the lifespan and across service systems, particularly through periods of transition, such as youth to adulthood. Four sites were launched throughout the province oriented to youth and young adults. They have moved to operational status and there is potential for expansion. JOB OVERVIEW To provide operational leadership of STADD staff, sites and region as required, as well as strategic corporate leadership in support of the integrated service delivery model to individuals with developmental disabilities and their families during the critical transition period from youth to adult services. This role has responsibility for providing leadership and planning around the rural and remote model of operation for STADD. ACCOUNTABILITIES Supervises professional and administrative staff including assignment of work, development and evaluation of performance plans and approval of leave; authorizes discipline of staff up to and including making recommendations for dismissal/termination and responds to grievances at Step 2 of the process. Participates and leads committees and working groups to monitor the effectiveness of STADD, develop strategic solutions that address regional and provincial issues, trends, systemic barriers and current and future implementation activities/stages. Builds strategic alliances across ministries, agencies and within communities to identify issues, collaborate on implementing solutions, both current and future, and stimulate innovation and creativity. Reviewed by: Update: January 2016 Evaluates the success of the STADD sites in accordance with the performance monitoring evaluation framework and provides recommendations for changes to the service delivery model, based on performance monitoring and evaluation. Leads the development and implementation of program-wide strategies, plans, standards and policies. Develops and manages delivery of required monitoring, reporting and information management for the program. Leads the development of partnerships, protocols and/or agreements with other ministries, agencies, governments and institutions to resolve complex issues. Designs specific strategies and actions to meet emerging client needs; ensures appropriate delivery occurs and determines next steps for sustainability Champions innovation and continuous quality improvement Manages expenditure/budgets and FTE allocations within area of responsibility Provides training, skill and knowledge development to staff on the service delivery model and its component activities. Provides guidance to staff about STADD and ensures service delivery aligns with the goals and mandate; interprets and advises on related Acts, regulations, standards, procedures and performance measures. Rural and Remote: Leads and oversees the development and implementation of informationtechnology based outreach strategies that will enable STADD to increase service to individuals and families in rural and remote areas; this involves networking with relevant partners including Health, First Nations Health Authority, MCFD, SDSI, School Districts and individual First Nations and agencies to reach agreements on shared use of facilities/technology. Strategy will involve development and testing of various platforms building on existing best practices and knowledge to increase contact options for STADD staff that complements community based transition planning processes and service networks. Focus of testing to be initiated in Interior/North Region (Prince George and surrounding communities, Haida Gwaii, Kamloops and surrounding communities) with incremental expansion to Vancouver Island and other parts of the Province. Promotes cultural and Aboriginal competencies within STADD and Branch. JOB REQUIREMENTS Master’s degree or equivalent in a discipline related to social or health services and 5 years related working experience; (A master’s degree in social work or social sector is preferred) or 10 years related experience and related bachelor’s degree or an equivalent combination of experience and education may be considered. 3-5 years strategic leadership and management experience. Minimum 3 years’ experience at a Director level, supervising, managing projects and programs and leading change management processes. Preference for familiarity with technology modalities from strategic but also technical perspective to support negotiation of arrangements that will be most reliable/easy to use by STADD network. Ability to network and maintain partnerships with a variety of internal and external stakeholders including families, advocacy groups, government partners and service providers. Awareness and demonstrated ability in working with different cultural groups appropriate to local communities. Must have and maintain a valid class 5 Driver’s Licence as occasional overnight travel will be a requirement of the position. This type of relationship is often quite deliberate and is typically focused on the way the relationship is conducted.
