Introduction
 In May 2010 the ESSC adopted a report on ESSnet
projects in which the notion of “Steering group” was first
introduced.
 The “Steering group” would be a means to improve
ESSnet monitoring and assessment (the governance of
ESSnet projects would be strengthened).
 For important projects (over 2 years and above 500k€
funding) a “Steering group” should be set-up
systematically.
 Text on “Steering group” had to be introduced in the FPA
of the DWH ESSnet.

"Steering Group / Eurostat Project leaders
The mandate of the Steering Group is to advise and support Eurostat
on decisions on the implementation of this ESSNet. It has the
following specific tasks:

Advice on the work plan for the ESSNet after the first phase
(priorities, quality assurance, resources/costs)
▪
Monitoring of the development of the project
▪
Key methodological issues
▪
Assurance of the ESSNet knowledge transfer and
dissemination.

The Steering Group must be composed of the ESSNet
coordinator (project manager), production unit in charge
(Eurostat project leader(s)), of a representative of the
methodological unit, the Eurostat units interested and, if
possible, some MS not involved in the project.
Its role will be to monitor the main achievements and help
the Eurostat project manager to validate key results and
options or developments proposed in the project.
The METHnet members (Eurostat's internal network of
methodologists) will also contribute to the validation of key
project reports."

The name is a bit confusing.

Advisory role: to monitor the main achievements and to
help Eurostat to validate key results and options or
developments proposed in the project.

Decisions are taken by Eurostat’s subdelegated
authorising officers.

2) Who will be invited to participate in the
“Steering group”?

ESSnet co-ordinator

Eurostat’s project leader of the ESSnet

Representative of Eurostat’s methodological unit

Representatives of other Eurostat units which are interested or
involved in the work of this ESSnet

If possible, representatives of 2 NSIs which are not in the
ESSnet. Ideally, 1 NSI for which DWH is completely new and
1 NSI that is more experienced in the field of DWH.

3) Who organises the “Steering group”?
- Eurostat takes the initiative.
- 2 Steering group meetings will be organised for
this ESSnet: one in mid-December 2012 and
the second 2 weeks after submission of final
report.
