B. 2. Non-technical summary

The Lam Soon Trang factories have daily average production rates of 300 tonnes of FFB (fresh fruit bunches)
on 300 days per year and 16 hrs/day of operation. Currently the factory is operating a conventional open pond
waste water treatment system with several open ponds.
A modern waste water treatment technology will be implemented at Lam Soon (Thailand) PCL to clean the
wastewater generated in the production processes (an average of 0.8 m3 per ton of FFB of wastewater is
generated). This palm oil mill processes about 90,000 tonnes FFB and thus 75,000 m3 wastewater per year.
This digester system will recover methane and produce biogas. The latter will be utilized for electricity
generation for on-site usage and feeding into the grid.
The proposed project activity is expected to foster sustainable development on the local, regional and
national scale in several regards:
Impacts on the local and regional level
- As a result of reduced methane emissions, offensive smells from the operation of the plant will be
minimized. The project activity will thus improve living standards for employees and working standards of
the local community. The expected wastewater from the palm oil mill will be reused in their own factory
and not contribute to additional smell or harmful discharge to open water bodies.
- Produced biogas can be used to produce electricity feed into the grid to substitute approx. 6,483
MWh/year that would otherwise have been generated from fossil fuels with high green house gas emission.
This substitution will lower the emission of air pollutants.
- The chemical oxygen demand (COD) of effluents will be reduced by approximately 90 percent
(wastewater system design calculation from Chiang Mai University)
- The significant reduction of COD of discharged water helps to protect natural water resources
(groundwater) and thus to improve the quality of the water supplied to the local community. The treated
wastewater will finally be used as liquid fertilizer on the grass area within the factory boarders.
- Treated sludge can be used for fertilizing farm land without negatively impacting ground water quality.
- The construction, operation and maintenance of the anaerobic wastewater and biogas system will create
additional employment opportunities. During construction within 18 months a total of approximately 40
temporary jobs and during operation 5 permanent jobs (technicians, engineers) will be created.
Impacts on the national level
- The project activity helps to reduce the dependency on fossil fuels by implementing a modern technology
that produces biogas (autonomous renewable energy).
- The project activity might constitute a positive example for other palm oil plants in Thailand. Applied on a
large scale, the project type may have macroeconomic benefits by reducing the need for fossil fuel
imports.
- The project activity serves the industrial pollution prevention scheme of the government according to the
10th National Economic and Social Development Plan (NESDP) 2007 - 20111. The NESDP focuses,
amongst others, on the promotion on renewable energy, improving energy conservation, fighting air
pollution and promoting eco-efficiency of the agro-industry of Thailand.
On the global level, the project activity reduces emissions of greenhouse gases, primarily of methane.
The project involves technology know-how transfer to local communities. The CSTR (completely stirred tank

reactor) system for this project is developed by ERDI from Chiangmai University in the north of Thailand to
enhance the treatment efficiency for palm oil wastewater with its special characteristics, containing oil and
other ingredients different from other industries. The know-how transfer will be done by technicians from
ERDI in a training program. The training includes technical, environmental and safety knowledge and
operational and maintenance instructions.

B. 5. Outcome of consultation
i. Minutes of the meeting
[See Toolkit 2.6, 2.6.1, 2.6.2 and Toolkit Annex J]
Minutes of the first stakeholder meeting
- Lam Soon representative made a company presentation,
- Envima presented on CDM and climate changed,
- Energy Research and Development Institute, ERDI, Chiangmai University, described
more detail on the technology that will be applied,
- and Renewable Energy Institute of Thailand Foundation, REITF, presented more on
Climate Change, CDM GS, REITF role, and criteria considering for GS.
Questions and comments session
1. The Mayor of Kuan Kun Municipal district gave a comment on the cooperation between
the factory and the surrounding population. The cooperation should be an honest and
transparent way as there was an environmental contamination situation occurred in this
area few years ago. Therefore the cooperation and prevention of such cases is necessary.
From the presentations of the project and CDM details, he thinks that if this project is
realized, it would create a positive affect to every party. He invited all participants to
make comments and suggestions for the project owner during project discussion session.
2. The principal of Kamolsri School sees that this project gives benefits to the community.
He recommended that the presentation of biogas technology application should be
published for student and any interested people in the community, and it would be even
better if the factory owner allows students to have a factory visit to learn about the
technology which could create more understanding and benefit for their community in the
future.
3. Besides utilizing the produced biogas for electricity generation, can the biogas be used in
household application? If yes, can the factory support this biogas or donate electricity for
community?
Ans. At present, the factory already donates tap water for surrounding communities. The
factory is glad to support all useful activity for surrounding communities. Referring to the
question, the biogas produced from this system can be used in the household application,
however, before make any donation of biogas or electricity, the factory need to consider
transportation, safety and regulation issues first.
4. In the next meeting, it is recommended to invite more people from the surrounding area to
participate in the meeting.
Minutes of the second stakeholder meeting
- The presentation topics covered the overview of the project activities for those who have
not participate in the first meeting:
- Lam Soon representative made a company presentation,
- Envima presented on CDM, climate change, IEE result, and report about the results of
comments from the documents made available publicly for more than 1 month.
- ERDI described more detail on technology be implemented, and

REIT presented more on Climate Change, CDM GS, REIT role, and criteria considering
for GS.
Questions and comments session
1. How could stakeholder participate in the project? Will the factory allow people to observe
and monitor the activity inside the project area? And how people can come inside the
factory?
Ans. Mr.Sawang responded that surrounding people are welcome to Lam Soon factory but
need to process the letter of intention first due to the criteria of ISO 14001:2004. Before
entering in the factory, there will be short safety training for every visitor. Moreover, Lam
Soon is joining with Department of Alternative Energy Development and Efficiency,
Ministry of Energy, Thailand in “Biogas technology promotion program”. With this
program, anybody who are interested in biogas system is allowed to visit the project site.
Besides, there will be the third party, DOE, to verify and check monitoring system
annually.
2. As mentioned during the presentation that there will be 5 job opportunities, are these jobs
for local people?
Ans. Changing from open ponds system to the biogas system creates 5 jobs for engineer
(Bachelor degree) 1 person, system officer (Diploma) 4 positions. For selecting people,
Lam Soon has policy to look for local applicant as first priority. These selected people
will be trained by ERDI to take care of the system.
3. The selected bacteria will be used to digest organic substances in the wastewater. Where
are these bacteria coming from (locally or imported)? Can these bacteria cause any effect
to the local ecosystem or biodiversity?
Ans. The bacteria will be used in this system are anaerobic bacteria which are taken from
swine farm biogas systems in Thailand. The bacteria are depending on certain conditions
they only find in this anaerobic environment, thus they cannot harm anyone or anything
outside the system
4. How does the factory manage the generated sludge from this system?
Ans. The system will produce 1.34 m3/day of sludge which will be dried naturally and
will be used as fertilizer for agricultural area. (see calculation of sludge amount in Annex2)
5. Lam Soon should organize a trip for stakeholder to visit a successful operation of digester
operation to learn and evaluate what might be the potential impact from a digester on
local communities and to discuss after the trip how Lam Soon will manage further?
Ans. Lam Soon agree with this comment and will arrange a site visit for any interested
local people and governmental officer to Univanich Palm Oil PCL factory in the same
province. It will need some time for preparation. The schedule will be announced later.
On August 01, 2008, Lam Soon had arranged a site visiting trip to Univanich Palm Oil
PCL. (please see in Annex-2 ) The comments from stakeholder who participated in the
trip were that this trip created more understanding. It was recommended that the
information of the system should be published for local people.
6. The stakeholder knows that the digester system is a useful project. What would be a long
term benefit of the project to the local people? And what is the feed back on the question
from the last stakeholder meeting referring the request to Lam Soon on biogas and
electricity distribution for surrounding people.
Ans. Lam Soon Trang will distribute Pros and Cons of the digester system to surrounding

people. (the document was delivered on August 26, 08 See Annex-2)
Referring to the request, Lam Soon is glad to provide biogas and electricity following
stakeholder requests. However, the regulation, safety factor, any other obstruction need to
be considered very carefully before starting this activity. (Lam Soon did contact to the
PEA to clarify on the electricity issue (see Annex-2), PEA said Lam Soon can distribute
electricity for people without charge but it need to be done separately with the PEA grid
system. Consequently Lam Soon need to invest into a new grid system including EIA, and
response for local safety which is beyond Lam Soon capacity. Therefore, to avoid safety
problems in the future and a huge investment of the system as well as for biogas
distribution request, Lam Soon decided to produce electricity and feed into the grid to
reduce the use of fossil fuel of the country. However, Lam Soon will support activities
which create sustainable development of the local community.
7. Lam Soon should publish the system knowledge for people.
Ans. People are welcome into Lam Soon factory. There was an activity called ‘Green
Factory” to present the factory activities to the public. If there are interested institutes
would like Lam Soon to make a presentation on site or at the institute, they are welcome.
Inside the factory, there is a drug learning center for communities which is planned to be
expanded to provide information on biogas system as well.
8. Khun Wanun from REITF gave an example activity to attract tourist by using renewable
energy, and providing useful information in the public.
9. As the digester is located in high area, there is some concern referring the leaking from
the system to contaminate the groundwater. What is the life time of the system and are
there any possibility of the leaking occur? Will the biogas release into the atmosphere
during operation?
Ans. The digester system constructed with concrete material which is designed to prevent
any leaking to the groundwater. The system lifetime is 15 years at least. While the
electricity generator lifetime is 20 years. Lam Soon will install a sophisticate instruments
and monitoring system to monitor digester efficiency and implement an instruments’
maintenance plan. However, the existing ponds have no liner, just clay as barriers against
large leaking. The existing ponds are emitting Biogas including CH4 and odor every day.

Comments resulting from the blind sustainable development exercise
The blind sustainable development exercise has been done via the questionnaires together with the
stakeholder consultation meetings. Many comments and suggestions have been summarized as per above
section (i. Minute of meetings).
Give analysis of difference between own sustainable development table and the one resulting from the blind
exercise with stakeholders. Explain way of consolidation.
The own SD and the blind exercise have been compared and analyzed by each indicator after the
stakeholder consultation meeting. The outcome results positive as the participants in the blind test
anticipated generally negative impacts through new upcoming industrial activities as usual. The majority of
the participants learned about the environmental and social improvements and performance of the project
activity.
There are two indicators different between blind test and own SD analysis. The first one is air quality, the
own SD scored “+” while the blind exercise gives “-” due to general negative anticipation of industrial
development referring environmental performance, based on experiences. Due to the project activity GHG
emission can be reduced. Planned mitigation measures will reduce impacts as well. The score of water
quality and quantity of the own SD matrix is “0” while the blind exercise is “+” due to the experienced and
reliability of the technology provider, ERDI, Chiagn Mai University. The stakeholders believe that the
technologies and activity constructed by ERDI will be benefit to people. As this is a wastewater treatment
project, the stakeholder perceive that the biogas technology is a better technology than open pond system
then the wastewater effluent should have higher quality thus effect positively to the water quality. However, in
this project, the effluent will be used in theire palm oil field in its own factory. There will be no discharge in the
receiving water. Thus no affect to neither water quality nor quantity. During the stakeholder consultation
meeting, information about project activity, technology and the mitiatigation plan has been explained to all
participants.
