Senior Engineer - Spectrum Management and Monitoring

The National Communications Authority (ANC) of Timor-Leste is seeking an experienced and
energetic technical professional in the following position:
Senior Engineer - Spectrum Management and Monitoring
This vacancy is open to both National and International applicants.
The senior engineer is to serve a line function within the ANC that includes spectrum
planning, licensing and monitoring as well as to support the team on other technical issues
on the above mentioned tasks.
The senior engineer should have at least 5 years work experience at manager/consultant
level and have qualification and a detailed working knowledge of the subject matter in the
respective field.
Contract Arrangements
The position will be offered as a 6- to 12- month contract to begin in March 2016. Further
extension may be offered subject to conditions. The successful applicant will work at the
ANC office in Dili Timor-Leste. If needed, visa assistance will be provided. Remuneration is to
be negotiated. Applicant is invited to indicate salary expectation. The ANC will provide office
space, use of personal computer and general office supplies, required for the position.
Key Responsibilities and Duties
The Senior Engineer will provide a range of services to the ANC that includes spectrum
planning, licensing and monitoring as well as to support the organization on other technical
issues including but not limited to the following:
1. Support the Technical Director for Sector Regulation in developing and implementing
policy plans and regulatory instruments;
2. Work with the spectrum engineers in radio spectrum planning and licensing;
3. Work with the spectrum engineers in radio spectrum monitoring;
4. Support and guide the junior engineers in tracking and resolving interference and
other issues;
5. Support and guide the spectrum engineers in detecting and identifying illegal
transmitters;
6. Support the use of performance measurement equipment and the operation of a
special-purpose monitoring vehicle;
7. To contribute in policy and regulation matters to ensure an improved regulatory
dispensation for the ANC.
