This regulation requires all those who supply and charge tenants
for heating or cooling through a district heat network or communal
heating system to implement metering and billing across the network.
The regulations apply whether users pay for heat directly or as part of
their rent or service charge.
Typically, energy consumption in heat networks will be measured
using an individual energy meter per final customer. In addition to
the main objective of reducing CO2 emissions from UK buildings, the
regulations will give consumers more control of their energy costs, set
minimum standards for billing of users in heat networks, and promote
better heat network management and efficiency.
