CLUB REGISTRATION INFORMATION MANUAL
2010/2011 Season
Introduction: This manual is designed to answer some of the questions Registrars may have as well
as to streamline the flow of information directed to the District Registrar.
LISA requests that all registration information be processed and provided to LISA through the
Soccer Registrar Program (SRP) or in a similar format to SRP such as an excel spreadsheet. Only
electronic formats will be accepted – please do not fax team lists to the office.

Team declaration and initial starting 11 team list (if we do not receive an initial list your team
will not be scheduled) – All 11 aside gold teams (U13-U18)

BCSA Transfer Deadlines

Team Declaration Forms:
Registrars do not necessarily deal with Team Declarations in all Clubs – please check with your
Executive if you are unsure.
LISA requires that each team be declared on an excel spreadsheet, which will be provided by the
office to each Club by the beginning of August.
If the declaration spreadsheet is submitted after the deadline, the team may have to sit out the
first round of play if the schedule has already been completed.

Team Lists





The accuracy of team lists is important, as they are the only record BCSA uses to insure players.
Each team list must be submitted on a separate sheet of paper.
All players should be assigned to a team (yes, Minis also).
Please try to make the Coaches and Managers easily identifiable from the players.
Submit Mini players in the age division in which they are playing (e.g. if a U6 girl is playing U7 Coed, submit her
registration in U7 coed)
 If using Soccer Registrar please use the “Divisional Team” report for all teams including minis.
Regardless of which program is used to create your team lists, the following information must be included:

Out of District, grandparented and transferred players:
Identify all out of district players to your Club and total at the bottom.
Please indicate if the player is a transfer, grandfather or coaching exemption (only 2009/2010 and earlier
coaching exemption will be accepted).
Total number of players (only) on the team: With approximately 9,000 players in the district, we
appreciate not having to hand count the number of players on each team.
Mini Teams: Recommended maximum 12 players /minimum 6 players

U11-12 Teams: Recommended maximum 14/minimum 8
U13-U16: maximum 18 players/minimum 11 players
U17-U18: maximum 20 players/minimum 11 players

Transfers/Grandfathers/Coaching Exemptions:
Transfers:
There is a maximum of one transfer per team for the three largest clubs, three transfers per team
for the four medium size clubs and five transfers per team for the three smallest clubs at the
U11-U18 teams.
Mini Teams (U10 and under) are still subject to the same transfer rule, however, a ratio
approach will be used so that these players may be distributed as seen fit by the club registrar.
For a “medium” size club the number of transfers will not exceed 25% of the total number of
players in a division. For example, if a Club has 60 mini players in a division their maximum
amount of transfers for that age group would be 15.
A player is a LISA transfer only if they live outside of your Club’s boundaries. If s/he moves to
a new team within your club after October 15th s/he becomes a BCSA transfer of which you are
only allowed three per team (regardless of whether you are a small, medium or large club). The
player would be a BCSA transfer even if they reside within your club boundaries.
The following exceptions apply:
Coaching Exemption: No form required.
If a parent of the player was the Head Coach of the team in season 2009/2010 and is designated
as such on the team list, they may receive a Coaching Exemption for that season only. This
player could be carried on a team that already has its allowed number of transfers and after
October 15th three BCSA transfers.
There are no new coaching exemptions as of season 2010/2011 and subsequent years forward.
Grand-parented Players: No form required
All existing grand-parented players do not needed to renew their status. If a player moves out of
your Club’s boundaries, they may become “grand-parented” to your Club as long as their
playing time for your Club is continuous. They must be identified on the team list so they can
be added to the database. New players who are siblings to existing “grand-parented” players
must also be identified on the team list.
Transfers Before and After October 15th:
Before October 15th: No form required
Any player who lives outside of your Club’s boundaries must be identified on their team list as a
transfer (or grand-parented). Each transfer must pay a $10 transfer fee to their Club. LISA will
bill the Club for transfers at the end of the season.

After October 15th:
Any new player after this date who lives outside of a Club’s boundaries must be identified as
such on a revised team list and must pay a $10 transfer fee to the Club. LISA will bill the Club
for transfers at the end of the season.
Any player who moves from team to team within a club (or to a new club) after October 15th is
considered a BCSA Transfer. The BCSA Transfer form and $10 fee payable to BCSA applies.
(Please do not send the BCSA transfer fee to LISA, send directly to BCSA on their approved
form).
Deadline for Transfers (including any player movement between teams) is January 15th.
Transitional Transfers:
A “transitional transfer” is a player who was a bona-fide transfer on a club team in season
2009/2010 (before the merger of CB and GHSA). We will use the example of Bays United:
Bays United under the new rules of 2010/2011 are allowed only one (1) transfer per team. Their
GGU14 team in 2009/2010 had 3 transfers on it and all the girls are returning to play in season
2010/2011.
The 2010/2011 team (who is now GGU15) has one (1) transfer and two (2) “transitional
transfers” on it. They cannot take any other player who is a transfer. In order for this team to be
able to bring on another transfer all three girls would have to leave the team.
In the 2011/2012 season one of the transferred girls from the 2009/2010 season (who are now
GGU16) decides she does not want to play soccer anymore. This team now has one (1) transfer
and one “transitional transfer” left. They are not able to take any other transferred player.
In the 2012/13 season (the team is now GGU17) both girls decide they do not want to play
soccer. The original 2009/2010 team now have zero transfers left and are able to sign three (3)
new transfers on it. Why three? Because at U17 and U18 a “large” club can have three
transfers at U17/U18, a medium club can have four (4) and a small club can have five (5).

Team Changes
ALL changes to teams must be reported to LISA. These would include:
 Team name changes
 Coaching/Manager changes (very important for Risk Management)
 Player changes (additions, transfers AND withdrawals)

Late Registrations
All players who register after the submission of your team lists by October 15th must submit a
“Late Registration” form to LISA along with a revised team list. This information is then sent
to BCSA to ensure that the player is covered by insurance. No fee is required. No proof of
birth need be attached but the Club must have that information on file for request at any time
from BCSA.
7.
Player Identification Cards
Player Identification Cards are only required when players will be playing out of District.
Generally, this would be near the end of the season after District cup play-downs.
Card stock for new cards and stickers for players who are reusing old cards are available from
the LISA office. The information must be complete on each card including the player
identification number. This number is generated automatically from the Soccer Registrar
Program or the following formula can be used:

There are three processes to an ID card:
1. Made up by the Club Registrar or designate.
2. Brought to the LISA for signature.
3. Laminated by the Club Registrar or designate.

Season Start-up Dates & Festivals:
The 2010/11 season will begin as follows:
September 11 and 12 - U13 – U18 Gold teams
September 18 and 19 - U13-U18 Silver teams

September 25 and 26 - U13-U18 League 3 and Super 7/Super 8 teams
October 2 - LISA League mini teams
Scheduled LISA Festivals and Cup play:
October 23 or 30, 2010 - District mini festival
November 6/7, 2010 - District Super 8 Festival
March 26/27, 2011 - District U12 Full Field Festival
April 9/10, 2011 - District Cup weekend
Tournament of Champions date and host tbd

Risk Management Policy:
All team officials must have their RM form “A” to the LISA office by October 15th. Any form
not received by this date will result in the official being immediately suspended until it is
received. Please refer to the BCSA website for their risk management policy www.bcsoccer.net
10.
International Clearance:
Any player who registers with your club from another country who is 11 years old or above
must have International Clearance. This is a FIFA rule not a Canadian rule. The IC form can be
found on the BCSA website at www.bcsoccer.net. Clearance takes approximately 3-4 weeks,
the player cannot participate in a league game until clearance has been given. Registrars should
send an electronic copy of the clearance papers to the LISA office upon receipt.
