obligations and the regulatory framework of our funding and government bodies.
The HR Advisor supports House with No Steps (HWNS) Vision, Mission and Values and has a
responsibility in offering advice in relation to the human resources in the Townsville region. The role is
accountable in contributing to the HR community and working cross-regionally to enhance the overall
capability of the organisation to support its clients.
Specific accountabilities which support the implementation of the HWNS Strategic Plan include:








Simplifying policies, processes and systems
Providing advise in relation to Enterprise Agreements, Awards and employment conditions
Coaching managers and team supports in people, performance and safety/injury management
Supporting recruitment for individual support roles
Maintaining workforce planning and retention practices
Investigating alternate employment models
Providing support for the development and growth of management and staff
Supporting initiatives in relation to change and organisational culture
OPERATIONAL OUTCOMES AND ACCOUNTABILITIES:
Engage and support Workforce planning practices, recruitment and selection,
performance review and management, workers compensation/injury
management/WHS, risk management, industrial relations, learning and
development and reporting.
 Liaise with business managers and community services managers to
identify current and future recruitment needs.
 Assist managers in identification of internal candidates for
promotion/transfer.
 Advise and support in relation to job design and creation of position
descriptions.
 Develop and implement recruitment strategies and analyse existing
strategies to ensure an effective workforce.
 Market salary analysis, negotiating and communication of salary and other
conditions.
 Support the implementation of recruitment best practice including
participation on interview panels.
 Co-ordinate/facilitate organisational induction and orientation programs.
 Assist in the development and implementation of organisation’s
competency framework.
 Provide support and advice to management in relation to performance
management.

Assist managers in developing staff by identifying and sourcing development needs through
communications with managers and the HWNS Learning and Development team.
Deliver operational support and guidance to managers on staff relations/counseling, performance
management and compliance.
Effectively manage and support members of the Human Resources team that report to you.
Support the implementation of effective employment relations policies, procedures and practices.
Co-ordination of the HWNS rewards and recognition program.
Ensure compliance and promote the implementation of safety programs, by liaising with managers
and Quality Risk and Safety Advisors.
Communicate procedures for workplace injuries and ensure timely reporting of injuries.
RTW co-ordination and case conferencing for injured workers, including liaising with claims agent,
accredited rehabilitation providers and medical practitioners.
Attend case conferences and ensure early intervention.
Monitor and analyse claims to ensure efficiency in premium calculations.
Contribute to the corporate risk management program.
Identify and manage risks in the HR domain.
Provide comprehensive, accurate and practical guidance on employee relations/ industrial relations
matters.
Provide comprehensive, accurate advice to managers, staff and employees in relation to HWNS
policies and procedures.
Develop HWNS policies and procedures as required.
Support the development and implementation of relevant industrial instruments and policies.
Support training programs, including assisting in identifying learning and development needs within
the region and co-ordination of training activities.
Participate in learning and development opportunities.
Contribute to the presentation of some programs where specialist HR input is valuable.
Deliver corporate induction program to new employees of HWNS.
Informal training through participation in relevant management and team meetings.

 Extensive generalist HR experience including Workers’ Compensation, WHS and EEO

Desirable
 Tertiary qualifications in Human Resource Management
 Return to Work Coordinator Certification
 Previous experience working in the community services sector
 Recent training delivery experience
 Current Drivers Licence/ability to travel to office locations with Townsville
