Telecommunications (Carrier Licence Charges) Act 1997
The AUSTRALIAN COMMUNICATIONS AND MEDIA AUTHORITY makes this
Determination under subsection 14(1) of the Telecommunications (Carrier Licence
Charges) Act 1997.

Name of Determination
This Determination is the Telecommunications (Annual Carrier Licence
Charge) Determination 2009.

Commencement
This Determination commences on the day after it is registered.

Definitions
In this Determination:
Act means the Telecommunications (Carrier Licence Charges) Act 1997.
carrier licence charge means charge within the meaning of Part 3 of the
Act.

Method of ascertaining carrier licence charge
The amount of carrier licence charge imposed on a carrier licence in force at
the beginning of the financial year that began on 1 July 2008, in relation to a
carrier mentioned in an item in Schedule 1, is ascertained using the formula:

where:
MFC (minimum fixed charge) is $290.
MCA (maximum charge amount) is $36,440,655 being the total sum of the
amounts determined under subsection 15(1) of the Act.
OTC (other telecommunications charge) is $232,695.
.Note The other telecommunications charge is the proportion of ACMA’s costs for the
2007–2008 financial year that:
(a) is attributable to ACMA’s telecommunications functions and powers; and
(b) will be recovered from telecommunications charges other than carrier licence charges.
The proportion of ACMA’s costs for the 2007–2008 financial year that is attributable to
ACMA’s telecommunications functions and powers is $23,053,329— see the
Telecommunications (Costs Attributable to Telecommunications Functions and Powers)
Determination 2009.
TNC (total number of carriers) is 172.
Note The total number of carriers is the total number of carriers mentioned in
Schedule 1.
ER (eligible revenue), for the carrier, is the amount mentioned in the item in
Schedule 1.
Note Eligible revenue, for a carrier, is the carrier’s eligible revenue for the 2007–2008
financial year as assessed by ACMA under subsection 20F (1) of the Telecommunications
(Consumer Protection and Service Standards) Act 1999.
TER (total eligible revenue) is $26,815,174,537.
Note Total eligible revenue is the sum of the eligible revenue for the 2007–2008 financial
year for each carrier mentioned in Schedule 1.
