JOB PROFILE Position # 00101418 TITLE: TECHNICAL INVESTIGATOR, CERTIFICATION & GAME INTEGRITY CLASSIFICATION: R-21 MINISTRY: FINANCE WORK UNIT: GAMING POLICY AND ENFORCEMENT SUPERVISOR TITLE: DIRECTOR LEVEL SUPERVISOR POSITION #: 00087002 PROGRAM The Gaming Policy and Enforcement Branch (GPEB) regulates all gaming in British Columbia and ensures the integrity of companies, people and gaming supplies (equipment) involved in the gaming industry. This includes regulatory oversight of the British Columbia Lottery Corporation (BCLC) (which conducts and manages lotteries, casinos, community gaming centres and commercial bingo halls), BC’s horseracing industry, and licensed gaming events. The branch also manages responsible and problem gaming programs and distributes gaming funds to community organizations and other recipients. JOB OVERVIEW This Technical Investigator is regarded as an expert in evaluating and investigating certification requests, including those involving highly interconnected systems running in a network environment. In addition to the certification requests, the position is responsible for conducting inspections, investigations, and evaluations and developing technical policies and procedures. This work is done in order to satisfy provincial regulatory standards and assure government and the general public that all new and existing gaming products in the province meet the highest possible standards of technical integrity and control. ACCOUNTABILITIES Reviewing and evaluating independent test laboratory reports to ensure compliance with BC’s regulatory standards; initiating further investigations or following up with the manufacturer as required. Reviewing and evaluating new system implementations and proposed programs or initiatives involving technology to ensure that the technical integrity of the system meets or exceeds BC’s regulatory standards. Conducting research to assess and identifying new trends or vulnerabilities in the areas of mobile and e-gaming. Consulting with manufacturers to determine the various security protection features, and that the supply, delivery and installation processes used, meet or exceed provincial regulatory standards. Assisting the Director, Corporate Registration in determining how technologies will interact and what, if any, impact they will have on the integrity of games or gaming systems. Assisting the Director, Corporate Registration in determining if new projects or initiatives involving technology will involve player personal information. Date: August 7, 2015 Recommending to the Director the issuance, refusal, denial, suspension or revocation of approval for gaming supplies or systems. Conducting inspections and audits for gaming supplies and systems in BC’s gaming industry for manufacturers and BCLC to ensure compliance with provincial requirements. Conducting regular inspections of randomly selected gaming devices, slot machines, security operations and internet gaming systems. o Examining gaming supplies for technical and mechanical integrity to confirm they have not been tampered with and are not susceptible to cheating methods; investigating and researching any irregularities or issues discovered; immediately removing from service altered or malfunctioning gaming supplies which may include securing those gaming supplies as evidence for criminal investigation. o Checking existing gaming supplies or systems to determine that it has been certified, interim certified or revoked by GPEB; ensuring a high standard of security over electronic gaming by confirming all new technology based products introduced by BC Lottery Corporation meet the highest possible standards of integrity and control. Evaluating quality assurance processes for gaming supplies and systems certification requests by collaborating with similar gaming regulatory bodies, nationally and internationally to determine acceptable standards of regulation (e.g. online gaming over the Internet); assesses the quality of BCLC internal processes to ensure gaming supplies function with internal operating systems (e.g., cash management systems, slot management systems); determines what previous testing has been done; initiates independent lab tests to satisfy provincial standards. Conducting independent investigations into gaming supplies and system malfunctions; determining if appropriate corrective action has been taken for isolated incidents or suspending/revoking the registration for all similar equipment across the province (e.g., a particular type of slot machine may be found to have a system chip malfunction that affects its integrity). Provides assistance to the Director in developing systems and establishing technical integrity policies relating to the certification, inspection, quality assurance and investigation processes: Providing recommendations to the Director or the Investigation Division regarding potentially sensitive issues involving technical integrity, and providing report and testimony during hearings or appeals. Maintaining an official register of all gaming supplies and determining what information may be released as per the Freedom of Information and Protection of Privacy Act. Recommending suspensions, sanctions or penalties for use of unauthorized (non-compliant) equipment, or use of equipment in an unauthorized manner by a service provider (i.e.: casino, bingo or community gaming centre operators). Interacting with other Investigators within the Branch and law enforcement agencies in the regions on confidential projects and provides technical support. Preserving evidence obtained in a manner acceptable to the courts, prepares documents required for criminal code and regulatory prosecutions cases and testifies at administrative hearings and criminal court proceedings. Providing expert testimony on the slot machine functionality for court purposes in relation to fraud or cheating methods. Date: August 7, 2015 JOB REQUIREMENTS Knowledge, skills and abilities required must include: Relevant degree or diploma in computer science, information systems, gaming technology or a similar field AND a minimum of three years’ experience planning, initiating and managing technical inspections/investigations, OR A minimum of five years’ experience in technical inspection/investigations AND one year of relevant post-secondary coursework in computer science, information systems, gaming technology or a similar field OR, An equivalent combination of training, education and experience. Preference will be given to candidates who qualify for Special Provincial Constable status under the Police Act. Ability to identify and analyze complex highly technical issues, arguments and evidence and reach sound and balanced judgements, with input as required. Knowledge of investigative procedures including planning, execution and preservation of evidence. A high degree of tact and diplomacy. Representing the organization and developing effective working relationships with key internal and external contacts. Experience in the areas of quality control, investigations, evidence handling, and evaluation in a law enforcement or regulatory environment. Experience working with highly confidential and personally sensitive matters and information in law enforcement or regulatory environment, including being under the scrutiny of elected officials, both provincial and federal. A comprehensive understanding of and the proven ability to apply the principles of administrative fairness and natural justice. Superior written, verbal and presentation communication skills. Valid class 5 BC driver’s licence. Valid Canadian passport. Must be willing to work irregular and prolonged hours. Must be willing to travel to other parts of the province, Canada or internationally.
