Melbourne RFC Disciplinary Procedure
Aim
To ensure the highest level of discipline throughout Melbourne RFC at all levels which will
maintain Melbourne RFC as an excellent club to play rugby for and against.
Melbourne RFC takes discipline very seriously and will not tolerate inappropriate behaviour
on or off the field.
In the event of a player being sent off (red card), Melbourne RFC guidelines are as follows:

Team captains or managers must report all red cards, yellow cards and disciplinary
incidents to a member of the disciplinary panel before end of the day after the
incident.

Inform the Discipline Secretary of NLD Rugby (of the sending off within 72 hours of
the event.

Supply the following information to the Discipline Secretary of NLD Rugby

Player’s RFU Registration No. where player is registered by the Club.

At the earliest possible date, hold a meeting, as appropriate, of the Club's own
disciplinary panel.. The meeting must consider the sending off and come to a
decision on any sanction required.

For the senior club, the disciplinary committee will consist of a minimum of 3 of the
following - Chairman, President, Players Representative and Team Captain

For the Mini & Junior section the committee will consist of a minimum of 3 of the
following - M&J Chairman, Secretary, Welfare Officer, Team Head Coach, A parent.

The relevant school will be informed of any red card received by a Mini and Junior
whilst playing for Melbourne RFC.

Send a report of the outcome of this meeting to the Disciplinary Secretary of NLD
Rugby. The report should contain

Senior players will also be required to attend a formal hearing of the NLD Disciplinary
Panel for all Red card offences. Players will be expected to attend in shirt and club tie
and will be accompanied by a Committee member

M&J players will not be required to attend such a hearing but the Club must supply a
report of the meeting and notify the Discipline Secretary of NLD Rugby of the
outcome of the Club’s discipline meeting.

Any decisions on sanctions by Clubs should be based on the recommended
sanctions laid out in the RFU Annual Handbook. Players should only be sanctioned if
they are considered to be guilty of the offence. Clubs are encouraged to come to the
correct decision.

All suspensions, counted in weeks, will be immediate from date of meeting unless
stated otherwise.

Any senior player is responsible for any fees incurred.
ADDITIONAL INFORMATION
A Referee’s report arrives and is circulated to disciplinary committee and the player.
It is important that the player inspects or receives a copy of the Referee's Sending-off
form in advance of the hearing, that he knows of the facts and his rights and is warned to
have available any evidence that he may wish to call. If the Club Secretary has sent the
player's name and address within sensible time, the player may be invited separately.
However he will normally be addressed through his Club so that they are aware of all
details.
The RFU regulations state that a player may challenge the referee’s report ONLY if he
has requested the presence of the referee at the hearing (whether the referee is able to
attend, or not). The referee’s presence must be requested with enough lead time to invite
him.
Any written evidence must be provided in advance of the hearing.

There are administrative charges for all cases involving a Red card. Any charges unpaid
will lead to further sanctions against the player and/or Club Committee.
