11 Firms pre-qualify to submit bids for 2x50MW solar PV power plants in Zambia
Lusaka, ZAMBIA – The Industrial Development Corporation Zambia Limited (IDC) has
pre-qualified 11 bidders to develop the initial 2x50MW Utility-Scale Solar Photovoltaic IPP
Projects under Round 1 of the 600MW Scaling Solar Project announced and launched earlier
this year. The prequalification follows a competitive RFQ process that ran from 05 October
2015 to 13 November 2015, in which a total of 48 applications were received.
The evaluation of bids was conducted by an evaluation committee comprising of members
drawn from the Zambia Development Agency, ZESCO, Rural Electrification Authority,
Engineering Institution of Zambia and IDC. The evaluation process involved a three-stage
appraisal system with technical, financial, and legal requirements being evaluated
respectively.
Background
Following the severe energy crisis in Zambia in 2015 on account of low water levels for
adequate hydro power generation, His Excellency, Mr. Edgar Chagwa Lungu, President of
the Republic of Zambia, in his capacity as Chairman of the Board of Directors, directed the
IDC to target the immediate development and procurement of up to 600MW of solar PV
power into the national grid as a matter of priority and urgency.
Scaling Solar
Scaling Solar is the World Bank Group’s open, competitive and transparent procurement
model that facilitates the rapid development of privately owned, utility-scale solar PV
projects in sub-Saharan Africa. Through the Scaling Solar initiative, the International Finance
Corporation (IFC) offers a one-stop-shop solution and package of advisory services, template
contracts, financing, guarantees and insurance, drawn from across the World Bank Group to
help governments and utilities procure solar power transparently, competitively and at the
lowest possible cost.
Successful Pre-qualified Bidders under Round 1 of the Zambia Scaling Solar Program
The following 11 firms / entities have been pre - qualified by the IDC to participate in the
Request for Proposals (RFP) to develop the first ever grid connected solar PV power plants in
Zambia consisting of 2 x 50MW plants to be located in the Lusaka South - Multi Facility
Economic Zone.

The RFP bidding process is expected to open sometime in January 2016.
It is envisaged that IDC will also announce timings for Round 2 of the 600MW Scaling Solar
Program after the RFP for Round 1 is opened.
