How Universal Spectrum Access Works for TV White Spaces

$mart Money in White Spaces
What is TV White Space?
• Result of the Digital Transition
• Compression of TV channels 2-69 (From
24MHz > 240MHz across the US)
• Rules a bit complex, but worth the effort
• Now available on an unlicensed basis to
consumers for broadband applications
similar to WiFi
• Much lower frequency than current WiFi
• Better propagation over geography & line
of sight
What is New About TVWS?
• A new concept in spectrum allocation and access
• Previously, most spectrum allocated on an exclusive basis
• TVWS - a new model for spectrum availability:
– No nationwide contiguous channel footprint
– TVWS Devices will regularly check availability with a database
– A similar approach has been used for outdoor 5GHz
deployments (www.spectrumbridge.com/udia)
– Expect similar spectrum sharing approaches to be used to free
up additional bandwidth for wireless devices in other bands
• Today, the FCC leads the world… in this innovative
approach The rest of the world is likely to adopt similar
rules making TV White Space devices available worldwide.
Why TV White Space?
Improvements of 2X to 3X over
existing options
In indoor applications the improvement in
propagation through walls with the
additional spectrum that has been made
available should produce a 2-3X range
improvement over existing 2.4GHz WiFi
solutions.

For outdoor deployments
VHF and UHF spectrum will
provide up to 5 times the
coverage of solutions
deployed at 2.4GHz.

TVWS Availability
Rolling up all the “White Space” creates a nationwide footprint
Note: Available
White Space is not
the same as useable
White Space.
TVWS Databases
• This database maintains current status of all protected
TV band users.
• FCC rules require
TVWS devices obtain
a list of available
channels (based on
location) from an
Internet-based TVWS
database admin.
TVWS Status
• The FCC has completed the rule making process
and recently announced the TVWS Database
administrators on January 26, 2011.
• Open for Business - Based on FCC Certification
• Numerous plans are in place to begin commercial
deployment
• Spectrum Bridge will continue to deploy trials in
2011
– International arena to make TVWS a global opportunity
– Currently, high power networks being deployed
– Focus in US moving toward low power solutions

TV White Spaces Moving Forward
• At CES, FCC Chairman Genachowski said
“Conservatively, the forecast is for a 35X increase in
wireless broadband traffic over the next 5 years.”
• TVWS will be included the next generation of WiFi.
• Carriers will use TVWS to offload data traffic from
their networks.
• Proliferation of TVWS devices will grow significantly.
• Radio suppliers are currently receiving orders in the
thousands for white space radios.
What’s Next?
• Database managed networks developing quickly
• Spectrum efficiency increased dramatically
• Spectrum aggregation across bands inevitable
