It can safely be argued that the level of knowledge is satisfactory, with the ability to distinguish the
concepts and each stands to achieve.
It is encouraging to note that the attitude is clearly positive.
However, it is discomforting to note that the concepts are perceived to be mainly focused
on ‘cost factors’. Clearly this necessitates further training.
While municipality recognizes the need to develop business plans, it is worrying that
consultants are used.
There are definite shortages in terms of adequacy of personnel and or involvement of other
directorates in the planning process
While skills exist within the municipality, the inadequacy of personnel significantly
impacts on the ability of skilled staff to focus on this concepts.
