MEETING MINUTES

A Regular Meeting of the Monroe County Economic Development Corporation was
held at the Monroe Bank & Trust Headquarters, 10 Washington Street, Monroe,
Michigan 48161 on Tuesday, September 13, 2016. Chairman Oberleiter called the
meeting to order at 8:00 a.m.
Roll call by Clerk as follows:
PRESENT:
Barry Buschmann, Kim Comerzan, Tim Lake, Scot Laskey, Randy Mielnik,
Julie Hindall, Tracy Oberleiter and Mike Baker
ABSENT:
Tom Allen, Dan Minton, John Patterson, Gary Wilmoth, Jason Turner (all
excused)
A quorum being present, the Committee proceeded to conduct business.

APPROVAL OF AGENDA
Motion by Randy Mielnik to approve agenda for September 13, 2016 as presented,
supported by Kim Comerzan.
Motion carried.

APPROVAL OF MINUTES (06/14/2016 – Regular Meeting)
Motion by Barry Buschmann to approve the minutes of the June 14, 2016 meeting as
presented and waive the reading thereof, supported by Julie Hindall

update on the Developer’s Streamlining Guide

 Jazz Festival and Labor Day BBQ were both successful and well attended
and Outstanding impact to the community
4. Monroe County Inc. MPACT Show Update—Tracy Oberleiter
 July 7, 2016 Show #16. Show guests included Tim Lake, President of
MCBDC, (I-75 Corridor & Gordie Howe Bridge Study update), Keith
Masserant, President of Mid American Group, Inc. (Commercial Drones)
and Roger Homrich, Jr., Real Estate Developer (Monroe Downtown
Gateway Building Project). On the County website.
5. I-75 Corridor Project update—Tim Lake
 June 30, 2016 Stakeholders meeting
 Broker Developers gave input on sites
 Potential industrial sites
 Tourism to come
 Business community—all industry based
o Location is very important
o Need access to move people back and forth to get to work
 Lots of meetings needed to get the right pieces of property
 Extended into Bedford area which is close to Jeep/Fiat/Chrysler facility
 Next meeting is September 29, 2016 of the management team to go over
what is going on
 September 29, 2016, “Focus on the Future” meeting at 5:00-7:30 p.m. with
Andrew Doctoroff with the latest information on the Gordie Howe
International Bridge and other initiatives affecting the community.
6. Soybean Project update—Tim Lake
 Poggemeyer Design Group helping with study; 3/4 finished
 Still lots of unanswered questions
o Demand for soybean meal
o Transportations costs
o Demand for food grade oils
o Who will be enticed to build a facility?

Need updated studies from MSU
Should be good return on investment
Per Randy Mielnik, 90% of soybean meal is being sent out for processing;
Why not keep it here in Michigan?
Proposed hog processing plant in Coldwater, MI should open next year;
10,000 hogs per day will be processed there; creates jobs for 800 employees
State of MI very interested in Ag processing here in the state
7. June 16, 2016 Downtown Monroe Resource Fair report—Tracy Oberleiter
o Trying to showcase financing and grant opportunities for property owners
here in downtown Monroe
o Downtown is being revitalized
8. June 23, 2016 Michigan Works Open House report—Julie Hindall
 Open house went well
 Scaled back to 2400 square feet
 Can host hiring events and training events at no cost
 Very flexible space now
9. June 29, 2016 Innovation & Entrepreneurship Action Board Meeting at MCCC—

o Barry Kinsey was informed that he will be in charge of September 28, 2016

10. August 18, 2016 Consumers Energy Steering Committee update—Tim Lake
 Consumers Energy closing down
 RFP for sale of properties
 Cobb & Whiting sites will be purchased
 Final approval in November
 Final sale in January
 Committee excited to work with new owner
 Next step for the County is to engage the new owner
 Target site in I-75 Corridor; 100-150 acres possibly

Special Presentation by Tracy Oberleiter—
 Tribute to Julie Hindall who is resigning from her job at the MCETD and
moving to Alabama. She will be working at the West Alabama Chamber of
Commerce. Julie was given a certificate of appreciation and gift basket as
appreciation for her work in the County and the EDC.
