EXPLANATION APPLICATION FORM FOR AN EXPORT CERTIFICATE

Ctgb can, as authorisation authority of plant protection products and biocides in the
Netherlands, upon request of an exporter issue an ‘export certificate’ to companies for the
benefit of the export to their clients in other countries. An export certificate is a certificate in
which Ctgb confirms that the given plant protection product or biocide is authorised or
registered for the given field(s) of use pursuant to the Plant Protection Products and Biocides
Act and that the particular plant protection product or biocide may be traded freely in the
Netherlands for those fields of use.
The certificate serves to stimulate free trade.
The European internal market is based on the free movement of goods, persons, services
and capital. In principle, no export certificate will be granted (pursuant to the Treaty of Rome
– free trade) for products intended to be traded to a different Member State of the European
Union or the European Free Trade Association (EFTA) participating in the European
Economic Area (EEA). No export certificates will therefore be issued for:
- EU: Belgium, Cyprus, Denmark, Germany, Estonia, Finland, France, Greece, Hungary,
Ireland, Italy, Latvia, Lithuania, Luxemburg, Malta, Austria, Poland, Portugal, Slovenia,
Slovakia, Spain, Czech Republic, United Kingdom, Sweden, Rumania and Bulgaria.
- EEA: Liechtenstein, Norway and Iceland.
Ctgb is nevertheless still receiving requests for an export certificate in support of the export
of a plant protection product or biocide to a country mentioned above. To avoid unnecessary
restrictions on free trade, the name of the importing country will not be stated in the export
certificate but the certificate will be headed “to whom it may concern”.
Ctgb issues the export certificate to the company that exports the plant protection product or
biocide to the other country (the exporter). The certificate can be provided in English, French
or Spanish.
The export certificate can be requested from the Ctgb. The application form can be obtained
from the Ctgb. The request can be submitted by mail or electronically ([email protected]). This
costs of an export certificate have been laid down in the Tariff Decree of the Ctgb. The Tariff
Decree applicable in the year in which the request for an export certificate is submitted
should be consulted for the correct tariff.
The export and import of products may come under (strict) conditions and may require many
documents. One of the documents may be an export certificate of the Ctgb holding
information about a biocide or plant protection product authorised pursuant to the Plant
Protection Products and Biocides Act. For more information about international trade,
