REGULAR BOARD MEETING
MONDAY, NOVEMBER 21, 2011
The Board of County Commissioners in and for Wakulla County, Florida met for a regular scheduled Board
Meeting on Monday, November 21, 2011 with Chairman Mike Stewart presiding. Present were Commissioners
Brock, Artz, Merritt, and Moore. Also, present were County Administrator David Edwards, County Attorney
Heather Encinosa and Deputy Clerk Evelyn Evans.
Invocation and Pledge of Allegiance led by Commissioner Stewart
Swearing-In Ceremony of Chairman and Vice Chairman for 2011/2012 – Judge Jill Walker
Judge Walker administered the Oath of Office as Vice Chairman to Commissioner Merritt and administered the
Oath of Office as Chairman to Commissioner Brock.
Seating arrangements were changed at this time with Chairman Brock and Vice Chairman Merritt taking their
perspective places on the Dias.

Commissioner Merritt moved to approve to conduct the Public Hearing and adopt the proposed Ordinance
adjusting the Boundary Lines for the Wakulla County Board of County Commissioners. Second by
Commissioner Artz and the motion carried unanimously, 5/0.

The boundary lines of District One are as follows: Beginning at the intersection of Wakulla Springs Road and

Commissioner Artz announced Tuesday, November 22, 2011 is the Community Thanksgiving at the Wakulla

Request Board Approval of a Proposed Resolution Amending Resolution #11-15 Relating to the Wakulla
County Audit Committee
Commissioner Moore moved to approve a Resolution amending Resolution 11-15 to include re-establishing the
Budget and Finance Committee that will meet monthly and consist of the Clerk or his designee, the County
Administrator and a Commissioner. The Budget and Finance Committee will report their findings to the Audit
Committee. The Audit Committee meets quarterly and they will bring their recommendations to the Board on a
quarterly basis. Second by Commissioner Stewart and the motion carried unanimously, 5/0.
15. COMMISSIONER MERRITT
a. Request to Change Speed Limit on Hwy. 61
This item has been pulled from the Agenda to a future date
16. COMMISSIONER ARTZ
(CD5:49) a. Community Board for the Community Center
Commissioner Artz moved to approve establishing an Informal Advisory Committee to review and provide
input on the MOU. The Committee will consist of an appointee from the Senior Citizens, Wakulla County
Youth, IFAS, Wakulla County School, and a County Commission appointee. Staff direction is to bring a
proposed Ordinance back at a future date, regarding the establishment of a Community Board of Directors for
the Wakulla County Community Center. Second by Commissioner Merritt and the motion carried
unanimously, 5/0.
(CD6:01) b. Resolution Regarding State's Water Management System
Commissioner Artz moved to approve the Resolution supporting the continuance of Florida’s longstanding,
decentralized approach to managing our State’s water resources. Second by Commissioner Stewart and the
motion carried unanimously, 5/0.
(CD6:07) c. Community Planning Assistance Team (CPAT) Application
Commissioner Artz moved to approve submitting two applications to APA for community design assistance,
one for Wakulla Gardens and one for Medart and further authorize the payment of two $50 application fees
($100) to APA. Second by Commissioner Merritt with Commissioners Artz, Brock, Merritt, and Stewart in
favor, Commissioner Moore opposed, and the motion carried, 4/1.
(CD6:17) d. Letter of Support for LEED-ND Application
Commissioner Artz moved to approve a letter of support with the Chairman’s signature to accompany Wakulla
County’s application for Sustainable Design Assistance for Crawfordville. Second by Commissioner Merritt
and the motion carried unanimously, 5/0.

(CD6:19) 17. Request Board Direction Regarding an Appeal of the Department of Economic Opportunity’s
Denial of the County’s FFY 2011 Florida Small Cities CDBG Grant Application

Commissioner Merritt moved to approve the County Attorney to file a Petition for an Administrative Hearing to
appeal the Department of Economic Opportunity’s Denial of the County’s FFY 2011 Florida Small Cities
CDBG Grant Application. Second by Commissioner Artz and the motion carried unanimously, 5/0.
CITIZENS TO BE HEARD
(CD6:26) 1. Howard Kessler – Meeting on November 29, 2011 regarding use of alcohol in public buildings.
This meeting is pertaining to the proposed revisions to the County’s Special Events Ordinances. Extending a
Happy Thanksgiving to everyone and CCOW will not be holding a business meeting this month
(CD6:29) 2. Steve Fultz – Expressed his sincere optimism about changes that have been made in the past few
months and the direction he sees the County going
(CD6:31) 3. Bob Danzey – Increasing the Speed limit on Highway 61 and would like to see Sopchoppy and St.
Marks added back as representatives on the Planning Commission
COUNTY ADMINISTRATOR - 0
DISCUSSION ISSUES BY COMMISSIONERS
(CD6:32) Commissioner Merritt
a. Planning to speak with DOT about Landscape Islands on 319
b. He spoke with Ralph at Waste Pro regarding the number of abandoned households in the County where a
garbage can is never picked up. This is a long-term item, but maybe some point in the future, look into
reducing costs for that abandoned household.

a. Expressed his appreciation for the opportunity to serve as Chair for 2011/2012
(CD6:35) Commissioner Moore
a. Recognized Mr. Strickland with Talquin and expressed his appreciation for his attendance at the meeting
b. Garbage Cans - Calls from citizens living 2000 feet from the roadway and he suggested that they could attach
a rope to the can and drop it down over the trailer hitch and pull the can out to the road. He did caution that
they stop and remove the can from the hitch at the road.
