• Charter school originally chartered by Wheatland School
District in 2001
• Authorized by EGUSD in 2006 and renewed by EGUSD
as the new authorizer in 2011
• Serves 457 students in grades K-8 at two Elk Grove
campuses

Measure of Pupil Performance
Charter schools seeking renewal shall meet at least one of the
following:
1. Attained API growth target in prior year or in 2 of the last 3
years schoolwide and for all subgroups
2. Ranked in deciles 4-10 on API in prior year or in 2 of last 3
years
3. Ranked in deciles 4-10 on API for a demographically
comparable school in the prior year or 2 of last 3 years
4. Authorizer determines that the academic performance is at
least equal to the public schools that pupils would have been
required to attend, as well as the performance of district
schools
CMP-EG fulfills this requirement by complying with measures
1 and 2.

Critical Criteria for Renewal
• Is the academic program a success?
• Is the school organization effectively led and managed?
• Is the school being operated prudently and meeting all
regulatory requirements?
• Is the school faithful to the terms of its charter and MOU?
• Does the renewal proposal for the next five years address
the required 16 elements, supplemental information,
affirmations and assurances?
CMP-EG meets the first 4 criteria. EGUSD has identified
the need for corrective action in order to improve
performance against one of the 16 elements.

Requested Corrective Action
Develop a plan to ensure enrollment of a student
population that is reflective of the racial and ethnic balance
of the EGUSD community
• Current status exhibits disproportionality in the enrollment
of white, African-American, Asian, English learner and
economically disadvantaged students
• Generic recruitment strategies and enrollment
preferences may impede opportunities to recruit a
population reflective of the EGUSD community

Initial Corrective Action Plan
• CMP-EG has identified a number of promotional and
community outreach tactics, including marketing in White
Hmong, Green Hmong, Spanish, and Vietnamese,
participating in a variety of community events and building
new relationships with local preschools.
• EGUSD will identify a goal for ethnically and racially
balanced enrollment based on community demographic
data.
• The agencies will negotiate annual growth targets.
• Performance toward the goal will be evaluated during
annual reviews by EGUSD.

Recommendation for action
• Based on findings of fact, staff recommend that the Board
take action to approve the CMP-EG renewal petition.
• If the Board acts to approve, it also will be asked to
approve an MOU defining operational agreements
between EGUSD and CMP at its April 5 meeting.
