a. OVERALL PURPOSE OF THE ROLE: Defines the role, put simply, why it exists.
The overall purpose of the role is to: Investigate complaints against members of Thames Valley
Police recorded within the provisions of Part IV of the Police Act 2002, and also criminal
allegations against members of Thames Valley Police and matters of misconduct.
b. KEY ACCOUNTABILITY AREAS: Define the important aspect of the role for which the job
holder is responsible for results or outcomes.
The key result areas in the role are as follows:
1. Conduct investigations in line with the investigative strategy as set by the Senior Investigating
officer, including, but not limited to, securing and preserving evidence, conducting interviews of
police officers or staff who may be subject of allegations, preparation and submission of required
paperwork.
2. Set and deliver the investigative strategy on behalf of the appropriate authority in relation to
allocated complaints or crime or misconduct investigations, completing investigative actions in
order for the authority appropriate to fulfil their requirements under the Police Reform Act 2003.
3. Present cases and represent the appropriate authority at Misconduct Meetings in order to assist
the chair to consider the evidence and come to a determination as to whether there is a case to
answer.
4. Consult with, as well as provide advice and support to internal and external partners, e.g. other
areas of TVP, IPCC, CPS, Police Federation and Unison on matters of police misconduct in order to
support the organisation and manage matters of misconduct at an appropriate level whilst allowing
other partners to fulfil their responsibilities.
5. Attend court to give evidence in relation to complaints that are subject to judicial proceedings
and attend Misconduct Hearings in support of the appropriate authority. Ensure the smooth
management of the complaints & misconduct processes and provide relevant information to those
required to make determinations.
6. Represent the Senior Investigating Officer on major enquiries, including out of force enquiries;
undertake investigative activities as directed, update investigative logs, prepare and deliver
briefing documents and prepare and submit files/reports in accordance with the Police Reform Act
2002 and IPCC Statutory Guidance.

of Professional Behaviour and legislation covering Police Conduct. Provide expert advice to officers
and staff at all levels of the organisation and provide training relating to the Code of Ethics, the
Standards of Professional Behaviour and the work of Professional Standards in order to support
the educational and preventative responsibilities of the Professional Standards Department.

authority to make financial decisions or commit other resources.

The role should be seen as one that manages the professional reputation of Thames Valley Police

legislation, but also that they maintain their knowledge in order to provide specialist advice to
other members of TVP. As such they will be expected to influence upwards and outwards beyond
their authority, to all ranks and roles within TVP and in key partner agencies.
The post holder will be expected to manage investigations that have been assessed as either
criminal / misconduct or gross misconduct. Such investigations can expect the highest level of
scrutiny, either through court or misconduct processes but also judicial review. These
investigations may have significant consequences for the officers / staff subject to the allegation
but also to the professional reputation of TVP. The volume is seasonal and investigations will vary in
complexity, so it is difficult to express this as a number.
The post holder is expected to work force-wide with minimal supervision, as well as provide on call,
with an expectation that they can attend a location anywhere in the force area within 3 hours if
required. They will be expected to provide specialist advice DW RWKHUV· UHTXHVW DQG RQ RZQ
initiative) to all ranks from first line supervisors to gold commanders and demonstrate the ability
to make sound decisions and assess risk. The post holder will have the authority to request either
PSD resources or specialist support from other areas of the force.
Due to the nature of the role; the sensitivity of the information to which post holders have access,
the reputational risk to the organisation if any suspicions may be raised in relation to the conduct
or motivation of staff in these posts, and the requirement that staff performing these roles will
be capable of withstanding the closest scrutiny of their conduct and behaviour, the post holders
will be subject to a higher level of vetting.
This role carries designated powers so that the post holder may arrest, detain and question
individuals as part of their investigations.
The higher linked grade will be accessed by successful completion of the ICIDP process and PiP2
accreditation along with completion of additional courses such as Tier 3 Suspect / Witness /
SCAIDIP where the requirement is to be PiP2 prior to attendance.

Additional Comments: *Staff will be expected to attend and pass the Initial Crime Investigators
Development Portfolio recognising the professionalism and complexity of misconduct investigations.
This requires attaining a pass in the National Investigators Exam followed by a course and
completion of a development portfolio.
