Rural Strathcona County Boundary Review
Elk Island Public Schools
Purpose
● To ensure our rural EIPS Strathcona County
schools are being well utilized.
● To create transportation efficiencies (number of
buses, bus capacity, and ride times) where
possible.

Working Assumptions
●
Recommendations brought to the Board will not
increase the division’s operating costs.
●
Board approved recommendations resulting from this
project will be implemented September 2014.
●
EIPS encourage families to enroll their children at their
designated school as all schools in the division provide
quality educational programming.
●
Through the boundary exemption process, the division
recognizes some individual student needs may be best
addressed at a non-designated school.

Working Assumptions (con’t)
Any rural boundary changes will:
●
align with and complement the September 2014 urban
Sherwood Park boundaries,
●
not cause schools to exceed their optimal enrolment
limits (OEL) nor be impacted by significant declines in
enrolment, and
●
not change the location of the Fultonvale Elementary
Junior High transportation transfer site.
Working Assumptions (con’t)
● Where possible, direct busing will be favoured.
● A complete feeder school framework for rural
Strathcona County schools will not be possible
given the large geographical area within the
attendance boundaries.

In Scope
What might change:
● attendance boundaries, including French
Immersion school boundaries,
● busing routes, and
● school start and finish times.
Out of Scope
What will not change:
● Location of any EIPS Special Education Programs
● Location of the EIPS senior high French Immersion
program (Ardrossan Junior Senior High)
● Grade configurations
● Any school as a result of a school closure

In Redrawing Boundary Lines
Criteria to be considered:
● Keeping communities and sub-divisions together
● Length of bus rides times, number of buses, cost
● Use major roads and highways as natural breaks,
where possible
● Physical proximity to school
How are we going to do this important work?
● Sharing information and gathering feedback
through school council meetings.
● Presenting boundary map options at Open Houses
to gather public feedback through a paper and
online survey.
● Bringing forward a recommendation to the Board
for their consideration.
5
9/18/2013
Who will be making the decisions?
● The Board of Trustees is responsible for making
the final decision on the recommendations.
● The Board will be observing the consultation
process and will be updated frequently.
● The Board will be using a sustainable decisionmaking model.

Well Utilized Indicators
● Utilization is calculated by Alberta Infrastructure.
● 2012 utilization is for the 2012/2013 school year
and is calculated by counting Kindergarten
students as 0.5 FTE and weighting the count of
severe coded students in accordance with the
Alberta Infrastructure formula. This is the most
current information available to EIPS.
Well Utilized Indicators
● An optimal enrolment limit (OEL) is
calculated by EIPS and is a limit on the
number of students who can be registered at a
school, or in a grade or program at a school. It
is a pre-determined maximum number to
ensure high quality learning conditions exist for
all students in the school.
● An optimal enrolment limit does not include
Kindergarten or Division special education
program students.

Well Utilized Indicators
In establishing a school’s optimal enrolment limit,
consideration is given to the following factors:
● Alberta Education’s average class size guidelines;
● the number and physical dimensions of the
instructional spaces;
● the type of programming offered in the instructional
space; and
● the potential for residential growth within the
attendance area.

Transportation Efficiencies Indicators
● Transportation indicators will include the number of
students bused, as well as the shortest, average,
and longest ride times for designated students for
each school potentially affected by any boundary
changes.
● Currently, EIPS uses 75 buses to transport
students within the boundaries considered.

Your Input
● As we continue our work in redrawing some
rural Strathcona County boundary lines and
exploring transportation efficiencies, what
things would you like us not to lose sight of?
● Any changes to the criteria?
● Any other considerations?

Next Steps
EIPS will:
● Review the information collected at school council
meetings and post a summary on the division
website in October.
● Begin to redraw boundary lines and explore
options.
● Present options at a November Open House for
public feedback.
