TITLE: PLANNING KSN

CHARTER:
The Planning KSN will examine the E2E process focusing on the planning process leading to
contract award. It will revise and strengthen common planning policy and processes to ensure
alignment and integration with the E2E process. The Planning KSN will work with the BAWPAWP KSN to identify any potential overlaps, redundancies, synergies, or gaps in planning
activities in the E2E process. Further, the Planning KSN will identify the intersections/interfaces
of the various stakeholders in the E2E process to ensure that clarity in roles and responsibilities
as well as compliance with milestones and exit criteria are fully understood by all constituents.
The intention of this examination is to identify all required policy, execution stakeholders,
advance planning milestone compliance and exit criteria as they impact surface ship readiness.
Additionally this KSN will:
1. Identify redundancies, overlaps, gaps, and associated intersections with regard to all
planning activities across the surface ship maintenance enterprise to include but not
limited to Surface Maintenance Engineering Planning Program (SURFMEPP), Type
Commanders (TYCOMs), Commander Naval Regional Maintenance Centers
(CNRMC), and Lead Maintenance Activities (LMA).
2. Evaluate the requirements for all planning activity key stakeholders to include, but
not be limited to, SURFMEPP, TYCOM, CNRMC, and LMA to ensure an efficient
and productive process in place and executed in accordance with current policy.
The Planning KSN will conduct frequent review of findings relating to overlaps, gaps, or
possible areas of improvement with the BAWP-AWP KSN / ST1 Executive Steering Committee
(ESC). The ESC will provide support for recurrent analysis of assessment related topics, issues,
and barriers to ensure that the results are actionable.
BACKGROUND:
The February 2010 Fleet Review Panel Final Report identified several shortcomings in the
performance of Navy surface ship maintenance and modernization. This led Surface Team One
(ST1) leadership to direct the Commander, Navy Regional Maintenance Centers (CNRMC) to
conduct a formal study of the surface ship maintenance and modernization protocol known as
SHIPMAIN. The report generated a total of 53 Findings and Recommendations that cover a
wide assortment of important issues and reflect the need to correct many diverse performanceimpacting deficiencies. When viewed as a whole, however, the specific causes of the diverse
individual Findings can ultimately all be attributed to one or more of three root causes:

governing maintenance, modernization, and milestone document, requires improvement;
2) Existing SHIPMAIN training programs are not effective;
3) Established oversight and accountability requirements are routinely not being
administered.
Embodied in the 53 findings of non-compliance, poor oversight and accountability and the
continued poor performance in current availability execution are the impacts of poor advanced
planning of the Surface Ship Maintenance, Modernization, and Sustainment End-to-End Process
referred hereafter as the End-to-End Process (E2E).
OBJECTIVES:

The primary objective of the Planning KSN is to identify and examine the E2E process
focusing on all maintenance planning by all stakeholders in applicable Navy
organizations. Revise and strengthen common advance planning policy and process to
ensure alignment and integration with the E2E process. The Planning KSN will identify
for the ESC any potential overlaps, redundancies, synergies, or gaps in advance planning
activities in the E2E process. It will also identify timing and root causes of growth and
new work especially on work that is not technically required. Further, the Planning KSN
will identify the intersections of the various stakeholders in the E2E process to ensure
that clarity in roles and responsibilities as well as compliance with milestones and exit
criteria are fully understood by all constituents.

Address process and policy issues that will contribute to a work package that is funded,
placed on contract, and executed within allocated schedule and budget.
o Definitize on time
o Minimize growth and new work within policy
o Minimize Lost Operational Days (LOD)

The findings and recommendations of the KSN will be coordinated with the BAWPAWP KSN and presented to Surface Team One ESC, and shall include any recommended
requirements or adjustments supporting upcoming POMs.
ACTION PLAN (near term):






Identify key membership and meeting rhythm. Obtain full management commitment for
support of all stakeholders participants.
KSN membership must be diverse, represent multiple regions, multiple ship classes and
multiple points of view.
Develop an efficient and effective communication strategy for the Planning KSN body of
work. Publish clear and concise messages of accomplishments via “K-Mail.”
Develop and implement a Project Management Plan (PMP) for the KSN.
Establish prioritized objectives for KSN completion.
Evaluate actions from other ST1 initiatives that are relevant to the Planning KSN.

Conduct a Gap Analysis of the current process to include a complete review of all
advance planning activities of all stakeholders within the E2E process focusing at a
minimum on milestone compliance deficiencies as reported in the SHIPMAIN report.
Evaluate each phase of E2E Process, with a focus on how they impact Planning to
definitization.
Analyze and evaluate impacts of planning returns and lessons learned from selected
FY11 availabilities in progress as well as scheduled FY 12 availabilities.
Ensure analysis and recommendations are derived from diverse and local measurement
and reporting systems as well as key stakeholder interviews.
Leverage “27 in ‘12” initiative.
Communicate findings to the BAWP-AWP KSN and report to the ST1 ESC.
ACTION PLAN (long term):








Complete a detailed examination of Project Planning.
Develop repeatable policy, processes and procedures to timely identify, mitigate, retire or
accept Risk
Increase Situational Awareness across all stakeholders within the E2E process
Develop enduring process (C2) to monitor and enforce JFMM planning and execution
milestones
Facilitate timely decisions on allocation of limited maintenance and modernization
resources (Controls)
Participate in RMC Readiness Review (R2), as necessary.
Ensure findings and recommendations are formalized in updates to policy and procedures
Ensure widest communication and formal training requirements where required are
promulgated to Work Force Development Programs, Integrated Project Team
Development teams and other stakeholders as applicable
