Allen County Job Description CLINICAL/COGNITIVE BEHAVIORAL THERAPY COORDINATOR Department: Community Corrections-Clinical Classification/Level: PAT VI FLSA Status: Non-exempt Date Last Reviewed: 07/2015 Under the direction of the Executive Management Team, the Clinical/Cognitive Behavioral Therapy (CBT) Coordinator applies principles of cognitive behavioral therapy, motivational interviewing, substance abuse, and mental health theory and methodology to the development of programs appropriate to support Allen County Community Correction’s Department of Mental Health and Addition certified Addiction Services Provider Outpatient department. Coordinator serves as a direct service provider as needed and is responsible for the administration, supervision and staff development of the department’s clinical team. ESSENTIAL FUNCTIONS: Acts as the administrator of the division and supervises, trains, and guides staff in programs according to established procedures, state laws, and rules. Provides oversight on the special needs, demands of the criminally involved client population, and utilizes professional language about population subsets. Supports and oversees program staff involvement regarding crisis intervention and management with the criminally involved client population. Researches and understands concepts of best practice, preferred strategies, and evidenced based approaches for offender programming and delivery and deploys new programs and curriculum as needed. Determines appropriate psychological tests to administer to department clients. Selects, administers, scores, interprets, and supervises others engaged in psychological testing, to obtain information on client’s intelligence, achievements, interests, skills, capacities, deficits, and personality. Ensures diagnoses and evaluations of the mental disorders of clients are being completed in a timely manner. Provides oversight and is responsible for the process of individual treatment plans for all department clients. Responsible for recommending programming methods to address clients’ problems including providing occupational and educational information. Interacts with clients to assist with gaining insight, defining goals and planning courses of action to achieve effective personal, social, educational, and vocational adjustment. Maintains required documentation as required by law following confidentiality procedures when conveying diagnoses and other findings through written reports and oral communications. Assists in developing, directing, and participating in training programs for Clinical/CBT Division staff members and students. Directs, coordinates, and evaluates the activities of staff members and interns engaged in client assessment, treatment, and programming. Directs and coordinates the activities of other professionals, interns, and non-professional staff within the Clinical/CBT Division and evaluates the performance of the Clinical/CBT Division staff members. Advises the Allen Superior Re-Entry Court, Allen Circuit Restoration Court and Allen Circuit Court Veterans Court of individual patient’s mental health diagnoses. Creates weekly reports on clients’ emotional and behavioral strengths and deficits. Advises the court on the client’s treatment plan and beneficial courses of action. Refers and coordinates clients to other specialists, institutions, or support services. Monitors, coordinates, and develops treatment services for various criminal justice agencies within the Treatment Marketplace of Allen County based on forensic assessment and risk informed treatment tracks. ESSENTIAL FUNCTIONS (Cont.): Assists in the evaluation of the effectiveness of the Clinical/CBT Division programs, accuracy and completeness of diagnoses, and modifies treatment plans and diagnoses. Evaluates the client’s response to programming, plans, and develops psychological service programs in collaboration with other professional staff and outside consultants. Coordinates effective and efficient plans for staff scheduling including efficiently scheduling classroom space. Delivers all curriculum and program testing materials and facilitates any/all sessions as necessary. Coordinates off-site events conducted, staffed, or supported by the programs division. Provides expert support in the activities of training and monitoring the fidelity in application of Motivational Interviewing skills and Cognitive Behavioral Treatment application by staff members in the practical daily setting of offender supervision. Provides expert oversight of the agency’s Addiction Services Provider Outpatient treatment program. Ensures addictions assessments and evaluations, group counseling, case management, information recording, and record keeping are conducted in accordance standards established for program certification by the Indiana Department of Mental Health Administration standards. Performs any and all other duties as assigned. REQUIREMENTS: Must be licensed or credentialed as follows: A licensed clinical social worker, a licensed mental health counselor, or a licensed marriage and family therapist, or A psychologist (IC 25-33), or A physician (IC 25-22.5-2), or An advanced practice nurse or certified nursing specialist (IC 25-23-1), and Should also be credentialed in addictions counseling by a credentialing body approved by the Division of Mental Health and Addiction (See Licensing below) Should have more than five (5) years’ experience in the Mental Health or Addictions counseling field Working knowledge of clinical psychological/mental health practice and diagnosis Ability to interpret, select and complete mental health testing instruments and their proper application Ability to be certified as Motivational Interviewing Network of Trainers (MINT) Ability to be certified in Indiana Risk Assessment System (IRAS) Instrument Training/Application Working knowledge of Cognitive Behavioral and Social Learning Theory Strong computer skills with the ability to use Microsoft Office and other related software Ability to use mental health testing reports, research library and general office equipment Ability to maintain strict statutory confidentiality DIFFICULTY OF WORK: The Clinical/Cognitive Behavior Therapy Coordinator performs works involving many variables when deciding which psychological test to administer. Strong judgment is needed in all aspects of this position particularly when assisting in providing individual treatment plans to address client emotional and/or behavioral problems. RESPONSIBILITY: The Clinical/Cognitive Behavior Therapy Coordinator makes recommendations based on established policies when supervising, training and guiding staff in Life Skills, Cognitive Skills, and Treatment and Motivational Skills programs. Decisions and recommendations are reviewed for compliance with policies and procedures. PERSONAL WORK RELATIONSHIPS: The Clinical/Cognitive Behavior Therapy Coordinator maintains frequent contact with the Courts, other county employees, program participants and their families, clients and other social service agencies and the general public regarding mental health and substance abuse assessments and programs. WORKING CONDITIONS: The Clinical/Cognitive Behavior Therapy Coordinator works in a predominantly office and class room environment with frequent contact with potentially dangerous, violent and abusive program offenders convicted of various misdemeanor and felony offenses on a daily basis with the ability to move around freely, but frequently sitting, requiring some bending, kneeling, lifting up to forty pounds, reaching over head and pushing and/or pulling loads. Very frequent typing including proofreading and attention to detail, monitoring equipment and detailed inspection is required. SUPERVISION: The Clinical/Cognitive Behavior Therapy Coordinator is responsible for supervising up to twenty (20) employees including scheduling, hiring, training, evaluating performance and providing corrective discipline.
