The Ramblin’ Record Undergraduate House of Representatives Meeting Minutes Tuesday March 14, 2017 Call to Order Speaker of the House Wang called the regular meeting of the Undergraduate House of Representatives of the Georgia Institute of Technology to order at 7:35pm. Presentations Approval of the Minutes Minutes from 2/14 were approved and distributed. Previous week’s minutes have been approved and distributed. Old Business 17U026, 17U028 – 17U031 - Appointment to UJC - Author: Sarah Bartel Org Reps – Michael Balourdas & Marco Ricci – This is to approve our Justices. They were sworn in last semester, but we are going back to do this for good process. All of these justices are highly 2 qualified. Rep Daigle – move to pass per unanimous consent – no dissents Resolutions Passed Per Unanimous Consent 17J199 - Joint Allocation to Egyptian Student Association (ESA) - Author: Matthew Daigle Org Rep – Ahmed Aly – Our goal is to promote Egyptian culture around campus and promote links between Georgia Tech and campuses in Egypt. This bill is for our upcoming event to promote Egyptian culture. This is open to everyone on campus and we are really looking forward to it. Rep Sieling (Q) – Why is it important to have Tech Rec? Org Rep (A) – It’s two-fold. We need a large enough place to hold our event and every other place was booked. The amenities of Tech Rec also will make this event more accessible and appealing as we are a newly established organization. It will be much better for marketing if we book all of Tech Rec Rep Low (Q) – How many people are expected to attend? Org Rep (A) – about 100 people Rep Low (Q) – have you considered housing spaces? Specifically the large room next to the lobby in North Ave North? Org Rep (A) – I’ll double check that room, but we have looked all around campus. We were looking more at academic buildings Rep Ramprakash (Q) – the reason to rent the whole thing is for advertising, which was a concern. Is it worth $1000 to have a table out front. Have you looked into other venues? Org Rep (A) – we looked at several, and everything was already booked. This also gives us more space to have our activities. The free amenities such as bowling or billiards will also attract students. Rep Shah (Q) – I want to make sure this is accurate. Do you charge dues? Org Rep (A) – no Rep Sieling (Q) – do you need 1000 flyers, or is 500 ok? Org Rep (A) – more is always better, but I think 500 is adequate Rep Scott (Q) – is this a culture sharing event or a recruitment event? Org Rep (A) – its main goal is to share our culture, but it is our first event so it will also naturally get us exposure and hopefully new members. Rep Ramprakash (Q) – This event is on April 13th. If we amend per GSS, what would you guys do? Would the event happen? Org Rep (A) – we would not have the space to hold the event Rep Patel (Q) – What are you doing to expose students to Egyptian culture? Org Rep (A) – We will have activities, presentations, and videos to expose students to Egyptian culture. It is not just be food. Rep Gillon (Q) – where is the 100 number from? Org Rep (A) – That’s a guess based on my attendance to different cultural events on campus. We also had exposure through GT Unite. We advertised our event there and got an email list going. Rep Gillon (Q) – if the only place you are presenting is in that main room, are you planning on spreading things through Tech Rec? Org Rep (A) – That is where the projectors come in. There will be people there to talk to them and videos playing. Rep Shumway (Q) – Can you function with one projector? Org Rep (A) – We were planning on using 2 projectors for 2 different areas in Tech Rec. It would be much better to have 2 projectors Rep Shah – Straw poll: JFC version, GSS version Rep Shah – move to amend per JFC – passed Rep Daigle – move to amend per GSS - passed o Rep Sieling – I disagree. I think there is an in between. I don’t understand why we cannot fund Tech Rec. I think it is a great spot for this event. 1000 is too many flyers in my opinion. o Rep Owenby – If this is going to conference, I would leave the flyers in as a bargaining chip o Rep Notz – If we do include the rent for Tech Rec, this will be 1/45th of our allocation remaining. If we strike it, it will be 1/90 th o Rep Silbert – I see this as a little bit of a recruitment event o Rep Salesky (Q) – if we pass the GSS version, should we just fail the bill? o VP Onken (A) – if you strike Tech Rec, you can still pass it so they can they can host the event in the multipurpose room 3 Rep Low – the room I mentioned in Nave is available and can hold 125 people classroom style. o Rep Daigle – My biggest hesitation in funding this is that they have zero dollars for dues. I support amending per GSS o Rep Ramprakash – They can’t do a cultural dinner in the theater. I’m glad that the multipurpose room got brought up. I think the flyers can be cut to 500 and that one projector is ok o Rep Shumway (Q) – did they submit the cultural food documentation? o VP Onken (A) – yes, I’ll post that for you to look at now o Rep Shumway – I am against amending per GSS. We funded Tech Rec for the bowling club and I think we should do the same here. o Rep Stelzel – It’s very different to fund a bowling alley for a bowling club vs for an Egyptian cultural club o Rep Sieling – Can we agree not to use bargaining chips. It’s important for a first-time org to get their name out there. Technically any event held on campus can be called a recruiting even if it attracts new members. Tech Rec is a great place for them to be. I don’t think that it is important for them to charge dues because they are a new org. Their expected attendance is 100, which would not fit well in the multipurpose room. o Rep Gillon – for the North Ave option, it’s pretty restricted access. You need buzzcard access to get into North Ave, which is not a good way to get people to an event. This is expensive, but it is a good way to get the org off the ground. I am against amending per GSS. o Rep Owenby – I don’t think it is a good use of the student activity fee. This is not related to the purpose of the Egyptian student association. o Rep Low – You can get to the yellow jacket room without the gates. o Rep Low (Q) – is anyone a resident of North Avenue? o Org Rep (A) – no o Rep Stephens – I think the multipurpose room is fine. I went to an event there which had an over 200 attendance and there were no issues. o Rep Ramprakash – A few individuals spending $5-10 for bowling if they want to bowl is much better than us funding it for $1000 o Rep Ramprakash – Straw Poll: amend per JFC with projectors at 1 and flyers at 500, or GSS 33-0-1 passes o 17J204 - Joint Allocation to Roller Hockey - Author: Erin Gant Org Rep – Patrick Miga – I’m the VP of the roller hockey team. This bill is to request funding so we can continue with our league that we have played in for the last 4 semesters. Rep Metzger – move to amend per JFC – passed 33-0-0 passes 17J206 - Joint Allocation to Women's Club Basketball - Author: Francesca Lidback Org Rep – Nija Kurien – This our second year in a row qualifying for nationals. We are asking for money for registration and travel. Rep Silbert – move to amend per JFC – passed 33-0-0 passes 17J208 - Joint Allocation to Women's Club Basketball - Author: Francesca Lidback Org Rep – Nija Kurien – This is for our travel to Savannah so we can play against the other two teams in our league. 32-0-0 passes 17J209 - Joint Allocation to Men's Ultimate Frisbee - Author: Preet Shah Org Rep – Nicholas Button – These are the last 2 tournaments for Ultimate Frisbee plus the travel costs. 32-0-0 passes 17J210 - Joint Allocation to Club Tennis - Author: Erin Gant OR – Raymond Zhang – This year we got a bid to nationals. We are requesting money for the entry fee 4 and travel. Rep O'Neill – Move to amend per JFC – passed Rep Silbert – Just a quick shoutout to them. They got first in sectionals out of like 60 teams 33-0-0 passes 17J211 - Joint Allocation to American Institute of Architecture Students - Author: Sarah Tropper Org Rep – Claire Labanz – We are looking for funding to go to a conference. It is for architecture networking. There will be workshops and it will be very beneficial for us to go. 12 different states are involved and it is a great opportunity to get connections with the states around us. Rep Shumway (Q) – Why are some people driving while others are flying? Org Rep (A) – Some people have previous commitments that they had to be back in time for Rep Metzger – move to amend per JFC – passed 32-0-0 passes 17J212 - Joint Allocation to Operations Management Society - Author: Apollo Liu Org Rep - Sachin Kanetkar – This is for registration and travel for a national case competition we qualified for Rep Scott – move to amend per JFC – passed 34-0-0 passes 17U024 - Undergraduate Allocation to CDAC - Author: Ayo Org Rep – William Finkelstein – I’m the CDAC chair. This bill is for a night at the center of civil and human rights. This is a big event that we have been planning to put on. Rep Daigle (Q) – what is the balance of ULR? Rep Shah (A) – It’s about 10 grand. 33-0-0 passes 17U032 - Varsity at the Varsity - Author: Preet Shah Org Rep – Joseph Sotile – We are the chairs for Community relations. This is an event to tie in the Varsity with our varsity athletes. It will be hosted at Calloway Plaza. It will be a 2 hour event to wrap up I <3 GT week. Rep Low (Q) – Undergrads or grads too? Org Rep (A) – It is for everyone. We want to bridge the gap between student athletes and students. Rep Daigle (Q) – Are we 501(c), shouldn’t we be tax free? Why is there an item for taxes? VP Onken (Q) – We shouldn’t have to pay taxes. Rep Silbert (Q) – Shouldn’t it be ULR not PY? VP Onken (A) – Yes, good catch Rep Silbert – I move to change the account to ULR – passed 33-0-1 passes 17U033 - Resolution for Protocol for Organizational Representatives - Author: Erin Gant Rep Suresh (Q) – What about bills with no controversy? Rep Gant (A) – We discussed this last week, and decided that it was unfair Rep Aladesanmi (Q) – When we discussed this, wasn’t it that we wouldn’t hear the bill unless they were present? Rep Gant (A) – I was under the impression that we should require them to be there Rep Scott (Q) – Is there a stipulation for what qualifies as an org rep? Rep Gant (A) – I would say you would have to be a member of the org. That’s probably a good thing to add in. Rep Liu – Before we dive in, keep in mind that we can do this in bylaws reviews. We can postpone indefinitely and do this in Bylaws review. Rep Low – I move to strike “an organizational representative” and replace it with “a member of the organization” - passed o Rep Scott – How do we feel about members of UHR being org reps? o Rep Daigle – If one of us serving as the org rep, there shouldn’t be an issue with us presenting the bill 5 Rep Stelzel – I completely disagree. The purpose of this resolution will be completely eliminated if UHR reps can serve as org reps. o Rep Aladesanmi – I agree with Daigle. o Rep Sieling – The whole purpose of this resolution is to make us be more consistent. I disagree with this motion. o Rep Stelzel – There is no purpose in passing this if we do not change the language. o Rep Shah – You need 5 members of an org to be in good standing. It seems hard to not have anyone who can actually show up to UHR o VP Onken – The whole purpose is so a student member will come to our meetings. It is exceptionally rare that they cannot send a member. Org Rep is an ambiguous term. A UHR member presenting doesn’t allow us to verify that it is a student o Rep Low – My reasoning is because I want to avoid the workaround of the bill author being an org rep. o Rep Daigle – I feel like we are addressing 2 different questions. If they are students and if they need someone to come to the meeting. Maybe add a line that only Buzzcard carrying students can speak on behalf of bills. o Rep O'Neill – If they do not come to UHR, how do we even check if they have a Buzzcard? o Rep Gant – move to call to question – passed Rep Low – Do I need to be a student to get reimbursed from SOFO? VP Onken – SOFO will reimburse the person who makes an expenditure on behalf of a student org. What happened in the past is that the members of the club were not GT students. This resolution is to mitigate risk management on behalf of SGA’s funds Rep Low – I think that saying this policy can be waived by 2/3 would still leave us covered from the legal side of things. Rep Sieling – Usually if someone gets sick, there is someone else in the organization that can come. Rep Shumway – I don’t think that resolves the issue. If a member of the house speaks on the bill there is no check in place. Rep Sileing – We need to be consistent. Sometimes we postpone it but sometimes we hear it anyways. This helps us be more consistent and responsible. Rep Scott – I feel like that is something that we should not be doing as a house. We cannot understand all the intricate workings of an organization. Rep Daigle – There are 2 questions trying to be answered. Should org reps be here? How can we stop non-students from getting money? Rep Daigle – I move to postpone one week – withdrawn o Rep Magee – We should pass this protection. It is very important that we not keep going on for another week without it. o Rep Gant – I am against this motion. I feel like we can solve it here and now. o Rep Daigle – Just a quick point. In this case, we need to have the full expert opinions. I think we should have it more clearly stated. o VP Onken – I’m not sure what information you want to see that we cannot answer now. o Rep Bartel (Q) – Do you think we need more checks? o VP Onken (A) – I think you need to be consistent. In the current system, you might have questions on the bill that the representative cannot answer. It is very important to have the org reps here, even if it is a straightforward bill. o Rep Bartel (Q) – Has there been an audit since 2009? o VP Onken (A) – we continuously do audits. It is very important in court to have the org there in these meetings. If as a UHR member speak on behalf of an org, you will have to appear in court and testify as to why you represented that organization. It is one of the best measures that UHR can have in place. o Rep Bartel – I think this is a great bill to pass. Rep Daigle (Q) – Do you approve of this in its current writing? Kidwell (A) – Yes I do. Grad and undergrad and GT legal and the audit team all agreed upon this.
