Login to Municipal Connect™
When you login for the first time, you will be required to fill out a section of personal information.
All fields that have an asterisk (*) are mandatory.
You will then be asked to create a hint question that only you know the answer to. This will be used in the
event that you forget your password.

Login to the MPAC site at www.mpac.ca
Click on English
Choose Products & Services from the menu on the left
Click on Municipal ConnectTM from the list of products
When the Municipal Connect™ introduction page appears, click enter to login
Enter Username and Password
Click on Login
Note: When entering your password, remember that the application is case-sensitive.
Passwords can be changed after initial login through the user profile.
If you forget your password, click on "Forgot your password? Unable to login?" where you will be asked
to answer the hint question you created when you registered. When you answer the question correctly,
the system will tell you what your password is and ask you if you wish to change it or login to
Municipal Connect™.

Quick Search
This search requires only one piece of search criteria. You can either search by Roll Number, Name,
Property Location or Street Name.
Using Quick Search
• Select one of the "Search By" options from the drop down list.
• Type your search criteria (name, address, etc) in the text box and click GO to start your search.
• The search will return a list of properties matching the criteria; to view the property details click on the roll
number.

each property will be displayed in this
column.

Basic Search
The basic search allows you to search by more than one data field at a time. In addition to the Quick Search
options you may also search by Unit Number, Postal Code and Legal Description.
Using Basic Search
• Click on the Basic button in the yellow taskbar.
• Select the field you wish to search on.
• Type your search criteria, i.e. WESLEY in the text box.
• Click on the Lookup button.
• The first available name will appear in the window of the drop down box; click on the down arrow and select
the text you want from the list.
• Click on Search to view all properties associated with this person.

Advanced Search
The Advanced Search is a query builder. You can customize your own query to be as specific or as general
as you wish by utilizing wild cards.
Using Advanced Search
• Click on the Advanced button in the yellow taskbar.
• Click inside the text box of the field you wish to search on, then click on the Build Query button beside the
chosen field.
• In the Query Builder screen, choose the criteria needed:
a) the first window = search parameters (like, not like, >, <, =, etc.)
b) the second window = enter search criteria in the text box (i.e. King)
• Click on Look Up button, if applicable, to get the drop down list of matching data

• The first available name will appear in the window of the drop down box; click on the down arrow
and select the text you want from the list.
• Choose either "And" or "Or" to add to criteria and click OK. (Use "And" when all criteria must apply.
Use "Or" when any criteria can apply)
For example: To search for properties on Main and King use the "OR" connector.
To search for properties on Main between the numbers 100 and 200 use the
"And" connector.
• Click OK to move the final selection to the Advanced Search screen.
• When finished click on Search.
• To begin a new search click the
button.

General Property Details
This screen shows the current status of the property and includes property information, taxation information and
owner/occupant data.

This screen displays all the archived sales that have occurred on the requested property in descending order
beginning with the most recent sale.

This screen will provide you with a photograph of the structures that exist on the property, if it is available.
If the image is not available, you will receive the following message:

Change In Assessment Value
This report analysis current assessment changes since the previous roll closed. The user specifies a property
code and assessment value and receives a list of roll numbers that match the criteria.
Steps to Retrieve Report
• Click on Reports from the task bar menu in the yellow portion at the top of your screen.
• Under the column Report Type, click on Change in Assessment Value.
• In the window labeled Step 1: Select County (if applicable), highlight your selection.
Choose Next.
• In the window labeled Step 2: Select Municipality (if applicable), highlight your selection. Choose Next.
• In the window labeled Step 3: Select Property Type, highlight your selection(s). Choose Next.
• In the window labeled Step 4: Property Code, highlight your selection(s) from the left window.
Choose Add Selected. Choose Next.
• In the window labeled Step 5: Select Value Range, select one of the options listed by clicking in the circle
then enter a value in the window beside your selection. Choose Next.

Change In Assessment Value
The report will appear on the screen. To print the report, click on the button Print Version_Current Page, then choose
Print from the Internet toolbar at the top of the page.
Note: To view a property within the report, click on the Roll Number.

Control Totals Report
The report provides a summary of the total current value assessment by RTC/RTQ. Also included in this report,
is a variance analysis of the current value change and percentage change since the previous roll closed.
Steps to Retrieve Report
• Click on Reports from the task bar menu.
• Under the column Report Type, click on Control Totals Report.
• In the window labeled Step 1: Select County (if applicable), highlight your selection.
Choose Next.
• In the window labeled Step 2: Select Municipality (if applicable), highlight your selection. Choose Next.
• In the window labeled Step 3: Sort By, click in one of the circles to choose your selection. Choose Next.
• The report will appear on the screen. To print the report, click on the button Print Version_Current Page,
choose Print from the Internet toolbar at the top of the page.

Electoral Report
This report provides an estimate of the number of eligible electors by ward and poll.
Steps to Retrieve Report
• Click on Reports from the task bar menu.
• Under the column Report Type, click on Electoral Report.
• In the window labeled Step 1: Select County (if applicable), highlight your selection.
Choose Next.
• In the window labeled Step 2: Select Municipality (if applicable), highlight your selection. Choose Next.
• In the window labeled Step 3: Select Ward, highlight your selection. Choose Next.
• In the window labeled Step 4: Select Poll, highlight your selection. Choose Next.
• In the window labeled Step 5: Select Suffix, highlight your selection. Choose Next.
• The report will appear on the screen. To print the report, click on the button Print Version_Current Page,
choose Print from the Internet toolbar at the top of the page.
Note: To obtain a list of roll numbers, click on the underlined count.
To view a property within the report, click on the Roll Number.

Municipal Sales Listing
Lists sales transactions processed by MPAC. The user specifies a sales date, keyed date or both.
(Note: Quality Services has restricted access to sales keyed in last 15 days and therefore they will not be
displayed in this report, however, the sales are available at the property level on the Sales Details Screen.)
Steps to Retrieve Report
• Click on Reports from the task bar menu.
• Under the column Report Type, click on Municipal Sales Listing.
• In the window labeled Step 1: Select County (if applicable), highlight your selection.
Choose Next.
• In the window labeled Step 2: Select Municipality (if applicable), highlight your selection. Choose Next.
• In the window labeled Step 3: Search Municipal Sales Listing By, click in one of the circles to select the
report criteria. Enter the From and To date using the (yyyy/mm/dd) format. Choose Next.
• The report will appear on the screen. To print the report, click on the button Print Version_Current Page,
choose Print from the Internet toolbar at the top of the page.
The names of
all new owners

New Roll Entry Report
List of new roll numbers created between dates specified by the user.
Steps to Retrieve Report
• Click on Reports from the task bar menu.
• Under the column Report Type, click on New Roll Entry Report.
• In the window labeled Step 1: Select County (if applicable), highlight your selection.
Choose Next.
• In the window labeled Step 2: Select Municipality (if applicable), highlight your selection. Choose Next.
• In the window labeled Step 3: Enter Start Date and End Date, type the start/end dates for the reporting
period using the yyyy/mm/dd format. Choose Next.
• The report will appear on the screen. To print the report, click on the button Print Version_Current Page,
choose Print from the Internet toolbar at the top of the page.
Note: To view a property within the Report, click on the Roll Number.

Omitted/Supplementary Transactions
This is a listing of all pending Supplementary and Omitted transactions which will appear on the next
Supp/Omit listing.
Steps to Retrieve Report
• Click on Reports from the task bar menu.
• Under the column Report Type, click on Omitted Supplementary Transaction.
• In the window labeled Step 1: Select County (if applicable), highlight your selection.
Choose Next.
• In the window labeled Step 2: Select Municipality (if applicable), highlight your selection. Choose Next.
• In the window labeled Step 3: Sort By, select Sort By Roll Number or Sort By RTC/RTQ. Choose Next.
• The report will appear on the screen. To print the report, click on the button Print Version_Current Page,
choose Print from the Internet toolbar at the top of the page.
Note:To re-sort the list, click on the underlined heading, i.e. RTC/RTQ, Effective Date, Omit/Supp Status,
or Roll Number. A sort by RTC/RTQ will also provide a subtotal of Omit/Supp values for each
RTC/RTQ combination.

Population Report
Population counts by male and female within age groups.
Steps to Retrieve Report
• Click on Reports from the task bar menu.
• Under the column Report Type, click on Population Report.
• In the window labeled Step 1: Select County (if applicable), highlight your selection.
Choose Next.
• In the window labeled Step 2: Select Municipality (if applicable), highlight your selection. Choose Next.
• The report will appear on the screen. To print the report, click on the button Print Version_Current Page,
choose Print from the Internet toolbar at the top of the page.

Property Code Report
This report provides the user with a count of the number of properties by property code within their municipality.
Steps to Retrieve Report
• Click on Reports from the task bar menu.
• Under the column Report Type, click on Property Code Report.
• In the window labeled Step 1: Select County (if applicable), highlight your selection.
Choose Next.
• In the window labeled Step 2: Select Municipality (if applicable), highlight your selection. Choose Next.
• In the window labeled Step 3: Property Type, highlight your selection(s). Choose Next.
• In the window labeled Step 4: Property Code, highlight your selection(s) from the left window.
Choose Add Selected. Choose Next.
• The report will appear on the screen. To print the report, click on the button Print Version_Current Page,
then choose Print from the Internet toolbar at the top of the page.
Note: To obtain a list of roll numbers, click on the underlined count.
To view a specific property within this list of roll numbers, click on the underlined roll number.

RTC/RTQ Report
This report provides the user with a count of the number of properties by Realty Tax Class and Realty Tax
Qualifier codes within their municipality.
Steps to Retrieve Report
• Click on Reports from the task bar menu.
• Under the column Report Type, click on RTC/RTQ Report.
• In the window labeled Step 1: Select County (if applicable), highlight your selection.
Choose Next.
• In the window labeled Step 2: Select Municipality (if applicable), highlight your selection. Choose Next.
• In the window labeled Step 3: Realty Tax Class, highlight your selection(s). Choose Next.
• In the window labeled Step 4: Realty Tax Qualifier, highlight your selection(s) from the left window.
Choose Add Selected. Choose Next.
• The report will appear on the screen. To print the report, click on the button Print Version_Current Page,
then choose Print from the Internet toolbar at the top of the page.
Note:To obtain a list of roll numbers, click on the underlined count.
To view a specific property within this list of roll numbers, click on the underlined roll number.

User Profile and Feedback
User Profile
You can change the following information within your User Profile:
• If you wish to change any personal information in your profile, click on User Profile.
All fields with an asterisk are mandatory. When finished, click on Submit.
• On the next screen you will see the question and answer you entered at your initial login. You will be
asked this question when you cannot remember your password. Change this question or leave it as is
and click on Submit.
• The third screen allows you to change your password at any time. Enter your new password, confirm it
and click on Submit.
Feedback
• If at any time you wish to make a comment or suggestion regarding the Municipal Connect™ application,
simply click on Feedback.
• Fill in the subject of your concern and any comments that you wish to send.
• When completed, click on the Submit button to send your message via e-mail to MPAC Head Office
for review.

LICENCE TO USE PROPERTY ASSESSMENT INFORMATION
Freedom of Information (FOI)
Due to the nature and content of the data contained in this product, it is necessary to point out that all user’s of this
product are responsible for ensuring the protection of the data as prescribed under the LICENCE TO USE
PROPERTY ASSESSMENT INFORMATION and the MUNICIPAL FREEDOM OF INFORMATION AND PROTECTION
OF PRIVACY ACT.
The following paragraphs outline important information contained in the licence agreement:
Please note that the "Requester" is the municipality who has licensed the Municipal Connect™ product from the
Municipal Property Assessment Corporation (MPAC).
"The Municipal Property Assessment Corporation (MPAC) provides to the Requester access to,
via an MPAC web site, electronic information delimited by the password provided. MPAC reserves
to itself all intellectual property rights, title and interest in the Assessment Information. Pursuant
to section 53 of the Assessment Act, the information contained on this file is provided with a
non-exclusive and non-transferable right to use the assessment information only for the purpose of
meeting your planning requirements and shall not be used for any other purpose. The Requester
may not provide this information to anyone at any charge, including free of charge.
The Requester shall not transfer, sell, lend, trade, pledge, sub-license, assign, lease, or
disseminate the Assessment Information or any copy or printout of it or any part of it in any form to
any other person, association, partnership, organization or any other body or person(s) even after
this agreement expires. This provision applies even to information, which is public information and
data forms which may not be copyrightable. The Requester shall not modify the Assessment
Information to add value nor distribute a new product in any language, format, or medium for gain
by any method whatsoever. In the event of a breach of this section, the Requester’s right to use
the Assessment Information expires and the Requester agrees that MPAC is entitled to injunctive
relief to restrain a continuation of the breach. MPAC reserves the right to audit the Requester’s
access to the Assessment Information.
The Requester shall maintain the integrity of the Information, and all necessary security practices,
which prevent unauthorized access and shall notify MPAC, in writing, of any egregious errors.
MPAC may terminate this licence unilaterally in the event of specific conflict with the provisions of
this agreement, any legislation or regulation affecting the use of distribution of the Assessment
Information, or if in MPAC’s judgement the Requester is not following the terms of this licence or if
the parties make a new agreement."
