Chief Engineer, Buildings, R&B, Telangana/Commissioner of Police,
Hyderabad City also reserves the right to withhold or withdraw the process
at any stage with intimation to all who submitted the RfQ.

1. Introduction about the Project
Government of Telangana has set out a vision to develop Hyderabad City
into a Global City. In order to achieve the Government’s vision of transforming
Hyderabad City into a Global City, the Hyderabad City Police also needs to be
upgraded simultaneously to deliver policing services at Global Standards. This
will help attract Global Investments in Hyderabad City and rest of the State of
Telangana.
The emergence of Hyderabad as the Brand City for the new State of
Telangana has necessitated the requirement to have a modern and State-of-art
Command and Control Centre to be built in the existing Police land of 7 acres
situated at Road no.12, Banjara Hills for housing the Head Quarters of
Hyderabad City Police Commissioner along with a world class, state-of-art
Command Control Centre.
This building which will be a 24 storied twin tower (other tower 18 floors)
iconic structure at the heart of the City with 5.5 lakh Sqft. will be a landmark for
any visitor or tourist coming to the state of Telangana. The functional
requirement of the new building would be immense as it would be the
TECHNOLOGY HUB FOR INCIDENT MANAGEMENT SYSTEM to coordinate as a
system tool used for the command, control and coordination of emergency
response of several kinds along with the requirements of daily policing operations
of this Mega City. The iconic structure would act as a TECHNOLOGY FUSION
CENTRE. All the floors of the building will be designed for housing technology
teams working in the back-end supporting field policing operations. This building
will also act as a DISASTER MANAGEMENT AND CRISIS MANAGEMENT
CENTRE housing all the Government Departments. This will also house cross
functional teams from all Government Departments for leveraging on the
available technologies for rendering services at their end during normal time.
1.1.
Scope of Work
The scope of work shall include Design and Build of 24 storied twin tower Civil
Construction works, Tier 3 Data Centre, Integrated Command and Control Centre
with double height video wall in a separate structure that connects twin towers
from 4th to 7th floor , bridge connecting the towers and the two lifts at 17th and
18th floors, Solar photovoltaic roof, Helipad on roof top, Double glazing glass
façade, networking for fusion of technologies in all floors, data cables and servers
design, video & audio cables, security gadgets including integrated access
controls meeting the parameters of smart building, Internal & External water
supply and Sanitary works, Fire Fighting works, Internal Roads, Landscaping,
Storm Water Drains, Rain Water Harvesting, Internal & External Electrical Works,
HVAC, furniture, Development works etc., complying the standards of Green
Building Concepts.

1.2.
Salient features of the Proposed new Building :
The building design arranged on a TWIN TOWER concept with two
magnificent high-tech and state of the art towers of glass. The two sleek towers
are joined by a massive three storey high PODIUM of granite and glass on the
ground floor to create a feeling of SOLIDITY and STRENGTH on the building base.
Soaring high in the sky, the two towers are visually connected by a solar
photovoltaic roof on the seventeenth floor, at a height of 80 meters above the
ground thus creating the tallest and largest gateway form of India.
The two towers strategically juxtaposition with varied height where South
West tower is the highest with 24 storeys and the North East tower is with 17
Floors , visually connected at the 17th floor with the other two vertical cores thru
mega solar roof , completing the massive regular rectangle in the plan. The two
towers are also connected through bridge at eighteenth floor for better internal
movement.
The massive rectangular shape at 17th floor comprises of solar photovoltaic
panels in double height, which harvest solar energy to generate the thermal and
electrical power, eventually used within the project. In addition, the building
façade is having the Building Integrated photovoltaic panels, arranged with the
architectural expression of the building, which offers dual purpose of shading the
building as well as produces green electrical energy.
The towers are also enveloped with double glass curtain wall system which
contributes to better acoustic, better thermal comfort and energy savings.
Traditional Telangana patterns would be integrated in the GRC / METAL screens
which creates a fusion of tradition and modernity.
The South west tower will also accommodate the Helipad on the roof top; will
have the functional advantage during the several emergencies and VVIP
movements.
The total super structure of the project is envisaged with the area of 4.10
Lakh square feet and 1.40 Lakh square feet of basement. The lower floors
accommodate mostly public areas like Auditorium, Café, Multi-purpose Hall,
Media Center and Reception Lobby. The Auditorium is designed for the capacity
of 900 people with all the modern technologies and equipment.

The building is designed with state of the art integrated command and control
centre with giant video wall . The building houses the tier 3 data centre. The
iconic structure would act as a technical fusion centre. All the floors of the
building will be designed for housing technology teams working in the back-end ,
supporting field operations. The entire structure will be designed as technology
building.
The multipurpose hall is also strategically located to provide space for 250
people and shall be used as breakout space, gathering area and ball room.
The ground floor also have the separate lift lobby to take up the visitors
directly to the proposed museum and observatory level at seventeenth floor.
The internal office space is planned on the flexible interior design concept
where the large column free indoor spaces are capable to adapt multiple indoor
layouts.

2. Procedure for submission of Bid Proposal
2.1. Application supported with prescribed formats hard bound and soft copy
shall be submitted in duplicate in two sealed envelopes duly super-scribed
original and duplicate with the name of project, name & phone nos. of the
applicant and due date of opening. The applications will be received up to
3.00 PM on 30-12-2015 in the office of the Commissioner of Police,
Hyderabad City, Basheerbagh, Hyderabad, 500029, Telangana / Chief

post may do so subject to the condition that the Commissioner of Police,

Engineer(R&B) , Headquarters shall not be responsible for any postal delay
and applications received after 03.00 PM on 30-12-2015 will be treated as
delayed and will not be entertained. All the applications received up to
03.00 PM on 30-12-2015 will be opened on the same day at 4.00 PM in the
office of Commissioner of Police, Hyderabad City, Bhasheerbagh,
Hyderabad, Telangana State.
2.2. All the pages of documents submitted by the applicant must be
sequentially numbered and must contain the list of contents with page
numbers and duly bound. Any deficiency in the documentation may result
in the rejection of the applicant’s proposal.
2.3. The original proposal shall be prepared in indelible ink. It shall contain no
interlineations or overwriting, except as necessary to correct errors made
by the applicant itself. Any such corrections must be initialled by the
person (or persons) who sign(s) the proposals.
2.4. All pages of the proposal including the duplicate copies, shall be initialled
and stamped by the person or persons who sign the proposal.
2.5. In case of any discrepancy observed by Police Department in the contents
of the submitted original paper documents with respective copies, the
information furnished on original paper document will prevail over others.
2.6. Applicant must ensure that the information furnished by him in respective
DVDs is identical to that submitted by him in the original paper document.
In case of any discrepancy observed by Police Department in the contents
of the DVDs and original paper documents duly hard bound, the
information furnished on original paper document will prevail over the soft
copy.
2.7. Failure to submit proposal on time could cause a proposal to be rejected.
2.8. Police Department/R&B Department will not accept delivery of proposal by
fax or e-mail.

2.9. The Proposals will be opened by Police Department in the presence of such
of those applicants or their representatives who may be present at the time
of opening.
2.10. The representatives of the applicants should be advised to carry the
identify card or a letter of authority from the firms to identify their bonafide
for attending the opening of the proposal.
3. General Instructions:
3.1. Letter of transmittal and forms for pre-qualification are given in Section II.
3.2. All information called for in the enclosed forms shall be furnished against
the relevant columns in the forms. If for any reason, information is
furnished on a separate sheet, this fact shall be mentioned against the
relevant column. Even if no information is to be provided in a column, a
"nil/not applicable/no such case" entry shall be made in that column. If
any particulars/ queries are not applicable in case of the applicant, it shall
be stated as “not applicable". The applicants are cautioned that not giving
complete information called for in the application forms or not giving it in
clear terms or making any change in the prescribed forms or deliberately
suppressing the information may result in the applicant being
automatically disqualified. Applications received the due date and time will
not be entertained.
3.3. The application shall be page numbered and each page shall be signed.
3.4. Overwriting shall be avoided. Correction, if any, shall be made by neatly
crossing out, initialing, dating and rewriting. Pages of the pre-qualification
document shall be numbered. Additional sheets, if any added by the
Contractor, shall also be numbered.
3.5. References, information and certificates from previous clients certifying
suitability, technical knowhow or capability, quality of work of the
applicant shall be signed by an officer not below the rank of Executive
Engineer or equivalent and counter signed by the officer not below the rank
of Superintending Engineer or equivalent.
3.6. The applicant may furnish any additional information, which he thinks is
necessary to establish his capabilities to successfully complete the
envisaged work. He is, however, advised not to furnish superfluous
information. No information shall be entertained after submission of prequalification document unless the specifically required by and asked for by
the Authority.
3.7. Any information furnished by the applicant found to be incorrect either
immediately or at a later date, would render him automatically disqualified.

3.9. Applicants shall submit two separate DDs, i.e one DD towards the
processing fee of Rs 5000/- (Rupees Five Thousand Only) in favour of
PAO(W&P), Hyderabad and the other DD for Rs.600/- (Rupees Six hundred
Only) towards sales tax in favour of CTO, Basheerbagh, Hyderabad. No
application will be entertained if not accompanied with processing fee and
sales tax.
3.10. Applicants are advised to keep visiting the websites mentioned above from
time to time (till the deadline for RfQ bid submission) for any updates in
respect of the RfQ notice, if any. Failure to do so shall not absolve the
applicant of his liabilities to submit its RfQ application complete in all
respects including updates thereof, if any. An incomplete application may
be liable for rejection.
3.11. The Authority reserves the right to verify the particulars furnished by the
applicant independently. If any information furnished by the applicant is
found incorrect at a later stage, he shall be debarred from tendering and
taking up any work in Telangana State.
3.12. The Authority reserves the right to reject any or all applications without
assigning any reason whatsoever.
3.13. Documents submitted in connection with RfQ document will be treated
confidential and will not be returned.
3.14. Prospective applicants may request clarification, in writing (e-mail or
telephonic enquiries will not be entertained), of the project requirements
and pre-qualification document. Any clarification given by the Authority
will be displayed on the website of Commissioner of Police Hyderabad City
/ Roads & Buildings Department Telangana State. No request for
clarification will be considered after 21.12.2015.
3.15. Applications from Joint Venture companies / Sub contractors will not be
accepted or considered for evaluation. Credentials of joint venture
assignments/ Sub contractors /Special Purpose Vehicle (SPV) projects
executed as joint venture assignments submitted by single applicant to
meet eligibility will not be considered for evaluation.
3.16. After the technical evaluation, the Authority is expected to announce a
short-list of suitable qualified applicants who shall be eligible for issuance
of tender documents for participation in the bidding process and they will
be given comparatively short time span for submission of the Bids for the
Project. The Applicants are, therefore, advised to visit the site and
familiarize themselves with the Project.

Method of Application

If the applicant is a proprietary firm, the application shall be
signed by the proprietor above his full typewritten name and the
full name of his firm with its current address
If the applicant is a firm in partnership, the application shall be
signed by all the partners of the firm above their full typewritten
names and current addresses or alternatively by a partner
holding power of attorney for the firm. In the latter case a
certified copy of the power of attorney shall accompany the
application. In both cases a certified copy of
the partnership
deed and current address of all the partners of the firm shall
accompany the application.
If the applicant is a limited company, the application shall
be
signed by a duly authorized person holding power of attorney for
signing
the application accompanied by a certified copy of
the power of attorney. The
applicant shall also furnish a
copy of the Memorandum of Articles of
Association
duly
attested by a Public Notary.
3.18.
Final Decision Making Authority
The Authority reserves the right to accept or reject any application, to
annul the pre-qualification process and reject all applications at any time,
without assigning any reason or incurring any liability to the applicants.
3.19.
Particulars Provisional
The particulars of the work given in “Section I” are provisional. They are
liable to change and must be considered only as advance information to
assist the applicant to apply for proposed work.

Site Visit
The applicant is advised to visit the site of work, at his own
cost, and
examine it and its surroundings by himself, collect all
information
that he considers necessary for proper assessment of the prospective
assignment.

4. Pre‐Qualification Criteria:
4.1. The Applicant shall have been involved in the Civil Engineering
Construction Business for last Ten years or more.
4.2. Design Setup: The applicant should have in house, adequate
infrastructure, manpower resources for carrying out detailed Design
services for Design & Build Projects. The Applicant shall provide a
description of Design services setup including list of personnel with their
qualification and experience. The applicant shall also provide a list of
licensed software used for the Architectural & structural design services.
4.3. The applicant shall have satisfactorily completed following works under
Design and built system of contract during last Seven years in the same
name & style.
1. Three similar works each (under single contract) costing not less than
40% of the estimated cost
Or
Two similar works (under single contract) each costing not less than 6 0 %
of the estimated cost
Or
One similar work (under single contract) costing not less than 80% of the
estimated cost.
Similar work shall mean “ design and build/construction of multi-storied
Commercial/ Institutional/Sports Complex/Hospital/Airport Buildings Public
office/Corporate office/ Head quarter building /Residential with RCC / RCC
Composite framed structure of not less than 10 floors in any sector,
including MEP, Façade and finishing works executed in India. ( Basements &
areas below ground will not be considered as floors for evaluation. Also
industrial structures like chimneys, Silos & inhabitable high-rise structures
like transmission towers, statues will not be considered for evaluation)
4.4. One completed work of building carried out under Design & Build basis
(either part of (1) above or a separate one) ( under single contract)
costing
not less than Rs.100 crores and should be with some
Central/State
Government departments (or) Central/State Autonomous
Bodies (or)
Central/State Public Sector Undertakings.
4.5. One completed work of building carried out under Design & Build basis
(either part of (1) above or a separate one) ( under single contract)
should
be of minimum 20 floors.
4.6. Applicant should have completed at-least Two green building projects in
the last ten years certified by GHRA or IGBC LEED or USGBC LEED .

Preference will be given to the Applicant who got Gold Rated (for LEED
Rating) or Three star rated (for GRIHA Rating) in at least one project.
4.7. Experience of having executed at least one building work of MEP Services
costing Rs.100 crores against a single contract during the last seven years
and shall provide a documentary proof of the same. One such completed
work costing not less than Rs.40 crores shall be with some Central/State
Government/ Central Autonomous Body/ Central Public Sector
Undertaking in a single contract.
4.8. Shall have had average annual financial gross turnover of Rs. 240 Crores
in any two financial years during the last five years ending 31st March
2015. Further, the Financial price updating of 10% per annum shall be
applied to the turnover of the Previous Years to bring them to 2015-2016
Price Level.
4.9. Shall have a minimum solvency of Rs. 300 Crores. The applicant shall
submit the solvency certificate, not older than six months prior to Opening
date of RfQ, issued by any scheduled bank in original.
4.10. The Company should have positive Net worth of Rs. 500 crores. (average of
last 5 years) and should have not incurred loss in last 5 years ending F.Y.
2014-15 duly certified by Chartered Accountant/statutory auditors
specifying the net worth of the Applicant(s), as at the close of the preceding
financial year, and also specifying that the methodology adopted for
calculating such
net worth conforms to the provisions of this Clause.
For the purpose of
this pre-qualification, net worth (the "Net Worth")
shall mean the sum of
capital (paid up capital in case of companies)
and reserves from which shall
be
deducted the sum of revaluation
reserves, miscellaneous expenditure
not written off and reserves not
available for distribution to equity shareholders (in case of companies).
4.11.
In addition the applicant should satisfy the following:
Should have specific experience of construction of projects (multi – storied
Commercial/ Institutional/Sports Complex/Hospital/Airport Buildings Public
office/Corporate office/ Head quarter building/Residential) with the following:
(a) Building Management Systems for an area not less than 3000 Sqm or
more for lighting, DG sets, AC plants, fire alarm, pumps, access controls
and other related security systems etc.,
(b) UPS of 150KVA or more capacity
(c) Network for Data, Video & Voice Point of 5000 Nos
(d) Air conditioning system of 1000 TR plant capacity
(e) Execution of Post Tensioned Prestressed Concrete Slabs for an area of
32000 Sqm.
(f) High-rise structure of minimum 20 floors for a building of built-up area of
40,000 SQM

4.12. The applicant must submit information of on-going litigations and
litigations had in the past seven years. In the event that the applicant has
no litigations either in process or in the past 10 years, an affidavit to this
effect, duly notarized must be submitted in original.
4.13. The applicant shall have at least one of the valid ISO certifications.
4.14. The value of works shall be brought to current costing level i.e., 2015-16
year level by enhancing the actual value of work at simple rate of 10% per
annum: calculated from the date of completion to last date of receipt of
applications for PQ documents.
4.15. For this purpose, cost of work shall mean gross value of the completed
work including the cost of materials supplied by the Govt. /Client, but
excluding those supplied free of cost.
4.16. Shall not be debarred or black listed by any State/Central Department or
PSU or Autonomous bodies. The applicant must submit a duly notarized
affidavit to this effect. Applications received without this declaration in
original shall stand automatically rejected.
4.17. The bidding capacity of the contractor shall be equal or more than the
cost of the work. The bidding capacity shall be worked out by the
following
formula:
Bidding Capacity = A x N x 2 – B where
A= Maximum value of construction works executed in any one year
during the last Five years (up dated to 2015-16 price level) taking
into account the completed as well as works in progress.
N= Number of years prescribed for completion of work for which
Request for Q ualification (RFQ) application has been invited. (1.75
years)
B = Value at the year 2015-16 price level of existing commitments and ongoing works to be completed during the period of completion of work
for which Request for Q ualification(RFQ) application has been
invited. (Next 21 months)
The applicant shall submit the calculation sheet of Bid Capacity
and also indicate value of balance work in hand. (Certified by a
Chartered Accountant)

5.
Essential Submissions by Applicants
5.1. The applicant shall provide copies of work orders as well as completion
certificates from the authority concerned as documentary proof for having
executed similar works (as defined earlier). For private sector projects,
completion certificate with TDS shall be submitted.
5.2. The applicant's performance for each work completed in the last seven
years and works in hand shall be certified by an officer not below the rank
of Executive Engineer or equivalent in format given and countersigned by
the Superintending Engineer or equivalent authority (Form 6)
5.3. The applicant must submit an undertaking that up to date tax returns
have been filed along with copies of such returns submitted to the IT
department/ Department of Trade & Taxes.
5.4. The applicant shall own construction equipment as per list (Form 8)
required for the proper and timely execution of the work. Else, he shall
certify that he would be able to manage the equipment by hiring etc. and
submit the list of firms from whom he proposes to hire.
5.5. The applicant shall have sufficient number of Technical and Administrative
employees for the proper execution of the contract work. The applicant
shall submit a list of the employees stating clearly how they would be
involved in this work. – (Form 7)
5.6. Minimum requirement of Technical Staff for this work furnished as under
which shall be assessed for evaluation:
Applicant shall submit the supporting Documents such as:
a) List of full time Technical staff he proposes to deploy against the work
with name qualification and experience each along with complete CV.
b) Attested copies of Degree/Diploma & Experience certificate.
c) Declaration from the Technical staff that they are employed with the
applicant
d) Documents like PF subscription, copy of Income Tax return with IT
Form 16
5.7. The decision with regard to eligibility of the applicant will be taken by the
Authority, only after necessary documents provided by the applicant have
been examined.
5.8. Applicant shall submit all the information/ submittals in digital format
also in addition to hard copies and DVD.

6. Evaluation Criteria for Pre‐Qualification
For the purpose of pre-qualification, applicants will be evaluated in the
following manner:
6.1. The initial criteria prescribed earlier in this document under PREQUALIFICATION CRITERIA in respect of experience of similar works
completed, financial turn over, bidding capacity, and certifications will
first be scrutinized and the applicant’s m i n i m u m eligibility for prequalification for the work shall be determined. Only those Applicants who
meet the minimum eligibility criteria specified under PRE-QUALIFICATION
CRITERIA shall qualify under this Section and all other applicants shall
automatically stand disqualified.
6.2. Physical inspection of completed projects of applicants found eligible
w ill be performed by an Evaluation Committee appointed by the authority
for evaluating quality of work. The Evaluation Committee shall visit similar
works done by the applicant in the past i.e., works pertaining to Civil
works, Plumbing, Electrical, Fire Fighting, HVAC works. The exact number
and the works to be visited shall be decided by the Authority.
6.3. Even though an applicant may satisfy the eligibility requirements and has
been prequalified, he would be liable to disqualification if he has:
(a) Made misleading or false representation or deliberately suppressed
any information in the forms, statements or enclosures required in
the pre-qualification document.
(b) Obscured/ deliberately hidden record of poor performance such as
abandoning work, not properly completing the contract, or financial
failures/weaknesses, etc.

7.
Information to be furnished by applicant
7.1. About Organisation. The Applicant is required to submit the information in
respect of his organization in Form 1.
7.2. In-house design capability. The Applicant is required to submit the
information in respect of his organization in Form 9.
7.3. Construction and Plant equipment
Applicant shall furnish the list of construction plant and equipment
including steel shuttering, centering and scaffolding likely to be used in carrying
out the work (in Form 8). Details of any other plant & equipment required for the
work (not included in Form 8 and available with the applicant may also be
indicated.)
Facilities of field lab and test equipment shall also be furnished.
8.
Letter of Transmittal
The applicant shall submit the letter of transmittal attached with RfQ
document.
9. Next phase of Tender bidding: After evaluation of RfQ applications, a list of
qualified Agencies will be prepared. Short listing of the bidders shall be done
after thorough verification of their credentials and inspection of similar works
carried out/in progress by them, through evaluation Committee. Thereafter,
pre-qualified agencies only would be invited to submit tenders for the work.
9.1.
The Authority reserves the right, without being liable for any damages
or obligation, to
i. Amend the scope of work and/or value of contract to the applicant.
ii. Reject any or all the applications without assigning any reason.
iii. Any effort on the part of the applicant or his agent to exercise influence
or to pressurize the employer would result in automatic rejection of his
application. Canvassing of any kind is strictly prohibited.
10. Tender Format for Execution of Works
Work shall be executed under Design and Build mode according to General
Conditions of Contract for State Government with up to date amendments.
The Authority reserves the right to modify any of the conditions to suit to
its specific requirements.
11. Miscellaneous
The Bidding Process shall be governed by Hyderabad, and construed in
accordance with, the laws of India and the Courts in Telangana shall
have exclusive jurisdiction over all disputes arising under, pursuant to
and/ or in connection with the Bidding Process.

11.1.
The Authority
in its sole discretion and without incurring any
obligation or
liability, reserves the right, at any time, to;
i. suspend and/ or cancel the Bidding Process and/ or amend and/ or
supplement the Bidding Process or modify the dates or other terms
and conditions relating thereto;
ii. consult any Applicant in order to receive clarification or further
information;
iii. pre-qualify or not to pre-qualify any Applicant and/ or to consult any
Applicant in order to receive clarification or further information;
iv. retain any information and/ or evidence submitted to the Authority by,
on behalf of, and/ or in relation to any Applicant; and/ or
v. Independently verify, disqualify, reject and/ or accept any and all
submissions or other information and/ or evidence submitted by or on
behalf of any Applicant.
vi. Call for information from previous clients and evaluate the previous
completed projects regarding all submission including litigations.
vii. Undertake physical verification of completed projects and interact with
clients.
11.2.
It shall be deemed that by submitting the Application, the
Applicant agrees and releases the Authority, its employees, agents and
advisers, irrevocably, unconditionally, fully and finally from any and all
liability for claims, losses, damages, costs, expenses or liabilities in any way
related to or arising from the exercise of any rights and/ or performance of
any obligations hereunder and the Bidding Documents, pursuant hereto,
and/ or in connection with the Bidding Process, to the fullest extent
permitted by applicable law, and waives any and all rights and/ or claims it
may have in this respect, whether actual or contingent, whether present or
in future.
