Proficiency Testing and Inter Laboratory Comparisons Identification, Supervision and Evaluation Europe Aid/117469/C/SV/TR December 2005 – June 2007 Facilitating Proficiency Tests and Inter Laboratory Comparisons in Turkey by Jill Merry Project Coordinator 15th National Quality Congress, Istanbul What are Proficiency Tests and Inter Laboratory Comparisons? Inter Laboratory Comparisons for Laboratories: Proficiency testing for laboratories: Organisation, performance and evaluation of tests on the same or similar test items by two or more laboratories in accordance with predetermined conditions. (ISO Guide 43-1 1997) Interlaboratory comparisons designed to assure laboratory performance in specified areas of testing, measurement or calibration Proficiency Testing (PT) can also be called: Inter Laboratory Comparisons (ILC) External Quality Control (EQC) Round Robin Test Why does Turkey need Proficiency Testing ? It is the most powerful tool for laboratory services, as it gives Turkey, the authorities and laboratory clients updated, reliable and known quality of laboratory services updated, documentation of the quality of laboratory services updated information ISO 17025 accreditation of laboratories International recognition of TÜRKAK it gives the laboratory a unique tool to detect errors What is the objective of this project? Proficiency Tests & Interlaboratory Comparisons A step in the facilitation of Free Movement of Goods - EU Alignment Facilitate availability of Proficiency Testing in Turkey Support evaluation of PT programme results Disseminate information of the value of PTs to laboratories in Turkey Develop network related to PT providers The project partners Euro Health Group, DK (Lead) Quality Management, UK (PT Organiser) FORCE, DK (ILC Organiser and Reference Laboratory) DANAK, DK (Accreditation Body) Main Project Support Project Working Group Sector Working Groups TÜRKAK TÜRKLAB laboratories, authorities, associations, organisations Expertise Centre EU Delegation Project Steps Phase 1 Setting up project Project office in TÜRKAK Phase 2 Assessment of requirements for PT 9 Sector Working Groups Phase 3 Training and implementation Training modules covering PT conduction, financing and management, information, assessment, statistics, PT QM Phase 4 Sustainability PT Steering Group Sector Advisory Groups Trained trainers PT website PT provider network Project Assessment: The project has assessed PT and ILC requirements of laboratories for Food safety Calibration Animal Health (Meat) Fuel Environmental Testing Medical Testing Cement Mechanical Testing Textiles Example of Project Assessment: PTs in Food Laboratories Assessment June 2006 one of the largest export sectors about 60 public and private authorised laboratories effective Food Committee in TÜRKAK UME was the only national provider several international PTs being used in Turkey need for more national PTs Through this project 2-3 new PT providers have been trained 1 Pilot PT conducted with success, 1 more running pilot ILC provider: Ankara Provincial Control Laboratory establishing sustainable routine PTs Next steps of this project: Example of Project Assessment: ILCs in Calibration Laboratories Assessment June 2006 about 30 accredited laboratories effective Calibration Committee in TÜRKAK UME was the only provider very few Interlaboratory Comparisons (ILCs) no relevant international ILC schemes available Through this project potential ILC providers have been trained 8 Pilot ILCs are running pilot ILC providers: UMS, SIMKAL, TSE, Yeditepe Univ. Next steps of this project: establishing sustainable routine PTs Example of Project Assessment: PTs in Medical Test Laboratories Not a focus area for free movement of goods However: More than 4000 laboratories Some extremely good PT organisers Need for incentives for laboratories to participate in PTs Health Insurance pays for tests from laboratories with PTs Legal pressure from Ministry of Health Generally advanced regarding PTs relative to other sectors Example of Project Assessment: PTs in Cement Laboratories Generally advanced regarding PTs relative to other sectors TCMB, the Cement association has organised regular PTs for its members for 6 years No need for project support Training in Turkish and English Module Subject Target Group TR1 PT and ILCs program design and information TÜRKAK, PT providers and stakeholders TR2 Inspector’s assessment of PTs TÜRKAK assessors TR3 PT Financing, legislation, management and organisation TÜRKAK, PT providers and stakeholders TR4 Quality management and accreditation of PT providers TÜRKAK, PT providers and stakeholders TR5 Training of laboratories in the usefulness of PTs Laboratory managers TR6 Conducting PTs (with pilot PTs) PT providers TR7 Statistics for PTs PT providers We invite you We have the pleasure of inviting you to the training: TR5 The usefulness of Proficiency Testing 4-5 December (In English) in Ankara 18 January (in Turkish) Istanbul 12 February (in Turkish) Gaziantep 16 February (in Turkish) Denizle Gözde Oğur , project assistant Tel: +90 312 419 6885 or +90 538 385 13 50/53 E-mail: [email protected] or [email protected] Pilot PTs and ILCs Pilot Organiser Samples/Tests ILC (x2) TSE Humidity/ hygrometer + Oven temperature ILC Yeditepe University Ice point ILCx2 Simkal 1+2 Pressure transducer + Resistance PT(x2) Ankara Food Control 1+2 3 +1 food samples PT Ecoteks 2 textile samples ILC (x3) UMS 3 artefacts PT Izmir Veterinary Research Salmonella in Meat PT(x2) METU 1+2 3 Fuel samples – many tests PT Pammukale University Group Hepatitis B in Serum PT Şişli Etfal Research and Training Hospital 4 Endocrinology samples in Serum PT Centro Lab Cytometry in Blood PT Environment Reference Laboratory Coal 18 PTs 12 organisers/providers 21 sample types / >50 tests / >150 labs Future Support (after June 2007) TÜRKAK/TÜRKLAB Steering Group Sector advisory groups TÜRKAK PT Website Network of PT providers Group Trained trainers (consultants) Request Please help us with your comments and suggestions to the PT website under construction? www.turkak.org/pt/ Osman CAMCI Tel: 0312 410 82 00 E-mail: [email protected] Gözde Oğur , project assistant Tel: +90 312 419 6885 or +90 538 385 13 50/53 E-mail: [email protected] or [email protected] Proficiency Testing and Inter Laboratory Comparisons Identification, Supervision and Evaluation Europe Aid/117469/C/SV/TR December 2005 – June 2007 We invite you to contact us We have the pleasure of inviting you to take an active part in this project to request us for information to request us for support with PTs Please contact us: Jill Merry, project coordinator Pinar Yildizlar, project counterpart.
