INTRODUCTORY NOTE TO PERMIT
The Environmental Permit (“The Permit”) is issued by Dudley Metropolitan Borough Council
(the Council) under Regulation 13(1) of The Environmental Permitting (England and Wales)
Regulations 2007 (S.I. 2007 No. 3538), to operate an installation carrying out activities
covered by the description in Part 2 of Schedule 1 of The Environmental Permitting (England
and Wales) Regulations 2007, (EP Regulations) to the extent authorised by the Permit.
The requirements of this Permit shall be effective from the date of service unless otherwise
specified within the Permit. Where a Variation Notice has been served the conditions
contained within that Variation Notice shall be effective from the date that the Notice is
served, unless a specific implementation date is allocated to specific conditions.
For the purpose of this permit the legal operator of the installation is:
DESCRIPTION OF INSTALLATION
This installation falls within the definition of Part 2, Chapter 6, Section 6.6, Part B (a) (ii) of
Schedule 1 of the Environmental Permitting (England & Wales) Regulations 2007. The
attached location plan ‘Appendix 1 – Site Location Plan PB/3’ shows the designated site of
the permitted installation.

Cut sections of timber are received and are sawn, moulded and planed to form
profiles such as architraves, skirting and window cills to meet customer requirements.

The wood working equipment is located in 3 saw mills numbered 1, 2 and 3 as shown
on the attached location plan ‘Appendix 1 – Site Location Plan PB/3’.

The wood working equipment is fitted with extraction to capture the wood dust which
is extracted to cyclofilters. There are 2 Airplant cyclofilters on site, numbered 1 and 2,
shown on the attached location plan ‘Appendix 1 – Site Location Plan PB/3’.

Dust from plant in Mill 1 is extracted directly to Cyclofilter 2. Dust from the plant in
Mills 2 and 3 is extracted to Cyclofilter 1 and is then pneumatically transferred across
the site to Cyclofilter 2.

The cyclofilters are fitted with filter bags that are cleaned by reverse air jet. A visual
control panel is located in each of the three saw mills and indicates with a flashing
light when there is a malfunction within the cyclofilters.

From Cyclofilter 2 the larger wood shavings are conveyed firstly to a storage silo and
then to a baling machine where they are made into bales and manually sealed in
polythene bags.

Finer sawdust particles are emitted directly from Cyclofilter 2 via flexible ducting into
vehicular trailers which are collected and transported from site when full. The trailers
are fitted with sight glasses to prevent overfilling of the trailer.

CONDITIONS
1.0
THE PERMITTED INSTALLATION
1.1
The operator is authorised to carry out the activities and/or associated activities
specified in Table 1.1

1.2
The activities authorised by condition 1.1 shall not extend beyond the site, being the
area shown hatched on the Site Plan ref: PB/3 in Appendix 1 to this permit.
2.0
EMISSION LIMITS AND CONTROLS
2.1
All releases to air, other than condensed water vapour, shall be free from persistent
visible emissions.
2.2
The area surrounding the vehicular trailers and both cyclofilters shall be observed for
any visible emissions to air once per day for a period of at least 5 minutes. The observations
shall be made from a position providing an unobstructed view of the exhaust by a
responsible person who has been instructed to carry out these duties. A record of all
observations shall be kept in accordance with condition 5.1.

If emissions to air are observed which may contravene any condition of this Permit,
immediate action shall be taken to determine the cause of the emission and to
prevent or minimise further emissions. Dudley Metropolitan Borough Council shall be
notified of any such occurrence as soon as practicable.
3.0
PROCESS CONTROLS
3.1
All processes likely to generate wood particles shall be carried out within a building
and shall be served by an extraction system linked to abatement plant to minimise
emissions of wood particles to air.
3.2
Regular cleaning of the installation, at least once per shift, shall take place to prevent
accumulations and subsequent wind-borne emissions of wood dust. All spillages
which may give rise to dust emissions shall be cleaned up promptly by means of
vacuum cleaning or by wet cleaning methods. Dry sweeping of dusty spillages shall
not be permitted.
3.3
The transportation and handling of wood dust and wood particles shall be carried out
using pneumatic or enclosed handling systems. The ductwork and piping used to
deliver the wood dust to the cyclofilters and the silo shall be leak proof to prevent the
emission of particulate matter to air.
3.4
The ductwork and piping used to deliver the wood dust to the cyclofilters and silo shall
be visually inspected once per week to identify damaged or worn ductwork and any
build up of wood dust or wood particles. Any build up of wood dust or wood particles
shall be removed and all necessary repairs shall be carried out as soon as possible to
minimise the emission of particulate matter. A record of the inspections shall be kept
in accordance with condition 5.1.
3.5
Waste shall be removed from site in totally enclosed containers to minimise the
escape to air of particulate matter.
3.6
Where vehicles are filled directly from the arrestment plant, the extraction system
shall be turned off or a discharge pipe shall be fitted with a two-way valve so that
vehicles can be changed over without emissions occurring. Vehicles shall either be
fitted with side windows or, where these are not fitted, rotary or optical drop out
sensors equipped with alarms to warn of overfilling shall be used.
3.7
The storage silo shall be equipped with a visual or audible alarm to warn of over
filling. The correct operation and use of alarms shall be checked at least once per
week. Any activation of the alarm shall be investigated and appropriate remedial
action taken to rectify the problem before production recommences. A record shall be
kept of any such incidents in accordance with Condition 5.1.
3.8
A filter maintenance programme showing the timetable for replacement of filter bags
shall be submitted to the Council for approval by 31st March 2010. Filter bags shall be
replaced as necessary to ensure no visible emission from the process and in
accordance with the approved filter maintenance programme. Details of filter bags
replacement shall be recorded in accordance with condition 5.1.

4.0
GENERAL CONDITIONS
4.1
The Operator shall maintain and implement written procedures to ensure that
effective preventative maintenance in accordance with the manufacturer's
instructions is employed on all plant, equipment and technical means concerned with
the production, capture, transport, control and exhaust of emissions which could lead
to an adverse impact on the environment. A record of relevant maintenance shall be
maintained in accordance with Condition 5.1.
4.2
Staff at all levels shall receive the necessary formal training and instruction in their
duties relating to control of the process and emissions to air. Particular emphasis shall be
given to training for start-up and shutdown and abnormal conditions. Records shall be kept
which detail all relevant training provided to staff, the records shall be made available for
inspection by an authorised officer from the Council. The records shall be retained for at least
2 years. Records of staff training shall be kept in accordance with Condition 5.1.
4.3
Any malfunction or breakdown which results in emissions to air which are likely to
cause an adverse effect on the local community shall be reported to the Council and
action taken to prevent or minimise further emissions to air immediately. A record of
the incident shall be maintained in accordance with condition 5.1.
4.4
Essential spares and consumables shall be held on site or shall be available from a
guaranteed supplier at short notice so that plant breakdown can be rectified rapidly.
5.0
RECORDS
5.1
The Operator shall ensure that all records required to be made by this Permit
and other records made by it in relation to the operation of the Installation shall:

be made available for inspection by the Council at any reasonable time;
be supplied to the Council on demand and without charge;
be legible;
be made as soon as reasonably practicable;
indicate any amendments which have been made and shall include the
original record wherever possible; and
be retained at the Installation, or other location agreed by the Council in
writing, for a minimum period of 2 years from the date when the records
were made, unless otherwise agreed in writing.
