IET is an education model that combines
occupational skills training with adult education
services to increase the educational and career
advancement of participants.

So, Definitions.
Basic skills (the adult ed services) are foundation
skills in reading, writing, mathematics, and English
as a second language, as well as learning skills and
study skills, which are necessary for students to
succeed in college-level work.

Occupational skills training is designed to
provide individuals with the technical skills and
information required to perform a specific job or group
of jobs, provided through individual or group classroom
training, on-the-job training, or apprenticeships.

Definition: Middle skill jobs require some education
and training beyond high school, but less than a
college degree.
Examples: construction, engineering technicians,
healthcare support (dental hygienists, radiologic
technicians, PT assistants) paralegals, detectives,
manufacturing (machinists, welders, first line
supervisors)

• These jobs provide a middle class wage without a

• Voc ed is being reinvigorated as CTE with mixed

 Broadens the focus of adult education to
include transition to postsecondary
education and employment
 Reflects the changing needs of the nation’s
workforce and the goals of its workers
 Amends the stated statutory purpose of
adult education and subtly modifies the
definitions of key terms to reflect this new
emphasis

The law is also explicit that Title II funds
may be used for adult education
activities that “help eligible individuals
transition to postsecondary education
and training or employment, or for
concurrent enrollment activities,” so long
as other Title II eligibility and
requirements are met.

Why IET?
WIOA

Defines and encourages the use of new
models, such as integrated education and
training and workforce preparation activities.

IET has been shown to help adult learners
obtain college credits and achieve basic skill
gains more quickly than when they are
enrolled in traditional adult education
programs.

program. Pay points will probably be higher;
