The following specific data shall be provided by the Consultant/s of the services for
“Conducting Gender Analysis for Nobo Jatra Project in Khulna and Satkhira District”
.
A. GENERAL
Background
of the Study:
The purpose of this gender analysis is to identify, understand, and describe
gender differences and the possible implications and effect of gender roles and
power dynamics in implementing a new project Nobo Jatra in Bangladesh. The
goal of the project-level gender analysis is to provide a deeper understanding of
current gender issues at the community and household levels in activity target
areas, as well as the gender context in which the activity is operating within.
The purpose is to advance the knowledge and understanding of the contextspecific, project-level gender issues that would affect activity implementation,
project participation, and outcomes and inform the final design of the project to
effectively address context-specific gender issues and concerns within its limits
and scope.

The objectives of this analysis are:
 To understand and analyze gender roles and expectations in Khulna and
Satkhira Upazilas in relation to project objectives to inform project
implementation and to ensure activities proposed in program design do
not perpetuate traditional power imbalances nor widen existing gender
gaps
 To identify root causes of existing gender inequalities so that they can
be addressed in the project implementation to enhance the likelihood
of strong and sustainable project implementation
 To identify through community consultation possible approaches and
strategies that will address gender issues as well as mitigate possible
effects of project activities perpetuating inequalities

Consultant/s must provide information, experience certificate, CV and

Proposals must offer services for the total requirement. Proposals offering only
part of the requirement will be rejected. The consultant/s is expected to
examine all corresponding instructions, forms, terms and specifications
contained in the Solicitation Documents. Failure to comply with these
documents will be at the consultant/s risk and may affect the evaluation of the
Proposal.
The offer shall remain valid for 90 days from the closing date of receiving of
Proposal by WVB.
The language of all correspondence and documents related to the proposal shall
be in English.
All prices shall be quoted in BDT or USD (in case of Int’l consultant/s).
The Consultancy firm should complete the Gender Analysis deliverables within
no more than 80 working days from the date of contract signing with WVB.
Please see the ToR for the deliverables and tentative breakdown of consultancy
timeframe.
Payment shall be made through Account Payee Cheque or Straight to Bank
(S2B)/ online transfer after successful completion of services and all deliverables
as required and approved by the WVB representatives. The payment will be
made according to the schedule as follows:

D. PROPOSAL EVALUATION
The Proposal Evaluation shall be carried out applying quality and cost based
selection (QCBS) procedure based on the following criteria:

examination
The Purchaser will examine the Proposals to determine whether they are
complete, whether any computational errors have been made, whether the
documents have been properly signed, and whether the Proposals are generally
in order.
Arithmetical errors will be rectified on the following basis: If there is a
discrepancy between the unit price and the total price that is obtained by
multiplying the unit price and quantity, the unit price shall prevail and the total
price shall be corrected. If the proposer does not accept the correction of
errors, its Proposal will be rejected. If there is a discrepancy between words
and figures the amount in words will prevail.
Evaluation
(Technical &
Financial)
Prior to the detailed evaluation, the Purchaser will determine the substantial
responsiveness of each Proposal to the Request for Proposals (RFP). For
purposes of these Clauses, a substantially responsive Proposal is one which
conforms to all the terms and conditions of the RFP without material
deviations. The Purchaser’s determination of a Proposal’s responsiveness is
based on the contents of the Proposal itself without recourse to extrinsic
evidence. A Proposal determined as not substantially responsive will be
rejected by the Purchaser and may not subsequently be made responsive by the
proposer by correction of the non-conformity.
1) Proposal evaluation committee (PEC) or Procurement committee (PC)
set out by WVB, will review the technical as well as financial proposal
as per Eligibility/Qualification and Technical criteria (mentioned below).
2) Technical proposal will carry 70% weight ; and financial proposal will
carry 30% weight (Technical Pass Mark is 65%)

b. Evaluation of Financial Proposal
A financial proposal shall include containing Summary of Costs, Breakdown of
Staff Remuneration, Travel and DSAs, miscellaneous, overhead costs (if any).

Total cost of the financial proposal (after correctness and confirmation of
arithmetical error, if any) will be considered for financial evaluation.
Interested Consultant/s is requested to submit proposals in the light
of the TORs and above mentioned evaluation criteria.

All the columns/requirements in this ToR must be properly completed. Quote for each
item separately, and in units as specified. Incomplete offers or offers which do not
comply with any of ToR will not be considered.
WVB reserves the right to accept the partial or whole or part of your offer. WVB
authority reserves the right to impose penalty or cancel the entire or partial purchase
order if vendor fails to maintain the quality, specification, and delivery date.
WVB authority reserves the right to accept or reject any or all the Proposals in part
or full or alter any of the provisions as deemed necessary, without showing any reason
whatsoever at any time and acceptance of any liability. WVB reserves the right to
accept the whole or part of your offer.
Making a payment to any employee as an inducement or any canvassing to enable you
wins this service will result in automatic disqualification participating in this tender or
any other tenders. Any solicitation/influence/non-compliance of the Terms &
Conditions of this Tender, will lead to disqualification of the submitted Tender/Bid and
will be treated informal/rejected.
Your financial offer should indicate final price, which includes all costs for delivery of
final product at WVB, discount, Income Tax and VAT. All kind of charges including
applicable Taxes/VAT will be deducted at source from the total bill as per Govt. Rules
& Regulations.
Proprietor or an authorized representative of the Consultant/s must sign this form,
and all the documents accompanying this bid must be properly rubber-stamped and
signed.
The work shall be completed in all respects within the completion date mentioned in
the contract.
If vendor fails to deliver the ordered service within the scheduled time frame penalty
will be imposed @ 1% of the total contract value for par day of delay and WVB
reserves the right to deduct this amount from the total bill for every day delayed from
the expected date of delivery till the actual date of delivery.
Any late submission of Proposal after the schedule date and time will be rejected.
Environmental policy: WVB’s policy is to purchase products and services, which have
the least negative impact on the environment. Environmental considerations covering
manufacture, transport, packing, use and disposal of goods form part of WVB
evaluation and selection criteria.
Terrorists: WVB will not do any business with any known terrorist group or company
involved in any way with terrorists. WVB shall therefore not knowingly purchase
goods or services from companies that are involved with terrorist groups in any form.
If you submit a bid based on this request, it shall constitute a guarantee that neither
your company nor any affiliate or any subsidiaries controlled by your company are not
involved with any known terrorist group. A contract clause confirming this will be
included in an eventual purchase order based on this request.
In all cases, the decision of the World Vision Management will be final.
The proposer has to submit duly filled up Vendor’s Primary Information Collection
Sheet (Section-IV).
The proposer has to agree to comply with WV Child protection policy and will have
to complete CPP Form (Section-V).
The proposer has to make a declaration whether the Business Entity has relative or
business partner in World Vision Bangladesh (WVB) who can influence the purchase
decision or not (Section-VI).

1. Technical Proposal Submission Format

qualitative and quantitative data collection should be undertaken. Attentions also need
to be paid on how the lessons learnt to improve the program could be extrapolated.
This chapter should incorporate any modifications to the TOR proposed by you. In case
the TOR requires the Consultant/s to provide a quality plan and carry out the
assignment according to its provisions, an outline of the quality plan (e.g., its list of

Analysis Purpose
Terms of Reference (TOR)
For
Gender Analysis
The purpose of this gender analysis is to identify, understand, and describe gender differences
and the possible implications and effect of gender roles and power dynamics in implementing a
new project Nobo Jatra in Bangladesh. The goal of the project-level gender analysis is to provide
a deeper understanding of current gender issues at the community and household levels in
activity target areas, as well as the gender context in which the activity is operating within. The
purpose is to advance the knowledge and understanding of the context-specific, project-level
gender issues that would affect activity implementation, project participation, and outcomes and
inform the final design of the project to effectively address context-specific gender issues and
concerns within its limits and scope.
The goal of the program is to improve gender equitable food security, nutrition and resilience of
vulnerable people in Bangladesh. To achieve this, , interventions are organized around three
important themes: maternal and child health and nutrition; agriculture and economic
development; and resilience, as well as the cross-cutting purpose of governance and social
accountability, with youth development and gender integrated throughout all activities.
II.
Analysis Objectives
The objectives of this analysis are:
1. To understand and analyze gender roles and expectations in Khulna and Satkhira
Upazilas in relation to project objectives to inform project implementation and to
ensure activities proposed in program design do not perpetuate traditional power
imbalances nor widen existing gender gaps
2. To identify root causes of existing gender inequalities so that they can be addressed in
the project implementation to enhance the likelihood of strong and sustainable project
implementation
3. To identify through community consultation possible approaches and strategies that will
address gender issues as well as mitigate possible effects of project activities
perpetuating inequalities
III.
Analysis Framework
World Vision has adopted the Six Domains of Gender Analysis Framework for collecting and
organizing information pertaining to gender differences.1 The Consultant is expected to review,
adapt, and where necessary, develop questions under each of the conceptual areas listed below
to the requirements of the Nobo Jatra project:
1. Access: a person’s ability to use the necessary resources to be able to be a fully active
and productive participant (socially, economically, and politically) in society, including
access to resources, income, services, employment, information, and benefits.
2. Knowledge, Beliefs & Perception: the types of knowledge that men and women
possess; the beliefs that shape gender identities and behavior, and the different
perceptions that guide people’s understanding of their lives, depending upon their
gender identity.

3. Practices and Participation: people’s behaviors and actions in life – what they
actually do – and how this varies by gender roles and responsibilities. This includes
discussion on current patterns of action, and the ways in which men and women may
engage differently in development activities.
4. Time and Space: recognizing gender differences in the availability and allocation of
time and the locations in which time is spent. This domain considers the division of both
productive and reproductive labor; the identification of how time is spent during the day
(week, month or year, and in different seasons); and determines how men and women
each contribute to the welfare of the family, community, and society. The objective of
this domain is to determine how men and women spend their time and what
implications their time commitments have on their availability for program activities.
5. Legal Rights and Status: assessing how people are regarded and treated by
customary legal codes, formal legal codes, and judicial systems. This includes legal
documentation such as identification cards, voter registration and property titles.
Additionally, the domain includes the right to inheritance, employment, atonement of
wrongs, and legal representation.
6. Power and Decision Making: the ability of people to decide, influence, control, and
enforce personal and governmental power. This refers to one’s capacity to make
decisions freely, and to exercise power over one’s body, within an individual’s
household, community, municipality, and state. This domain also details the capacity of
adults to make household and individual economic decisions including the use of
household and individual economic resources, income, and their choice of employment.
Additionally, this domain describes the decision to vote, run for office, enter into legal
contracts, etc.
Special consideration in the data collection process should be given individuals’ age, socioeconomic status, disability, ethnic background, religious affiliation, etc. These factors could
intensify vulnerabilities and potentially prevent individuals from participating in project activities
and/or experiencing the same outcomes as other men, women, boys, and girls.
IV.
Scope of Work
The Consultant will:
 Review available documentation including proposal documents; USAID Bangladesh
Gender Analysis; Bangladesh laws and policies regarding gender, women’s affairs, child
marriage, etc.; peer reviews; MenCare methodology documents and guidance; and
other secondary data.
 Liaise with other project stakeholders (e.g. USAID mission and WV Bangladesh office) to
coordinate community engagement in relation to the research and access to available
data such as baseline data and report
 Develop specific tools, e.g. survey questionnaires, focus group discussion guides, key
informant interview guides using the Six Domains of Gender Analysis Framework
 Develop analysis plan
 With the WV team, conduct assessment
 Produce final report and presentation

Methodology
Analysis methodology will employ a combination of approaches including quantitative and
qualitative data collection and analysis methods to enhance triangulation of data and increase
overall data quality, validity, and credibility and reduce bias.

 Initial planning meeting with the World Vision team
 Desk review of available documentation, including project RFP, previous program
documents (if available), internal and external gender-related assessments and reports.
 Survey, interviews and/or focus group discussions.

Expected Deliverables
The analysis should produce the following outputs and deliverables:
1. Inception report, covering detailed analysis methodology to be used, analysis questions,
data collection plans and timeline.

3. Draft and final Gender Analysis Report and MenCare Formative Research Report (to be
reviewed by the World Vision in draft and final form) presenting the findings and
conclusions in a comprehensive way, covering all areas and issues listed in the

CP BEHAVIORAL AND SECURITY POLICY PROTOCOL
My Commitment: My associates and I are aware of the pertinent sections of World Vision
Bangladesh Child Protection and Security Policy, procedures & protocols and I commit that;
1. My associates and I will always be appropriate and culturally sensitive while on
WVB business in all interactions with project children.
2. My associates or I will not stay alone with any project child or minors, whether in
the child’s house or elsewhere.
3. If unsure of the boundaries of appropriate or inappropriate behavior, my associates

4. My associates or I will not photograph, video or collect stories of children without
the prior authority of WVB staff and approval from the children involved.

pornography, sexual advances, unwanted invitations, or use of power and authority

leave myself open to any consequent decision that such behavior from our side will
result in.
