Responsibilities

Plan, direct and supervise the provision of adequate health, safety
environmental protection, fire and loss program.

Coordinates monitor and control the implementation of the annual safety
program and advise area management of deviations/corrective measures.

Provides safety expertise/advise to supervisors on their self-inspection program,
participated in developing / improving related checklists, monitors
implementation of raised/outstanding items with the company’s training
standards.

Conduct safety courses to promote personnel awareness to safety rules,
regulations and procedures including fire and life saving equipment.

Lead and participate in risk assessments of relevant potential hazardous
operation.

Lead and conduct HSE audits on production platforms, rigs, barges and marine
vessels.

Arranging and the application of the Total Safety Management Techniques:
Safety Tours-Safety Audits-Tool Box meeting-Incident Recall-Job-Safety
Analysis (JSA)-Property Damage Control (PDC)-Off-the-Job Accident ControlCause Tree Analysis (CTA)-Fault Tree Analysis (FTA)-Quantitative Risk
assessment( QRA)-Hazan, Hazid & SIMOPs.

Conduct plans and implement HSE data analysis & researches for areas of
improvement.

Follow up & control near miss reports & statistics to close the loop.

Supervise & control HSE inventory control, and issuing Flashes and newsletters.

Specify HSE standards & requirements for products and verify compliance.

Prepare scope of work, request for quotation, call for and contract documents for
specific safety technical offers and prepare recommendations.

Study, review and update all the company HSE MS, policies, emergency
procedures, HSE procedures, standards, guidelines, codes of practices and
other HSE documents / manuals related to all offshore / onshore site.

Audit, survey, assess and monitor all company oil and gas fields on the
homogeneous implementation of the established HSE MS, policies, emergency
procedures, safety procedures, regulations, produce audit and assessment
reports, recommendation and follow up corrective action.

Investigate & analysis all Accidents and Incidents to determine the root causes,
recommending the preventive measure to reduce occurrences.

Recommend, prepare, complete and assist in introduction of new HSE
Standards, regulations, manuals, policies, codes of practices and procedures.

Maintain and control safety documents manuals, procedures, plans and HSE
guide and ensure updated copies are provided to all department users
throughout the company.

Monitor and advise on the proper implementation of the Permit To work System,
conduct gas tests.

Carry out regular inspection to check H2S level in operations & drilling area &
investigate the monitoring systems to check H2S& Monitoring & inspection the
H2S levels & its respirators systems to mitigate its effect

Investigate industrial incidents / accidents and write related statistical reports
and recommend corrective actions.

Inspection all existing fixed and mobile plants equipment and installation to
ensure adherence to company’s established safety rules, standards & code of
practice

Issuing work permits (hot & cold) at hazardous areas.

Covering the potential hazardous and the normal operating condition deviation
by a systematic critical review of the process and engineering design [ Hazop].

Monitor implementation of marine pollution and oil spill contingency plane.

Advising on proper implementing of company policy regulations and procedures.

Prepare the EIA study for the exploratory wells.

Revise the EIA study for the new project

Establish and maintain process to identify potential for and respond to accidents
and emergency situations. And for preventing and mitigating the impacts that may
be associated with them.
